HomeMy WebLinkAbout1992.07.21_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY JULY 21, 1992 On Tuesday, July 21, 1992 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, July 17, 1992. ITEM 1: CALL TO ORDER. The meeting was called to order at 8:01 p.m. with Chairman Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was held during the City Council meeting that preceded this meeting. ITEM 3: ROLL CALL. PRESENT: Patricia Marlar, Chairman Jason Gittelman, Vice Chairman John Phillips, Trustee Bob Randolph, Trustee James Smalley, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE REGULAR MEETING ON JULY 7, 1992. A motion was made by J. Phillips, seconded by J. Gittelman, to approve the minutes as written, by reference hereto. AYE: Phillips, Gittelman, Randolph, Smalley, Marlar NAY: None MOTION: Carried 5-0 1 OWASSO PUBLIC WORKS AUTHORITY JULY 211 1992 ITEM 5: REQUEST APPROVAL OF THE CLAIMS A motion was made by J. Gittelman, seconded by J. Phillips, to approve the claims as follows: (1) $63,814.91 and (2) Payroll $17,931.38 and $17,491.43. AYE: Gittelman, Phillips, Smalley, Randolph, Marlar NAY: None MOTION: Carried 5-0 ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR THE SOLICITATION OF BIDS FOR THE PAINTING OF A TWO MILLION GALLON WATER STORAGE TANK. Mr. Ray presented this item stating in October of 1991 a professional diving service conducted an inspection of the exterior and interior of the water storage tank for structural damage and preventative maintenance needs. The major concern that needs immediate attention is the exterior of the dome that shows extensive deterioration caused from rusting and should be addressed. The current budget contains funds to accomplish these repairs. A motion was made by J. Phillips, seconded by P. Marlar, to approve the request to solicit for bids to paint the exterior of the water tower. AYE: Phillips, Marlar, Smalley, Gittelman, Randolph NAY: None MOTION: Carried 5-0 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A CONTRACT FOR THE PURCHASE OF ONE REFUSE COLLECTION VEHICLE. Mr. Griffin addressed the Trustees stating bids were opened on July 16, 1992. Bid notice was published and six bid requests were sent to vendors. One bid was received from William Refuse Equipment Co. Inc. in the amount of $99,977.00. He stated this was within the budgeted amount allowed for this purchase and requested approval. A motion was made by J. Phillips, seconded by P. Marlar, to award a contract to Williams Refuse Equipment Co. in the amount of $99,977.00 to purchase one trash truck. 1 OWASSO PUBLIC WORKS AUTHORITY JULY 21, 1992 AYE: Phillips, Marlar, Smalley, Randolph, Marlar NAY: None MOTION: Carried 5-0 ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR THE TRUSTEES APPROVAL OF A GENERAL WARRANTY DEED CONVEYING APPROXIMATELY 2.33 ACRES OF REALTY, DESCRIBED AS FOLLOWS: THE NORTH 350 FEET OF THE EAST 300 FEET OF THE NE/4 OF THE SW / 4 , OF THE NE/ 4 OF SECTION 31, TOWNSHIP 21 RANGE 14, IN TULSA COUNTY, STATE OF OKLAHOMA; AND AUTHORIZING THE CHAIR, VICE CHAIR AND SECRETARY TO EXECUTE SUCH DEED ON BEHALF OF THE TRUSTEES. Mr. Compton stated this is the same tract of land that rezoning was approved at the Council meeting. This request will complete the O.E.D.A. financing package needed to relocate The Max Buchanan Company to Owasso from Springfield, Mo. This tract will be conveyed to the Owasso Economic Development Authority. Mr. Cates stated the deed will reflect the consideration of 11$10.00 and other valuable consideration" rather than "without compensation" as the staff recommendation states on the posted agenda. After discussion by Council, a motion was made by J. Phillips, seconded by P. Marlar, to convey 2.33 acres to O.E.D.A. for the compensation of $10.00 and other valuable considerations plus the requirement that a revision clause be added in the deed stating that if construction has not stated within twenty-four months from the date of conveyance the property will revert back to the Public Works Authority. AYE: Phillips, Marlar, Smalley, Gittelman, Randolph NAY: None MOTION: Carried 5-0 ITEM 9: REPORT FROM O.P.W.A. MANAGER. None ITEM 10: REPORT FROM O.P.W.A. ATTORNEY. With there being no further business to be brought before the Trustees, a motion was made by J. Phillips, seconded by P. Marlar, to adjourn.
