HomeMy WebLinkAbout1992.09.01_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY SEPTEMBER 1, 1992 On Tuesday, September 1, 1992 the Owasso Public Works Authority met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, August 28, 1992. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Chairman Marlar presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Chairman Marlar. ITEM 3: ROLL CALL. PRESENT: Patricia Marlar, Chairman Jason Gittelman, Vice Chairman John Phillips, Trustee Bob Randolph, Trustee James Smalley, Trustee Rodney J. Ray, City Manager Ronald D. Cates, O.P.W.A. Attorney Jane Buchanan, Secretary ABSENT: None A quorum was declared present. ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM THE REGULAR MEETING ON AUGUST 18, 1992. A motion was made by J. Phillips, seconded by J. Smalley, to approve the minutes as written, by reference hereto. AYE: Phillips, Smalley, Gittelman, Randolph, Marlar NAY: None MOTION: Carried 5-0 1 OWASSO PUBLIC WORKS AUTHORITY SEPTEMBER 1, 1992 ITEM 5: REQUEST APPROVAL OF THE CLAIMS A motion was made by J. Smalley, seconded by J. Phillips, to approve the claims as follows: (1) $181,529.57 and (2) Payroll $18,922.54. AYE: Smalley, Phillips, Gittelman, Randolph, Marlar NAY: None MOTION: Carried 5-0 ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A CONTRACT FOR THE INTERIOR REPAIR AND PAINTING OF A WATER TOWER LOCATED SOUTH OF 96TH STREET NORTH BETWEEN GARNETT ROAD AND 129TH EAST AVENUE. Mr. Augustine presented this item to the Trustees stating bids were opened on August 20, 1992. Bids were received as follows: 1) Sefco, Inc. Tulsa, Okla. $23,419.00; 2) Cunningham Sandblasting & Painting Co. Inc,. Carl Junction, Mo. $36,984.00; 3) G & J Painting, Inc. Clinton, Okla. $38,166.00; 4) American Tank Company, Nevada, Mo. $37,450.00; 5) Pittsburg Tank & Tower Co.,Inc. Henderson, Kentucky $58,100.00; 6) Kern Painting, Linsday, Okla. $38,250.00; and 7) R. D. Construction, Inc. Comanche, Okla. $34,613.00. Kern Painting and R. D. Construction, Inc. were rejected with incomplete bid submittals. He stated the remaining bidders all meet specifications. He recommended awarding the contract to the low bidder, Sefco, Inc. in the amount of $23,419.00. A motion was made by B. Randolph, seconded by J. Gittelman, to award the contract to repair and paint the exterior of the water tower to Sefco, Inc. in the amount of $23,419.00. AYE: Randolph, Gittelman, Smalley, Phillips, Marlar NAY: None MOTION: Carried 5-0 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A CONTRACT TO SUPPLY THE AUTHORITY WITH RESIDENTIAL REFUSE CONTAINERS. Mr. Augustine stated bids were opened on August 26, 1992 with the following bids received: 1) TTT, Norman, Okla $50.95 each; 2) Water Products of Okla. Owasso, Okla. $55.61 each; and 3) Williams Refuse Equipment Co., Owasso, Okla. $59.00 each. TTT and Water Products bid a Zarn Roll -a -Waste Model 3100 cart and Williams Refuse Co. bid an Ameri-Kart Corp. poly -kart 2000. He stated the review and 2 OWASSO PUBLIC WORKS AUTHORITY SEPTEMBER 1, 1992 comparison of bids was difficult. All the pros and cons of each type, what type of cart presently used and the purchase price were all considered. The staff feels the poly -kart 2000 is a superior cart and recommends to keep the same type of cart for standard- ization and lower maintenance cost. Mr. Augustine had each type cart available so features of each could be reviewed by the Trustees. After discussion and comments, a motion was made by J. Phillips, seconded by J. Gittelman, to award the contract to purchase refuse containers to Williams Refuse Equipment Co., Inc. in the amount of $59.00 each in bulk order. AYE: Phillips, Gittelman, Smalley, Randolph, Marlar NAY: None MOTION: Carried 5-0 ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE REPAIRJREPLACEMENT OF A REFUSE COLLECTION VEHICLE. Mr. Augustine presented this item stating as reported at the last meeting, the 1981 Loadal refuse truck has been out of service with a "blown" engine. The truck can be repaired for a total expenditure of $10,000. This will extend the working life of the truck approximately three years. Monies were budgeted to replace the engine in this vehicle. Mr. Augustine then gave a comparison between repairing the vehicle and purchasing a new vehicle. He stated he would like to repair this vehicle and then appropriate monies for a new refuse vehicle in next year's budget. After discussion, a motion was made by J. Gittelman, seconded by J. Phillips, to approve a total expenditure of $10,000.00 to repair the 1981 Loadal with $6,325.00 of the monies to United Engines for the purchase of a replacement engine. AYE: Gittelman, Phillips, Smalley, Randolph, Marlar NAY: None MOTION: Carried 5-0 ITEM 9: REPORT FROM O.P.W.A. MANAGER. None 3 OWASSO PUBLIC WORKS AUTHORITY SEPTEMBER 1, 1992 ITEM 10: REPORT FROM O.P.W.A. ATTORNEY. None ITEM 11: UNFINISHED BUSINESS. None ITEM 12: NEW BUSINESS. Councilman Randolph thanked a local citizen for mowing property on Main Street that had become overgrown even though he was not the owner. ITEM 13: ADJOURN. With there being no further business to be brought before the Trustees, a motion was made by B. Randolph, seconded by J. Gittelman, to adjourn.
