HomeMy WebLinkAbout1994.04.05_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, April 5, 1994 The Owasso Public Works Authority met in regular session on Tuesday, April 5, 1994 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, April 1, 1994. ITEM 1: CALL TO ORDER Chairman Randolph called the meeting to order at 7:40 p.m. ITEM 2: FLAG SALUTE The flag salute was held during the City Council meeting preceding this meeting. ITEM 3: ROLL CALL PRESENT Bob Randolph, Chair John Phillips, Vice Chair Mary Lou Barnhouse, Trustee Rex Bowen, Trustee Charles Burris, Trustee STAFF Rodney J Ray, City Manager Ronald D Cates, Authority Attorney Marcia Boutwell, Recording Secretary A quorum was declared present. ABSENT ITEM 4: REQUEST APPROVAL OF THE MINUTES OF MARCH 15, 1994 REGULAR MEETING. Rex Bowen moved to approve the minutes as written, by reference hereto; seconded by John Phillips. AYE: Bowen, Phillips, Barnhouse, Burris, Randolph NAY: None Motion carried 5-0. Owasso Public Works Authority April 5, 1994 ITEM 5: REQUEST APPROVAL OF THE CLAIMS Rex Bowen moved, seconded by Mary Lou Barnhouse, to approve the following claims as submitted: (1) OPWA Fund $141,208.97; (2) OPWA Capital Improvement Fund $99,112.50; (3) Interfund Transfers $31,884.16; (4) Payroll $20,979.98. AYE: Bowen, Barnhouse, Burris, Phillips, Randolph NAY: None Motion carried 5-0. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR PURCHASE OF ULTRAVIOLET DISINFECTION REPLACEMENT LAMPS FOR USE AT THE WASTEWATER TREATMENT FACILITY. Ultraviolet lamps are used at the Wastewater Treatment Facility to control harmful bacteria. These lamps have a rated life expectancy of approximately 7500 hours and must be replaced on a yearly basis. Mr Carr said that replacement of the lamps are part of the annual maintenance program. Bid packets for this item were mailed to five vendors, with two bids being received. The lowest bidder for the bulk purchase of 168 replacement lamps was Infilco Degremont Inc, Richmond, VA. Chairman Randolph moved, seconded by Charles Burris, to award a contract to Infilco Degremont Inc in the amount of $3066.00 for the bulk purchase of 168 replacement Ultraviolet Disinfection Lamps at the Wastewater Treatment Facility. AYE: Randolph, Burris, Bowen, Barnhouse, Phillips NAY: None Motion carried 5-0. ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR PURCHASE OF ONE NEPTUNE COMPOUND WATER METER. This item, presented by Mr Carr, is a request to replace an old "multi -dial" water meter that had stopped functioning. "Multi -dial" meters were the first meters set in Owasso and are being replaced by more modern meters as the older ones wear out. Price quotes were obtained from three suppliers, with the lowest quote being $1325. Councilor Bowen commented that it might be more economical to determine how many of the old style meters remain and bid out more than one at a time. Charles Burris moved, seconded by John Phillips, to authorize the expenditure of $1325.00 for the purchase of one 3" Neptune Compound meter to replace the existing water meter serving Barnes Elementary School. ITEM 9: REPORT FROM OPWA ATTORNEY No report. ITEM 10: UNFINISHED BUSINESS None ITEM 11: NEW BUSINESS None ITEM 12: ADJOURNMENT Chairman Randolph moved, seconded by Charles Burris to adjourn. AYE: Phillips, Barnhouse, Burris, Bowen, Randolph NAY: None Motion carried 5-0. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE ACCEPTANCE OF A UTILITY EASEMENT GRANTED TO THE OWASSO PUBLIC WORKS AUTHORITY. D M Sokolosky and Mr and Mrs Leroy Bolinger have granted separate utility easements to the OPWA to provide sewer service to the new fire station. No compensation was requested. Chairman Randolph moved, seconded by Charles Burris, to accept the utility easements and authorize the Chair to execute the easement documents. AYE: Randolph, Burris, Bowen, Barnhouse, Phillips NAY: None Motion carried 5-0. ITEM 7: REPORT FROM OPWA MANAGER No report. ITEM 8: REPORT FROM OPWA ATTORNEY No report. ITEM 9: UNFINISHED BUSINESS None ITEM 10: NEW BUSINESS Chairman Randolph thanked the city staff and employees for making his three years on the Council a pleasant experience, and also mentioned some of the projects he had been involved with.
