MINUTES OF REGULAR MEETING
Tuesday, June 7, 1994
The Owasso Public Works Authority met in regular session on Tuesday, June 7, 1994 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, June 3, 1994.
ITEM 1: CALL TO ORDER.
Chairman Duke called the meeting to order at 7:00 p.m.
ITEM 2: INVOCATION
Robert Carr gave the invocation.
ITEM 3: FLAG SALUTE.
The flag salute was led by Chairman Duke.

ITEM 5: REQUEST APPROVAL OF THE MINUTES OF MAY 17 1994 REGULAR
MEETING.
Mary Lou Barnhouse moved to approve the minutes as written, by reference hereto; seconded
by Mayor Duke.

ITEM 6: REQUEST APPROVAL OF CLAIMS.
Danny Ewing moved, seconded by Mary Lou Barnhouse, to approve the following claims as
submitted: (1) OPWA Fund $84,592.97; (2) OPWA Capital Improvements $2,613.60;
(3) Interfund Transfers $31,884.24; (4) Payroll #1 $21,847.04; (5) Payroll #2 $22,326.91.

ITEM 7: REPORT FROM CITY STAFF RELATING TO DISCUSSIONS WITH THE
CITY'S INSURANCE COMPANY REGARDING CLAIMS FILED AGAINST
THE CITY/OPWA FOR PAYMENT OF DAMAGES RESULTING FROM A
WASTEWATER BACKUP IN THE HALE ACRES SUBDIVISION; AND
APPROPRIATE COUNCIL ACTION IN RESPONSE TO THAT REPORT:
AND REPORT FROM STAFF RELATING TO SPORTS PARK PROJECT
PROMISED TO BE COMPLETED PRIOR TO JUNE 7.
City Attorney Ron Cates reported that he had visited with Mary Ellis of Sedgwick James
Company, the claims investigator for Oklahoma Municipal Assurance Group. Ms Ellis
conducted an investigation of claims received on the sewer line (106th St) and their history did
not reveal receiving notification of claims arising from deficiency in the line. Mr Cates told Ms
Ellis that the City's historical evidence showed that there had been notification to the City, and
provided her with names and addresses of individuals who had notified the City of problems on
that sewer line. At this time, the insurance company has not resolved the issue.
Mr Ray recommended that the Council direct the staff to prepare the claims from Mr Carmean
and Mr Cook for payment at the June 21st Council meeting; and that the City pay the claims
as presented by the two citizens. He further recommended that the staff be directed to take
whatever actions are necessary against the insurance company to recover any payments made
to the citizens by the City.
Mr Ray also reported on the Sports Park project. He said he had visited with Mr Carmean and
Mr Carmean stated that he was satisfied with the work that had been done on the berm, the
drainage, and the gap that was in the berm.
Mr Ewing moved to approve the staff recommendation relating to the claims filed against the
City as a result of a sewer line backup. Motion seconded by Mary Lou Barnhouse.

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR THE AUTHORIZATION TO SOLICIT BIDS FOR
REPLACEMENT OF WATER LINES IN THE OLD SECTION OF OWASSO
Mr Carr said that approximately 15,500 linear feet of cast iron water lines are located in the
older sections of town. These lines have deteriorated to the point that the flow of water has
been restricted. The Oklahoma Water Resources Board provided the City of Owasso with a low
interest loan to improve the water distribution system, wastewater collection system and
wastewater treatment plan. Nova Engineering has completed the design phase of the
improvements to the water distribution and wastewater collection systems. If approved,
construction should begin in August, with a February 1995 completion date. Danny Ewing
moved, seconded by Chairman Duke, to authorize advertisement for bids for the water line
replacement project.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR THE PURCHASE OF MATERIALS TO CONSTRUCT A
WATER LINE TO THE SERVICE AREA ACQUIRED FROM ROGERS
COUNTY RURAL WATER DISTRICT #3.
Mr Carr requested that the Trustees approve the purchase of materials needed to construct a 4"
water line to connect Glenn-Murr Acres II and City Vue Estates to the city water system. The
customers in these areas were in the Rogers County Rural Water District #3 prior to a buyout
by the OPWA in March 1993. Written quotes for materials were requested from four suppliers.
Chairman Duke moved to authorize the purchase of materials from Ferguson Enterprises Inc in
the amount of $1873.24 to construct the requested 4" water line. Motion seconded by Mary Lou
Barnhouse.
