Call to Order Dr. Dirk Thomas, Chair, called the meeting to order at 10:02 am. PRESENT ABSENT Dirk Thomas, Chair David Charney, Trustee Gary Akin, Secretary Lyndell Dunn, Trustee Skip Mefford, Trustee Dee Sokolosky, Vice Chair Bryan Spriggs, Trustee 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. Presentation of the Owasso High School Career Exploration Program Ms. Levo Feary presented the Owasso High School Career Exploration Program and discussion was held. 5. Consideration and appropriate action relating to the proposed FY 2019 -20 Hotel Tax Fund 3% Budget Ms. Levo Feary presented the item, recommending adoption of the FY 2019 -20 Hotel Tax Fund 3% budget and discussion was held. Dr. Spriggs moved to accept the budget as recommended, seconded by Mr. Mefford. YEA: Akin, Dunn, Mefford, Spriggs and Thomas NAY: Sokolosky Abstain: None Motion carried: 5 -1 OEDA March 14, 2019 6. Consideration and appropriate action relating to the proposed Resolution No. 2019 -01 approving the OEDA FY 2019 -20 Annual Operating Budget Ms. Levo Feary presented Resolution No. 2019 -01 approving the OEDA FY 2019 -01 Annual Operating Budget. Discussion was held. Mr. Sokolosky moved to approve Resolution as recommended, seconded by Mr. Dunn. YEA: Dunn, Mefford, Sokolosky, Thomas NAY: Spriggs Abstain: None Motion carried: 5 -1 7. Quarterly Report from OEDA Director Mr. Akin left the meeting at 10:40 am. Ms. Levo Feary presented the Economic Development Strategic Plan quarterly report. Brian Dempster presented a building report; Roger Stevens presented a project status report; and Linda Jones presented the monthly sales tax report. Discussion was held. 8. Report from OEDA Manager Mr. Mefford left the meeting at 11:10 am. Mr. Lehr reported on staff's efforts to pre -treat arterial roadways prior to a winter storm. 9. Report from OEDA Trustees Mr. Sokolosky complimented the customer service of city staff. Dr. Thomas spoke about the Baptist Village Memory Care facility. 10. New Business (New Business is any item of business which could not have been foreseen at the time of posting the agenda.) None 11. New Home $390,000 11405 N 162 EAve Fbgers 9mmons Homes New Home $139,500 6642 N Granite Ln Fbgers Excutive Homes New Home $210,000 4 Single Family $1,142,500.00 0 Multi Family 4 Total $1,142,500.00 City of Owasso Public Work Department STATUS REPORT April 2, 2019 • E 76 St N Widenina (from U.S. Hwv169 to N 129 E Avenue - Engineering design is approximately 95% complete. - Right of way acquisition is complete. - Private utility relocation continues with completion expected by August 2019; followed by roadway construction. • Garnett Road Widening (from E 96 St N to E 106 St N) - Engineering design is complete. - Right of way acquisition and utility relocation is complete. - Utility Relocation is complete. - Bid opening for the roadway improvements is scheduled to occur on April 18th, 2019 with bid award on May 6th, 2019. - Per ODOT, roadway construction is scheduled to commence on August 6th 2019 or sooner. • Garnett Road Widening (E 106 St N to E 116 St N) - Engineering design is 95% complete. - Right of way and easement acquisition continues with completion expected by July 2019; followed by utility relocation. • E 106 St N and N 145 E Avenue Intersection Improvements - Engineering design is 95% complete. - Private utility relocation continues with completion anticipated by August 2019; followed by roadway construction. • E 116 St N & N 129 E Ave Intersection Improvements - Engineering design is 95% complete. - Per Tulsa County, the right of way and easement acquisition is complete. - Private utility relocation continues with completion expected by August 2019; followed by roadway construction. • Central Park / Lakeridae Stormwater Improvements - AEP completed relocation of underground powerlines. - In August 2018, ONG completed their utility relocation. - Staff continues to work with property owners to address concerns with tree removal /replacement and property access. Once resolved, staff will proceed with bid advertisement and construction. • Rayola Park /Tributary 5A Stormwater Improvements - Engineering commenced in March 2019 with completion by July 2019; followed by construction. • South Sports Park Regional Detention Facility - City Council approved construction /mitigation permit November 2018. - Bid advertisement is scheduled to occur in May 2019 with construction commencing in July 2019. • Mingo and E 116 St N Intersection /E 116 St N from Mingo to Garnett Road Improvements - Engineering design is 95% complete. - Right of Way and easement acquisition continues with completion expected by December 2019; followed by utility relocation. • E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave Improvements - E 116 St N roadway design is 60% complete. E 116 St N and Garnett Intersection design is 90% complete. E 116 St N and Garnett Intersection right of way and easement continues with completion expected by August 2019; followed by utility relocation. E 116 St N roadway land acquisition is expected to be complete in December 2019; followed by utility relocation. • E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements - Engineering design is 95% complete. - Right of Way and Easement acquisition commenced in May 2018 with completion in August 2018. Private utility relocation continues with completion anticipated by May 2019; followed by roadway construction in the summer of 2019. • E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements Final decision on the engineering study for the Diverging Diamond interchange proposal is expected in the first quarter of 2019. On March 1, 2019, preliminary plans were received and are currently being reviewed by staff. Staff continues to meet with the business owners along E 96 St N from N 119 E Ave to N 129 E Ave to present proposed improvements and receive customer feedback. • N 137th E Ave Service Road Improvements - Bid advertisement occurred in October 2018 with bid opening in mid - November 2018. - City Council approved the construction contract in December 2018. - A pre- construction meeting occurred on January 3, 2019 with construction commencing in early February 2019. - The water line installation is complete. Stormwater infrastructure is anticipated to be complete within the next two weeks. Lastly, the subgrade work for the roadway is in progress. • Wastewater Treatment Plant Expansion - Engineering design is approximately 60% complete with completion scheduled for July 2019. • Coffee Creek Lift Station & Force Main Improvements - Engineering design is scheduled to be complete September 2019; followed by construction. • E 106 St N and N 129 E Ave Intersection Improvements - Engineering design has recently commenced with completion expected in December 2019; followed by land acquisition. • 2019 South Main Street Sanitary Sewer Improvements - On March 21st, 2019, City staff received seven bids. City staff determined Sapulpa Digging, Inc. to be the lowest qualified bidder. - Contingent upon OPWA approval, construction is anticipated to commence in May 2019.
