OW ASSO CITY COUNCIL
MINUTES OF SPECIAL MEETING
Tuesday, August 8, 2000
The Owasso City Council met in special session on Tuesday, August 8, 2000 in the Lower Level
Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on
the City Hall bulletin board at 4:00 p.m. on Friday, August 4, 2000.
ITEM 1: CALL TO ORDER
Mayor Williams called the meeting to order at 5 :30 p.m.

A quorum was declared present.
ITEM 2: DISCUSSION RELATING TO WATER MASTER PLAN.
Representatives of Montgomery Watson to provide information relating to the current status of
the water master plan update. They reported the following accomplishments to date:
@ Computer analyses indicated the existence of several closed valves. When these closed valves
were opened, the water pressure increased by 30 psi.
@ Identified the are north of 86th Street as having low-pressure problems.
@ Determined that water rarely flows out of Ator Tank and stagnation likely occurs.
@ Determined that the key reason for the pressure problems experienced by Owasso during last
August was a drop in pressure in Tulsa's water supply main.
@ Held a meeting with Tulsa engineering and operations staff to better understand their abilities
and limitations in sustaining water pressures during summer period.
@ Having found the limitations of the system, Montgomery Watson is now identifying
opportunities for improvement and evaluating these improvements to select the optimum
approach.
The final phase of the project will be to determine water demands 20 years into the future using
the current (1998-99) 2010 Plan and the 2010 Land Use Master Plan, and to develop a phased
capital improvement plan for the City of Owasso's water distribution system. The staff will
again update the Council on water issues at the October work session.
ITEM 4: DISCUSSION RELATING TO WATER RATE INCREASE.
Mr Mitchell told the Council that the City of Tulsa is increasing the rate it charges the City of
Owasso for water by 14~ per 1000 gallons, effective September 1,2000. There was discussion
concerning the adjustment of water rates to city customers to reflect that change. There was also

discussion relating to an adjustment in the mmImum charge, as well as the overall water
consumption rate. It was the consensus of the Council to pass on the rate increase from the City
of Tulsa and to further study any other increases. The staff will place an ordinance on the
September 5th City Council agenda to increase the rate for water by 14~ per 1000 gallons. The
ordinance will contain an emergency clause, making it effective on October 1, 2000.
ITEM 5: DISCUSSION RELATING TO POLITICAL SIGNS.
Mayor Williams discussed the current sign ordinance as it relates to political signs. The
ordinance allows political signs to be placed on private property with consent of the owner up to
six weeks prior to an election and to remain in place up to two weeks following an election.
Although the ordinance prohibits political signs in right-of-way, the city has taken a relaxed
stance on this issue as long as the signs do not obstruct or interfere with traffic and as long as
they are removed immediately following the election. It was the consensus of the Council that
the ordinance not be changed, but that the relaxed stance for political signs continue.
ITEM 5: REPORT FROM CITY MANAGER.
Mr Mitchell reported that a pre-construction meeting was held with McGuire Brothers
Construction relating to the 96th St Roadway Improvements project. A notice to proceed has
been issued, and the contractor anticipates beginning the work on August 14th. He also
announced that the Tulsa County Commissioners will hold their regular meeting at 9:00 a.m. on
August 21 S\ and it is anticipated that they will discuss the portion of the existing county sales tax
due to expire on September 30, 2001.
ITEM 6: ADJOURNMENT
Ms Barnhouse moved, seconded by Ms Voss, to adjourn.
