HomeMy WebLinkAbout2000.07.11_Worksession MinutesOWASSO CITY COUNCIL MINUTES OF SPECIAL MEETING Tuesday, July 11, 2000 The Owasso City Council met in special session on Tuesday, July 11, 2000 in the Lower Level Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, July 7, 2000. ITEM 1: CALL TO ORDER Mayor Williams called the meeting to order at 5:30 p.m. PRESENT ABSENT Will Williams, Mayor Mark Lou Barnhouse, Vice Mayor Melinda Voss, Councilor (in at 5:45 p.m.) Randy Brogdon, Councilor STAFF Larry Mitchell, City Manager Marcia Boutwell, City Clerk A quorum was declared present. Other staff present: Tim Rooney, Sherry Bishop, Bob Allen, Robert Carr. Citizens present: Alan Blakesley, David Vines, Buford Williams, D M Sokolosky. ITEM 2: DISCUSSION RELATING TO WATER CUSTOMER TRANSFER. Mr Mitchell presented an overview on a request from Buford Williams, D M Sokolosky, and David Vines for approval for a customer trade with Rural Water District No 3 Washington County. Mr Williams owns land in the rural water district that he would like to have served by Owasso City water and Mr Sokolosky and Mr Vines own land served by the City that they would like to have served by the rural water district. Both pieces of land contain approximately 30 acres. Washington County Rural Water has given their approval for the exchange. Staff and Council expressed concern relating to the size of the water line that would be serving the Sokolosky /Vines property. Staff requested a certification from the water district engineer that the lines are adequate to serve the proposed development. This item will appear on the July 18"' OPWA agenda if the details are worked out. ITEM 4: DISCUSSION RELATING TO EARLY DEMOLITION OF ODD FELLOWS BUILDING. Mr Mitchell said that bids were received for the demolition of the Odd Fellows building and the current police station, to be done when construction is completed on the new city hall /police station. Plans were to use the Odd Fellows building for a construction shack. There is some concern that placement of the building may cause some difficulty during construction, and that there may be some utility lines running beneath the building. Staff and the construction manager are suggesting that the building be demolished now and a construction trailer be rented. The cost Owasso City Council July 11, 2000 for the demolition is $3300 if it is done at the same time as the police station. A $1000 up- charge will be added if it is done now. The cost of renting a trailer will be $500 -$600 per month. Consensus of the Council was to proceed with the demolition. ITEM 5: UPDATE RELATING TO NEW RADIO SYSTEM. Chief Allen discussed the new 800 MHz radio system. The system has been installed and all services completed. A new 250 ft tower will be constructed, and that should eliminate any areas where there is a problem with communication. The 450 MHz system that was removed from the police and fire departments will be utilized by the public works department. ITEM 6: DISCUSSION RELATING TO UTILITY BILLING PROPOSALS. Ms Bishop discussed a proposal to outsource utility billing. Three proposals have been received and, although much higher than the current in -house system, they will be able to utilize a folded bill that will be returned in an envelope provided, and there will be the capability for up to three "staffers" to be included in utility bill mailings at no additional cost. ITEM 7: REPORT FROM CITY MANAGER. Mr Mitchell announced that a meeting will be held with ODOT at 9:00 a.m. on Wednesday, July 12, 2000 to discuss the proposed closing of the interchange at 66th St N. On July 20th the INCOG General Assembly will be held in Sapulpa, with Neil McCaleb of the Oklahoma Department of Transportation as guest speaker. Also on July 20th Commissioner Wilbert Collins will be holding a meeting of Tulsa County Mayors at the downtown library in Tulsa regarding the capital improvement program. A Council orientation has tentatively been scheduled for Tuesday, September 26th and /or Tuesday, October 10th. The City Manager's Report will be distributed monthly beginning in August. If this format does not work, the publication will return to twice monthly. Mayor Williams called a special meeting at 5:00 p.m. on Tuesday, July 18th to interview the candidates for the vacant council position. One candidate will be interviewed at 5:00 and one at 5:30. ITEM 8: DEMONSTRATION OF EMERGENCY PREPAREDNESS SOFTWARE. Mr Rooney gave a brief demonstration of the weather - related software now installed and being used by the City. ITEM 3: DISCUSSION RELATING TO LANDCO LETTER OF INTENT. Mr Mitchell gave an overview of the proposal from Alan Blakesley of Landco Construction Company relating to Landco's desire to purchase the area of the sewer lagoon ponds south of the wastewater treatment plant. Lanco proposes to purchase and reclaim the land and construct a building on the land for their business. Councilor Brogdon questioned whether the sale of property should go through OEDA. Following a lengthy discussion on that question, and other questions raised by the Council, Mayor Williams recessed the meeting at 8:10 p.m., to be reconvened immediately at the site of the proposed land sale.
