OW ASSO CITY COUNCIL
MINUTES OF SPECIAL MEETING
Tuesday, April 25, 2000
The Owasso City Council met in special session on Tuesday, April 25, 2000 in the Lower Level
Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on
the City Hall bulletin board at 4:30 p.m. on Thursday, April 20, 2000.
ITEM 1: CALL TO ORDER
Mayor Wilken called the meeting to order at 5:35 p.m.

A quorum was declared present.
ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO
ACCEPTANCE OF IMPROVEMENTS TO THE WATER AND SANITARY
SEWER SYSTEMS CONSTRUCTED TO SERVE COUNTRY ESTATES IV.
Mr Lutz said that the subject development is located north of 116th St N, immediately north of
the Westport addition. Constmction permits were issues in July 1999 for water and sanitary
sewer lines. The area is within the DEQ Consent Order area, which prohibits connection to the
existing sewer line at Westport until the 106th St lift station has been eliminated. That has been
accomplished and the lift station has been replaced with a gravity interceptor by the Northside
Wastewater Improvements project. The interceptor is scheduled to be completed by the end of
May, and the developers of Country Estates IV have estimated that no homes will be ready for
connection to the line until sometime in June. Final inspections were conducted on the water and
sanitary sewer lines in January and February and a punch list issued. All punch list items have
now been completed and a one year maintenance bond has been received for both utilities. Ms
Bamhouse moved, seconded by Ms Voss, to accept the water and sanitary sewer lines
constructed to serve Country Estates IV.

ITEM 3: DISCUSSION RELATING TO PROPERTY OWNERS' CONCERNS WITH THE
POTENTIAL CLOSING OF 66TH STREET NORTH AT HIGHWAY 169
Fourteen property and business owners in the vicinity of US. Highway 169 and 66th St N were in
attendance to express their concerns over the proposed closing of the Highway 169/66th St N
intersection, and request City of Owasso support to keep the intersection open. Persons
addressing the Council were Buz Mizer, Robert Deeter, Charlie Helscel, Gary Burger, Rick
Deshane, Clarence Lambert, James Brown, and Steve Compton. Discussions culminated in the
belief that it will benefit not only the property owners in the area, but the City of Owasso as well,
for the intersection to remain open. However, everyone is agreement that the intersection is
dangerous and that some improvements need to be made.
Mayor Wilken out at 6:50 p.m.
The citizens requested that the Council show their support for keeping the intersection open
through a letter to ODOT or through a resolution. Councilors requested that staff place a item on
the May 2nd agenda for the regular city council meeting so that action may be taken on this
matter.

Mr Williams moved, seconded by Ms Voss, to adjourn.
