OW ASSO CITY COUNCIL
MINUTES OF SPECIAL MEETING
Wednesday, May 2,2001
The Owasso City Council met in special session on Wednesday, May 2,2001 in the Lower Level
Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on
the City Hall bulletin board at 3:00 p.m. on Monday, April 30, 2001, and the Addendum to
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, May 1,2001.
ITEM 1: CALL TO ORDER
Mayor Barnhouse called the meeting to order at 5:30 p.m.

Mary Lou Barnhouse, Mayor
Randy Brogdon, Vice Mayor
Will Williams, Councilor
Rebecca Armstrong, Councilor
ABSENT
Michael Helm, Councilor
STAFF
Larry Mitchell, City Manager
Ronald Cates, City Attorney
Marcia Boutwell, City Clerk
A quorum was declared present.
ITEM 3: DISCUSSION RELATING TO PENDING ACTION AGAINST THE PUBLIC
BODY.
Mr Cates discussed with the City Council a written statement submitted to the City Clerk by Burl
Cox requesting a recall of the governing body. He explained the recall process and the steps that
are mandated by the City Charter. Of the 20 names on the request for recall, seven are illegible
and cannot be certified, and the City Clerk will be sending a certified letter to Mr Cox informing
him that it will be necessary for him to submit a request for recall containing legible signatures
of 20 qualified electors of the City of Owasso if he wishes to continue the process. The letter
will also state that the request for recall contains the name of forn1er City Councilor Melinda
V oss and, since she is no longer a City Councilor, she is not subject to the recall provisions under
the Charter of the City of Ow as so.
ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING
PERSONNEL MATTERS RELATING TO THE OFFICE OF THE CITY
MANAGER, SUCH EXECUTIVE SESSION PROVIDED FOR IN O.S. 25,
SECTION 307(B)(1).
Ms Armstrong moved, seconded by Mr Williams, to move into executive session for the purpose
stated.

AYE: Armstrong, Williams, Brogdon, Barnhouse
NAY: None
Motion carried 4-0, and the City Council entered into executive session, with the City Attorney
present, at 6:35 p.m. Out of executive session at 7:30 p.m. Mayor Barnhouse stated that no
items, other than what was listed on the agenda, were discussed.
ITEM 4: ADJOURNMENT
Ms Armstrong moved, seconded by Mr Williams, to adjourn.
AYE: Armstrong, Williams, Brogdon, Barnhouse
NAY: None
Motion carried 4-0, and the meeting was adjourned at 7:32 p.m.
