Adjournment OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, July 13, 2017 The Owasso Economic Development Authority met in regular session on Thursday, July 13, 2017 at City Hall in the Community Room, 200 S Main St, Owasso, Oklahoma per the Notice of Public Meeting filed in the office of the City Clerk on December 15, 2016 and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 S Main St at 5:00 pm on Tuesday, July 11, 2017. 1. Call to Order In absence of the Chair and Vice - Chair, Secretary Gary Akin called the meeting to order at 10:00 am. PRESENT Gary Akin, Secretary Skip Mefford, Trustee Jeri Moberly, Trustee Dee Sokolosky, Trustee A quorum was declared present. ABSENT David Charney, Chair Bryan Spriggs, Vice -Chair Dirk Thomas, Trustee 2. Election of Chair Mr. Mefford moved, seconded by Ms. Moberly, to nominate Bryan Spriggs as Chair. AYE: Akin, Mefford, Moberly, Sokolosky NAY: None ABSTAIN: None Motion carried 4 -0. 3. Election of Vice Chair Ms. Moberly moved, seconded by Mr. Mefford, to nominate Dirk Thomas as Vice Chair. After discussion, Ms. Moberly moved, seconded by Mr. Mefford, to amend Item 4 of the May 18, 2017 minutes to read: Mr. Sokolosky moved to recommend approval of the proposed Hotel Tax Fund budget as presented and further recommends City Council cap the allocation to the Strong Neighborhood Program at the FY 17 level, plus annual inflation increase. AYE: Akin, Mefford, Moberly, Sokolosky NAY: None ABSTAIN: None Motion carried 4 -0. OEDA July 13, 2017 Page 2 Ms. Moberly then moved to approve the Consent Agenda, seconded by Mr. Sokolosky. Discussion relating to the Hotel Tax Fund Mr. Lehr postponed the discussion until the August 10, 2017 OEDA meeting. 8. Report from OEDA Director Chelsea Feary referred Trustees to the business development report provided in the agenda packet; Bronce Stephenson presented the monthly building permit report; Roger Stevens presented a project status update; and Linda Jones presented the monthly sales tax report. Ma i w St. Oinrayso-, 0 K 74055 City of Owasso Public Work Department STATUS REPORT August 7, 2017 E 76 St N Widening (from U.S. Hwy169 to N 129 E Avenue) - In 2010, federal funding was awarded for the engineering, right -of -way and utility relocation phase. In 2011, federal funding was awarded for the construction phase. Through the Surface Transportation Program, the city will be required to match the costs by 20% for each phase. In February 2016, ODOT and Federal Highway Administration approved the environmental document. Engineering design is approximately 90% complete. Right of Way and easement acquisition began in July 2016 with completion anticipated in September 2017. E 76 St N and Main Street Intersection Improvement Project - In June 2015, City Council approved an engineering agreement with McClelland Engineering. Engineering design is approximately 90% complete. - In July 2016, City Council approved this project as eligible to receive CIP funds. - Land acquisition is complete. - Private utility relocation commenced September 2016 with completion by April 2017. - Bid opening occurred on March 7, 2017 with bid award on March 21, 2017. - Construction commenced in May 2017 with completion in October 2017. - Water testing is now in progress of one section of the newly installed water distribution line. Contractors continue with installation of storm sewer and will be begin removal of the existing asphalt (South lanes of 76th and south main) and placement of new concrete sections once utilities are in place. Citizens should also expect additional lane closures to begin soon as construction branches out to work on North Main and across E 76th N from North Main to South Main. - Gradeline construction has placed curb and gutter as well as the concrete road section along the southern half of the west phase of 76th (Along North side of City Hall). Contractors are now beginning work along South Main in preparation of installation of stormwater structures and piping as well as water line and road work. Garnett Road Widening (from E 96 St N to E 106 St N) In November 2012, Council approved an engineering agreement with Dewberry. - In November 2013, federal funds were awarded through the Surface Transportation Program. A 20% fund match is required. - ODOT approved the environmental document in June 2015. The Federal Highway Administration (FHWA) approved the document in July 2015. Right of way and easement obtainment commenced in October 2015 with completion in August 2017. Utility companies have been given a start date to commence with utility relocation on August 2, 2017. Garnett Road Widening (E 106 St N to E 116 St N) - In March 2016, City Council approved an engineering agreement with McClelland Consulting Engineers. - Engineering design is approximately 85% complete. - Appraisals have been prepared for south, central and northern sections. Our contract right -of -way agent is currently meeting with property owners. - 90% plans have been submitted, reviewed and return to the engineers for comments. E 106 St N and N 145 E Avenue Intersection Improvements In January 2016, Council approved an engineering agreement with Poe and Associates. In February 2016, engineering design commenced with completion scheduled in September 2017. Right -of -way agent is currently meeting with property owners. 90% plans have been submitted, reviewed and returned to the engineers for comments. Utility relocation agreement between City of Owasso and Washington County RWD #3 is being prepared. E 116 St N & N 129 E Avenue Intersection Improvements November 2014, funding for the construction phase of this project was approved to receive federal funds in the amount of $2,186,000. This "matching grant" is 80% ODOT funding, 10% Tulsa County funding and 10% City funding. January 2016, the environmental study was approval by Federal Highway Administration. Appraisals are being prepared for the area. Our contract right -of -way agent has made initial contact with the property owners. As soon as the appraisals are completed and ODOT had approved the appraisals, we will begin negotiations. 907 plans have been submitted, reviewed and returned to the engineers for comments. Utility companies are preparing their relocation plans for the intersection. Utility relocation agreement between City of Owasso and Washington County RWD #3 is being prepared. FY 2017 Street Rehabilitation Program - In September 2016, City Council approved the proposed project list. - Bid advertisement commenced on July 5th with bid opening scheduled to occur on August 4th 2017. - Construction is anticipated to commence in October 2017. - Mandatory Pre bid conference was held on July 25 with 9 contractors in attendance. - Bid opening is scheduled for August 4th with bid award anticipated to occur on August 15th 2017. - If approved, construction is scheduled to commence by October 2017. Brookfield Crossing Stormwater Improvements In July 2016, City Council approved this project as eligible to receive CIP funds. Engineering design was complete in December 2016. On March 2, 2017, public meeting was held to inform citizens about the sequence of construction and address any questions. Construction commenced in March 2017 with completion in November 2017. Trench box and grates have now been installed on N 118th E Ave. This road is anticipated to open by August 5th. Contractors will relocate to E 119th St North to install a second trench box in preparation to begin work on the Brookfield Crossing detention pond. Central Park / Lakeridge Stormwater Improvements In July 2015, Council approved an engineering agreement Meshek and Associates. Engineering design and bid specifications are expected to be complete by November 2016. In July 2016, City Council approved this project as eligible to receive CIP funds. USACE has reviewed the plans and has decided to require a scope reduction so that environmental impacts are reduced. Staff is getting the plans revised and anticipates a construction permit by September 2017. Rayola Park / Elm Creek Tributary 5A Stormwater Improvements In July 2016, City Council approved this project as eligible to receive CIP funds. Projects have been surveyed. The tributary running adjacent to the Forest Creek Business Park is being reviewed by staff at this time to determine extent of work needed. • South Sports Park Regional Detention Facility - In July 2015, Council approved an engineering agreement Meshek and Associates. - In May 2016, Capital Improvement Committee approved and recommended to City Council to include this project to the CIP list. - In July 2016, City Council approved this project as eligible to receive CIP funds. - Engineering design is complete. Bid advertisement and construction is anticipated to begin once US Army Corp of Engineers have approved the construction /mitigation plans. - On April 14, 2017, City staff met with the Army Corp of Engineers (USACE) to discuss the possibility of wetland mitigation required by the agency. The USACE has claimed jurisdiction and wetland mitigation will be required offsite. - In June 2017, staff sent additional information to the USACE per their request. This information will be used to determine the final mitigation needed to permit the project, regarding wetlands, stream channel and pond removal. - Supplemental information provided to USACE. Staff preparing application for public notice for the construction permit. • Garrett Creek /Morrow Place - Lift Station. Force Main. Gravity Sewer Line Improvements - In March 2016, City Council approved Garrett Creek /Morrow Place Sewer Improvement Assessment Area. - In July 2016, City Council approved this project as eligible to receive CIP funds. - In October 2016, utility easement acquisition commenced with completion scheduled to occur in March 2017. - In October 2016, ODEQ approved the engineering plans and provided a permit to construct. - On March 21, 2017, OPWA approved the construction contract with Crossbo Construction and IRA Green Construction. - The lift station improvements commenced mid -May with completion expected by December 2017. - Contractors working on the Morrow Place lift station have reach the required depth of the wet well and are in the process of installing reinforcement bar with anticipation of pouring the 21 " thick concrete floor the week of August Stn. - The Gravity /force improvements are underway. At this time, the contractor is in the process of completing the bore under 116th for connection to the force main. Additionally, placement of the gravity sewer line is underway. • Minao and E 116 St N Intersection /E 116 St N from Minao to Garnett Road Improvements Staff has reviewed the 30% plan set. Comments have been provided to the consultant. Staff reviewing 60% plans and meeting this week to review with engineers. 90% plans anticipated in November 2017. • E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave Improvements - Staff recently received the 30% plan set. Comments have been provided to the consultant. Staff anticipates receiving 60% set of plans by October 2017. • E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements Staff recently received the 30% plan set. Comments have been provided to the consultant. Staff anticipates receiving 60% set of plans by September 2017. • E 96 ST North from aaaroximately N 119 E Ave to N 129 E Ave - Survey is complete. - Traffic data collections are complete. - Initial configurations to be reviewed by staff in late August 2017. - Study is scheduled to be complete by November 2017. • East and West Service Road Improvements Staff has reviewed the 60% plan set. Comments have been provided to the consultant. Consultant and staff have met with Rejoice Church to discuss options for access and parking space replacement. Staff and consultant have met with ODOT to discuss additional turn lane on 106th and the right -of -way needs for the intersection modifications on the east service road. ODOT will not participate in the ROW swap in order to construct the east service road. Staff is working with land owner to secure needed right -of -way and easements directly. Staff anticipates receiving 90% set of plans by mid - September 2017.
