Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, April 14, 2016 The Owasso Economic Development Authority met in regular session on Thursday, April 14, 2016 in the Lower Level Conference Room at City Hall, 1 1 1 N Main, Owasso, Oklahoma per the Notice and agenda filed in the office of the City Clerk and posted on the City Hall bulletin board at 5:00 PM on Tuesday, April 12, 2016 ITEM 1: CALL TO ORDER & ROLL CALL Chair Dee Sokolosky called the meeting to order at 10:00 AM. Discussion was held. Following discussion, the Authority agreed to recommend to the City Council that the Hotel Tax allocated for the Strong Neighborhood Program be capped at this year's budget and that any receipts over and above the proposed FY 2016 -2017 budget ($163,333) be restricted for economic development purposes. Dr. Spriggs moved to approve the proposed FY 2016 -2017 Hotel Tax Fund Budget, seconded by Mr. Enzbrenner. AYE: Sokolosky, Enzbrenner, Akin, Charney, Moberly, Spriggs NAY: None ABSTAIN: None Motion carried 6 -0 PRESENTATION AND DISCUSSION RELATING TO THE PROPOSED OEDA FY 2016 -2017 ANNUAL OPERATING BUDGET Linda Jones presented the item. Discussion was held. ITEM 6: REPORT FROM OEDA DIRECTOR Chelsea Levo reviewed the Director's Report. Bronce Stephenson presented the Monthly Building Report for March; Roger Stevens presented the Public Works project status report; and Linda Jones provided the monthly sales tax report. Discussion was held. ITEM 7: REPORT FROM OEDA MANAGER Warren Lehr discussed the April 5, 2016 sales tax election and discussion was held. Bama held a ceremonial groundbreaking Thursday morning for a new product line hotcakes a sign of the success of McDonald's all -day breakfast menu. McDonald's executives have credited the all -day breakfast menu with reviving the company's lagging earnings and the new Bama facility has to be up and running within nine to 10 months to fit the fast -food giant's timeline. Bama's expansion will add 55 new jobs initially, with the potential for more in the future. While being built because of McDonald's, the company is confident that the expansion will help bring in more customers. The Bama expansion will have an estimated $33 million impact on the regional economy. MARKETING ACTIVITY • Scheduled Appointments, Dallas, TX, March 8 -10, 2016 o Staff attended a call -trip to Dallas with the Tulsa Regional Chamber and Muskogee. Over a two -day period, participants met with 11 consultants that actively work site location projects regionally and nationally. These consultants represented back - office, data centers, corporate headquarters, distribution and logistics, and manufacturing. Meetings were held with Mohr Partners, Ernst and Young, NAI, Site Selection Group, Newmark Grubb Knight Frank, and E -Smith Realty. • Meet the Consultant with Mike Bennett, SVP of Business & Economic Incentives, JLL, March 29, 2016 o The Tulsa Regional Chamber hosted Mike Bennett with JLL in Chicago for a multi - day visit to the state in coordination with the Oklahoma City Chamber. Mike and his partner focus primarily on office and professional service projects. During his visit Mr. Bennet spoke with regional partners about site selection trends and key elements for communities to consider as they submit and compete for projects. He also met with representatives of Tulsa area businesses, "boomerangers" and transplants to the Tulsa region, representatives from the region's workforce collaborative, and other regional community leaders. Feedback from the visit has been very positive. • OU -EDI, San Antonio, TX, May 1 -6, 2016 o Staff attended OU EDI for the second year of the program. The University of Oklahoma Economic Development Institute is the premier economic development program in the nation, with more than 50 years of experience providing professional economic developers with up -to -date knowledge and tools necessary to succeed in today's constantly changing environment. Innovative economic development organizations want solid, well - grounded professionals. The OU EDI experience is designed to immediately impact a participant's professional career by providing comprehensive courses that align with International Economic Development Council (IEDC) manuals, as well as the latest trends in economic development. More top economic development professionals have been trained by OU EDI than any other organization. Our Economic Development Certificate Program is an international educational experience that offers participants from around the world an outstanding level of flexibility in creating course schedules with its mixture of online and traditional courses. Ms. Levo will complete and graduate from the program in May 2017. She hopes to sit for the exam to become a Certified Economic Developer (CEcD) later that year. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory, Transportation Policy Committee, and INCOG Board of Directors - May 7, 2013 - Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and funding agreement was approved by City Council. - The engineering design is approximately 60% complete. - The environmental assessment (NEPA) portion of the project commenced per FHWA funding requirements. - NEPA was approved and cleared by ODOT /FHWA - July 21, 2015 - ODOT, Poe & Associates and City of Owasso met on location and conducted a plan -in -hand meeting. - March 15- 2016 - City of Owasso approved a ROW acquisition, utility relocation and overall construction agreement from ODOT for our review. - ROW is scheduled to commence in April 2016 with completion anticipated by October 2016. - Utility Relocation is scheduled to begin in January 2017 with completion expected by October 2017. - Construction is scheduled to occur in February 2018 with completion by November 2018. - City staff is currently working with a ROW agent. Once fee negotiations have been approved, land acquisition will commence. • Garnett Widening (from E. 96 hh Street North to E. 1061 —h Street North) In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. A Public Meeting for the Garnett Widening project was held June 27, 2013 with City staff and representatives from PSA Dewberry to receive citizen comments regarding the design. In October 2013, INCOG presented this project to its members for consideration to receive federal funding in FY 2017 for the construction phase. Project was approved by the Technical Advisory and Transportation Policy Committees. On November 12, 2013, the INCOG Board of Directors approved federal funds to be allocated to this specific project in the year 2017 or sooner, if funding is available. The City of Owasso will receive $3.2 million in federal funds. The engineering design is approximately 80% complete. ODOT staff has approved the environmental study. In July 2015, the NEPA document was approved by FHWA. ROW acquisition commenced in October 2015 with completion anticipated by June 2016. Utility Relocation is scheduled to begin in July 2016 with completion by April 2017. Construction is scheduled to occur in August 2017 with completion by June 2018. - Staff and ROW agent are currently working to obtain the final 3 parcels of land. Once completed, utility relocation will commence soon after. • E. 1 16th Street North and 129th East Ave Intersection Improvement Project Tulsa County and City of Owasso have partnered together to fund the engineering design, utility relocation and construction. In August 2014, application for funding for the construction phase of this project was submitted to INCOG. If funded, the "matching grant" will result in a grant of 80% ODOT funding, 10% Tulsa County funding and 10% City funding. - In October 2014, INCOG Transportation Technical Advisory Committee and the Transportation Policy Committee voted to recommend this project as eligible to receive STP funds. In addition, the INCOG Board of Directors met on Thursday,. November 13th and approved this project to receive federal funds in the amount of $2,186,000. As a result, federal funds for construction will be available in FY 2018, or sooner, if funding is available. Engineering design is approximately 60% complete. Environmental study commenced in March 2015. NEPA Document prepared by ODOT was completed in December 2015. As a result, environmental document was sent to FHWA in January in 2016 for approval. Land acquisition is anticipated to commence in May 2016. • U.S. 169 Highway Widening Project (from E. 56th Street North to E. 66th Street North - In March 2015, ODOT is tentatively scheduled to advertise this project for bids with bid opening in April. Construction start date will be provided at a later date by ODOT. - Project bids were let on March 19, 2015 - Bid award occurred in April, 2015 with construction commencing in July 2015. - ODOT administered a preconstruction meeting with Becco in mid -June 2015. Construction commenced on July 6 with completion scheduled to occur by February 2017. - Phase I bridge and roadway improvements were complete in December 2015. - Phase II work is on schedule for completion within the next 30 -45 days (Weather Permitting). • Brookfield Crossing Stormwater Improvements In October 2014, City Council approved an agreement for engineering services with Kellogg Engineering. At this time, the engineering consultant is designing another option which would reduce the amount of excavation within the Brookfield Crossing neighborhood. This new option in design is taking longer than anticipated but we are optimistic it will result in fewer residential yards and driveways disturbed during the construction phase. Consultant has surveyed drainage relief on the east and north sides of Brookfield Crossing. Land acquisition is ongoing. Engineering design is approximately 80% complete with final design expected to be complete in May 2016. • FY 2015 -2016 Street Rehabilitation Proaram In August 2015, City Council approved the project priority list. Funding in the amount of $1,765,975 is included, with $1 million funded from the Capital Improvements Fund and $765,975 from the 1/2 Penny Sales Tax Fund. Engineering Division is designing the following locations for rehab: - Atlanta Street reconstruction for E 76th St N to W 3rd St. - Alley reconstruction between Broadway and W 1 St St. - Broadway reconstruction west of Atlanta - W 1St St Reconstruction - Construction of cul -de -sac on the north end of Carlsbad - Rehabilitation of N 126th E Ave from E 76th St N to E 77th PI N - Rehabilitation of E 77th PI N from N 123rd E Ave to N 126th E Ave - Rehabilitation of N 124th E Ave, adjacent to Mills Elementary - Rehabilitation of E 80th Ct N - Preventative Maintenance - Honey Creek II - Preventative Maintenance - Bailey Ranch II /Sawgrass I Recently, City Council approved a $250,000 purchase order to begin crack sealing. Keystone services will be the contractor as specified in the state bid contract and is expected to start in late May or Early June. Bid advertisement for the street and curb /gutter replacement for the projects in Original Town, Elm Creek and Three Lakes will commence in late May with bid opening in June 2016. • Central Park Channel Improvements In July 2015, Council approved an engineering agreement Meshek and Associates in the amount of $66,760. Engineering design commenced in September 2015. Preliminary plans scheduled for submittal in March 2016. Design completion scheduled to occur in May 2016. • Sports Park Regional Detention Facility - In July 2015, Council approved an engineering agreement Meshek and Associates in the amount of $57,330. Engineering design commenced in September 2015. Engineering design completion is expected in May 2016. • E. 106th Street North and 145th East Ave Intersection Improvement Project In October 2015, Council approved this project to be included as a project on the Capital Improvement Project list. In January 2016, Council approved an engineering agreement with Poe and Associates in the amount of $168,800. Traffic study has been initiated by the consultant. In addition, survey work is underway. Traffic Study has made a recommended configuration for the intersection. Intersection shall be two (2) thru lanes in all four directions with associated left turn lanes. Also included will be a dedicated south to west right -turn and a east to south right -turn lane. • Garnett Widening (from E. 96th Street North to E. 106th Street North) In March 2016, Council approved an engineering agreement with McClelland Consulting Engineer's, Inc. in the amount of $360,000 Survey work is complete with the conceptual design on track for staff review by late May of 2016.
