Thursday, October 8, 2015
The Owasso Economic Development Authority met in regular session on Thursday, October 8, 2015 in the
Lower Level Conference Room at City Hall, 1 1 1 N Main, Owasso, Oklahoma per the Notice and agenda
filed in the office of the City Clerk and posted on the City Hall bulletin board at 5:00 PM on Tuesday,
October 6, 2015.
ITEM 1: CALL TO ORDER & ROLL CALL
Chair Dee Sokolosky called the meeting to order at 10:00 AM.

ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A QUIT CLAIM DEED TO PRECISION
LEASING COMPANY, LLC
Julie Lombardi presented the item and introduced Dean Solberg, Attorney for Precision
Leasing Company. Mr. Solberg addressed the Authority requesting Trustees execute a
corrective quit claim deed related to a 1999 general warranty deed from the OEDA to
Precision Components. Following discussion, Mr. Charney moved to authorize the Chairman to
execute the proposed quit claim deed as recommended, seconded by Ms. Moberly.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING RESOLUTION 2015 -02, OPPOSING TULSA
COUNTY BOARD OF ADJUSTMENT CASE CBOA -2550, SPECIAL EXCEPTION TO PERMIT MINING
AND QUARRYING IN THE AG DISTRICT NW OF THE INTERSECTION OF E 66LH ST N & N 145!H E AVE -
RELATED TO A 47 ACRE WESTWARD EXPANSION OF THE EXISTING QUARRY
Bronce Stephenson presented the item. Mr. Charney provided a brief history of the previous
expansion proceedings in Rogers County. Mr. Charney recused himself from Trustee discussion
and exited the meeting room. Discussion was held. Following discussion, Dr. Spriggs moved to
approve Resolution 2015 -02, seconded by Dr. Thomas

Chelsea Levo provided the business development report; Bronce Stephenson presented the
Monthly Building Report for September, Roger Stevens presented the Public Works project
status report; Linda Jones provided the monthly sales tax report. Discussion was held.
Mr. Enzbrenner leaves at 10:59am.
ITEM 5: REPORT FROM OEDA MANAGER
Mr. Charney leaves at 11:00am. Sherry Bishop advised that staff anticipates presenting
proposed amendments to the sewer use ordinance to the City Council during the October
worksession. The proposed changes are aimed to decrease fats, oils, and grease entering the
collection and treatment system.

o Awaiting crews that are building in Tulsa at present.
Buffalo Wild Wings - 9263 N. Owasso Expressway
o Opened for business
• Wal -Mart Neighborhood Market - 11551 N. 129th E. Avenue
o Opened October 14. However the gas station is not yet ready as minor
construction will be ongoing for a few weeks.
• Oxford Glen Memory Care Center - 1 1113 E. 103rd Street N.
o Construction progresses. Continued work on infrastructure improvements, looks
like mid - November opening.
• Amber Crossing - 11413 E. 96th Street N.
o Under construction. Finishing up minor infrastructure for Public Works. No
predicted opening date.
• Caudle Center Phase III /Fairway Marketplace - 9538 N. Garnett Road
• Construction completed.
• Firehouse Subs is one tenant announced. No opening date.
• GenScripts Pharmacy is new pharmacy announced for this location.
• LaQuinta Inn - Lot 2, Block 1 of the "Replat of the Sevens"
o Civil plans and earth change permits have been issued.
• Braum's - location on north side of 96th Street near the Garnett intersection
o Building Plans have been submitted for the new Braum's, including the Market
Fresh store portion and the site plan has been reviewed. Plans have been
approved. Preconstruction meeting has been conducted. Construction to begin
soon.
• Braum's - 11503 E 76th Street N
o Tear down and rebuild of existing store to begin after construction of new 96th &
Garnett store.
• Med Express - 11760 East 86th Street N
o Remodeling existing building to create space for an urgent care business. Open
for business
• Owasso Express Laundry - 9700 N Garnett Rd
o New building (8,710 sq ft) to house new Laundromat and 2 commercial tenants.
Under construction.
• Owasso Laundromat - 12802 E 86th PI N

• The Pink House - 209 N Main Street
• Former location of Memory Lane Tea Room
• Opened November 2.
RESIDENTIAL DEVELOPMENT
• Lake Valley V, Phase III - Final Plat has been approved and development of the
infrastructure is under way. This is the final phase of the successful Lake Valley
neighborhood. Infrastructure is near complete.
• Cottages at Tallgrass Point - Plat has been approved. Apartment complex to be
located at the northwest corner of E 86th St N & N Mingo Rd. 266 -unit apartment
complex to begin construction this summer. Earth change has been granted and has
begun. It is important to note, NO infrastructure plans have been approved. Dirt work
only at this time.
• Abbott Farms - New residential subdivision located to the west of the South Sports Park
alone E 106th St N. 166 single - family residential lots are planned for this neighborhood.
Public Works is reviewing plans.
BUSINESS RETENTION & EXPANSION (BR &E)
• SAH O - 12555 E. 86th Street N
• Moving from 12500 E. 86th Street N. location.
• Construction on new building is nearing completion. They hope to move
operations and begin service in new location soon.
• Urgent Care of Green Country - -13616 East 103rd St N
o Sold to new owners. Name change to Next Care. They operate 123 clinics in ten
states and are based out of Arizona.
• Reasor's - 11815 E 86th St N
o Remodeled store.
• Reasor's - 11550 N 135th E Ave
o Slight interior remodel completed and new signage.
• Rejoice Christian Campus - 10701 N 129th E Ave. B
• Construction of Mid /High Building has begun.
• Phase 1 complete. Elementary school is now open.
• First Christian Church - 10100 N Garnett Rd.
o Addition to building - 13,145 sq ft addition. Construction is underway.

PROJECT STATUS REPORT
City of Owasso Public Works Department

• E. 76th Street North Widening (from U.S. Hwyl 69 to N. 129th East Avenue
In October 2010, the City received notice that INCOG selected the project to
receive federal funding in the amount of $2,090,000 for engineering, right -of -way
and utility relocation costs. A 20% required match will be funded through the
City of Owasso's Capital Improvement Fund.
In October 2011, the City received notice that INCOG selected the project to
receive federal funding in the amount of $3,470,000 for construction and
administration costs. A 20% required match will be funded through the City of
Owasso's Capital Improvement Fund.
In February 2012, ODOT officials informed City staff of funds available in the
Federal Surface Transportation Fund for the planning phase of E. 76th Street North
Widening Project.
In March, INCOG presented this project to its members for consideration to
receive funding in 2012 for the engineering design. Project was approved by the
Technical Advisory, Transportation Policy Committee, and INCOG Board of
Directors
- Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and
funding agreement was approved at the May 7, 2013, Council Meeting.
- The engineering design is approximately 60% complete.
- Right -of -way documents have been submitted to ODOT for final review
- In reference to the NEPA document, ODOT has provided comments to the
engineering consultant. Currently, Poe & Associates are addressing the
comments and anticipate sending a response within the next two weeks. Staff
anticipates approval from ODOT and FHWA by September 2015.
On July 21, 2015, ODOT, Poe & Associates and City of Owasso met on location
and conducted a plan -in -hand meeting.
As a result of the meeting, ODOT granted permission to Poe & Associates to
complete and submit right -of -way plans for review.
The National Environmental Policy Act (NEPA) document is still being reviewed
by ODOT. Staff anticipates receiving approval from the state by November 2015.
Once approved, Federal Highway Administration will review and approve within
30 -45 days received.
ROW obtainment is scheduled to commence in February 2016 with completion
anticipated by July 2016.
Utility Relocation is scheduled to begin in September 2016 with completion
expected by June 2017.
Construction is scheduled to occur in December 2017 with completion by
September 2018.
• Garnett Widening (from E. 96th Street North to E. 106th Street North)
In November 2012, Council approved an engineering agreement with Dewberry
in the amount of $345,600.
A Public Meeting for the Garnett Widening project was held June 27, 2013 with
City staff and representatives from PSA Dewberry to receive citizen comments
regarding the design. In October 2013, INCOG presented this project to its
members for consideration to receive federal funding in FY 2017 for the
construction phase. Project was approved by the Technical Advisory and
Transportation Policy Committees.
On November 12, 2013, the INCOG Board of Directors approved federal funds to
be allocated to this specific project in the year 2017 or sooner, if funding is
available. The City of Owasso will receive $3.2 million in federal funds.
The engineering design is approximately 80% complete.
ODOT staff has approved the environmental study.
In July 2015, the NEPA document was approved by FHWA.
ROW obtainment commenced in October 2015 with completion anticipated by
April 2016.
Utility Relocation is scheduled to begin in July 2016 with completion by April
2017.
Construction is scheduled to occur in October 2017 with completion by August
2018.
• FY 2014 -2015 Street Rehabilitation Program
- In August 2014, City Council approved the project priority list.
- Funding in the amount of $1 million is included in the FY 2014 -2015 Capital
Improvements Fund for this project.
- Bid awarded to Becco Construction on March 3rd 2015.
- Becco Construction has completed all necessary base and curb /gutter work
from N 117 E Ave to N 120 E Ave. The contractor is expected to commence with
the milling and 2" asphalt overlay by mid - October with completion prior to the
Thanksgiving Holiday.
Construction commenced in May 2015 with completion in October 2015.
Staff is preparing acceptance and final payment documents for City Council
review and acceptance.
• E. 1 16th Street North and 129th East Ave Intersection Improvement Project
Tulsa County and City of Owasso have partnered together to fund the
engineering design, utility relocation and construction.
In August 2014, application for funding for the construction phase of this project
was submitted to INCOG. If funded, the "matching grant" will result in a grant of
80% ODOT funding, 10% Tulsa County funding and 10% City funding.
- In October 2014, INCOG Transportation Technical Advisory Committee and the
Transportation Policy Committee voted to recommend this project as eligible to
receive STP funds. In addition, the INCOG Board of Directors met on Thursday,
November 13th and approved this project to receive federal funds in the amount
of $2,186,000. As a result, federal funds for construction will be available in FY
2018, or sooner, if funding is available.
Environmental study commenced in April 2015 with approval expected by
March 2016.
Engineering design is approximately 60% complete.

• E. 1 16th Street North and N 140th East Ave Signalization Project
Plans approved by ODOT and City of Owasso
City of Owasso 20% Funding, Maintenance Agreement and Resolution approved
at January 20, 2015 Council Meeting.
In February 2015, ODOT advertised this project for bids.
Bid opening occurred in March 2015.
Bid Award occurred in April 2015.
A preconstruction meeting was held between ODOT and contractor on July 8.
Based on a discussion with the contractor, the project is expected to commence
in mid - October with completion by December 2015.
Construction commenced in October 2015 with completion expected by late
November 2015.
• U.S. 169 Highway Widening Project (from E. 56th Street North to E. 66th Street
North
- In March 2015, ODOT is tentatively scheduled to advertise this project for bids
with bid opening in April. Construction start date will be provided at a later date
by ODOT.
- Project bids were let on March 19, 2015
- Bid award occurred in April, 2015 with construction commencing in July 2015.
- ODOT administered a preconstruction meeting with Becco in mid -June 2015.
Construction commenced on July 6 with completion scheduled to occur by
February 2017.
- Progress continues with the construction of multiple bridges and widening from E
56t"StNtoE66t "St N.
- Contractors are preparing bridge decks and will be pouring concrete over the
next two weeks.
- ODOT anticipates Phase I work to be complete by mid- December.
• Brookfield Crossing Stormwater Improvements
In October 2014, City Council approved an agreement for engineering services
with Kellogg Engineering.
Engineering design is approximately 50% complete with final design expected to
be complete in September 2015.
At this time, the engineering consultant is designing another option which
would reduce the amount of excavation within the Brookfield Crossing
neighborhood. This new option in design is taking longer than anticipated but
we are optimistic it will result in fewer residential yards and driveways
disturbed during the construction phase.
Consultant has surveyed drainage relief on the east and north sides of
Brookfield Crossing. Land acquisition will commence within the next 30 -days.
