ITEM 1: CALL TO ORDER & ROLL CALL Chair Dee Sokolosky called the meeting to order at 10:00 AM. PRESENT ABSENT Dee Sokolosky, Chair Dirk Thomas, Trustee Gary Akin, Secretary David Charney, Trustee Bryan Spriggs, Trustee Jeri Moberly, Trustee Frank Enzbrenner, Trustee A quorum was declared present. ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the July 9, 2015 Regular Meeting B. Approval of claims C. Zaxby's Chicken -- 12807 E. 86th Street N. o Awaiting crews that are building in Tulsa at present. Construction is anticipated to start in two to four weeks. Butcher Shop - 13720 E 86th St N #160 o New butcher shop located in the Renaissance commercial shopping center. • AMC Urgent Care, 9003 N. Garnett Road o Opened on Tuesday, September 1. • Buffalo Wild Wings - 9263 N. Owasso Expressway o Under construction. Weather has delayed construction. Anticipating fall opening. • Wal -Mart Neighborhood Market - 11551 N. 129th E. Avenue o Construction continues on infrastructure. Intersection work at E 1 16th St N and N 129th E Avenue is anticipated to be complete within next 30 days. Looks like a possible, mid to late October opening. • Oxford Glen Memory Care Center - 1 1113 E. 103rd Street N. o Construction progresses. Contractor is beginning infrastructure improvements, looks like end of October opening. • Amber Crossing - 11413 E. 96th Street N. o Under construction. No predicted opening date. • Caudle Center Phase III - 9538 N. Garnett Road • Under construction. • Construction continues on Firehouse Subs. LaQuinta Inn - Lot 2, Block 1 of the "Replat of the Sevens" o Civil plans and earth change permits have been issued. Will start construction within next two weeks, weather permitting. Should be open within one year of start of construction. They were waiting on Academy to finish before they begin. • Taco Bell - 13315 E. 1 16th Street N. o Opened first week of September. • Arby's - 1 1500 N. 140th E. Avenue o Construction on infrastructure is almost complete. Anticipated opening within the next week. • Braum's - location on north side of 96th Street near the Garnett intersection o Building Plans have been submitted for the new Braum's, including the Market Fresh store portion. Currently reviewing site plan. Construction to begin this fall. • Med Express - 11760 East 86th Street N o Preparing location for an urgent care center. • Owasso Express Laundry - 9700 N Garnett Rd o New building (8,710 sq ft) to house new Laundromat and 2 commercial tenants. Construction should begin later in the year. Groundbreaking ceremony conducted Monday, August 17. • Paint & Barrel - 9455 N Owasso Expressway #K o New wine & art studio. Construction is underway. WORKFORCE DEVELOPMENT • Macy's is continuing to hire seasonal workforce for the upcoming Holiday Season. They are up to over 500 Core Associates and had a very successful recruiting event at the Hard Rock Casino last month which made an additional +200 offers for seasonal assignments which could lead to Core FT or PT jobs after the season. Macy's had a recruiting event scheduled August 28 at the Tulsa Shock game which was their second time in partnership with them. They have also done some networking events with the Tulsa Dream Center and Tulsa Job Corp. Management reports they are progressing well. St. Owasso -, 0 K 7 4oss PROJECT STATUS REPORT City of Owasso Public Works Department September 4, 2015 • E. 76th Street North Widening (from U.S. Hwyl 69 to N. 129th East Avenue In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory, Transportation Policy Committee, and INCOG Board of Directors - Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and funding agreement was approved at the May 7, 2013, Council Meeting. - The engineering design is approximately 60% complete. - Right -of -way documents have been submitted to ODOT for final review - In reference to the NEPA document, ODOT has provided comments to the engineering consultant. Currently, Poe & Associates are addressing the comments and anticipate sending a response within the next two weeks. Staff anticipates approval from ODOT and FHWA by September 2015. - On July 21, 2015, ODOT, Poe & Associates and City of Owasso met on location and conducted a plan -in -hand meeting. - As a result of the meeting, ODOT granted permission to Poe & Associates to complete and submit right -of -way plans for review. - Utility companies working on relocation plans. - NEPA document is still being reviewed by ODOT with approval expected by the state agency in September 2015. • Garnett Widening (from E. 96th Street North to E. 106th Street North) In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. A Public Meeting for the Garnett Widening project was held June 27, 2013 with City staff and representatives from PSA Dewberry to receive citizen comments regarding the design. In October 2013, INCOG presented this project to its members for consideration to receive federal funding in FY 2017 for the construction phase. Project was approved by the Technical Advisory and Transportation Policy Committees. On November 12, 2013, the INCOG Board of Directors approved federal funds to be allocated to this specific project in the year 2017 or sooner, if funding is available. The City of Owasso will receive $3.2 million in federal funds. The engineering design is approximately 80% complete. ODOT staff has approved the environmental study. In July 2015, the NEPA document was approved by FHWA. ROW reports and property ownership has been submitted to ODOT for approval. Staff anticipates land acquisition will commence in September 2015. • FY 2014 -2015 Street Rehabilitation Program - In August 2014, City Council approved the project priority list. - Funding in the amount of $1 million is included in the FY 2014 -2015 Capital Improvements Fund for this project. - Bid awarded to Becco Construction on March 3rd 2015. - The street rehabilitation will be complete on Main /Ash Street from E 14 St N to E 16 St N and E 90 St N and N 121 E Ave by mid -July 2015. In addition, Becco commenced construction on the Three Lakes Loop which is the last phase of the FY 2014 -2015 Street Rehabilitation Project. - Two inch asphalt overlay at E 90th and N 121St is scheduled to be completed August 8, 2015. - The contractor has completed concrete work in 3 of the 8 cul -de -sacs and continues to work in the Three Lakes loop area. - Concrete work in 7 of the 8 cull de sacs is complete. The contractor will complete the final cul -de -sac and begin work on the main line road within the Three Lakes Loop (N 117th E Ave to N 121 St E Ave). - Construction is on schedule to be complete by November 2015. • E. 1 16th Street North and 129th East Ave Intersection Improvement Project Tulsa County and City of Owasso have partnered together to fund the engineering design, utility relocation and construction. In August 2014, application for funding for the construction phase of this project was submitted to INCOG. If funded, the "matching grant" will result in a grant of 80% ODOT funding, 10% Tulsa County funding and 10% City funding. - In October 2014, INCOG Transportation Technical Advisory Committee and the Transportation Policy Committee voted to recommend this project as eligible to receive STP funds. In addition, the INCOG Board of Directors met on Thursday, November 13th and approved this project to receive federal funds in the amount of $2,186,000. As a result, federal funds for construction will be available in FY 2018, or sooner, if funding is available. - Environmental study recently commenced with approval expected in March 2016. - Engineering design is approximately 60% complete. - Plan -in -hand meeting held with ODOT and Tulsa County. Minor pay item changes have been made to the plans to reflect PI H comments. - Temporary signals and lane widening for Wal -Mart Neighborhood Market is underway. • E. 1 16th Street North and N 140th East Ave Signalization Project - Plans approved by ODOT and City of Owasso - City of Owasso 20% Funding, Maintenance Agreement and Resolution approved at January 20, 2015 Council Meeting. - In February 2015, ODOT advertised this project for bids. - Bid opening occurred in March 2015. - Bid Award occurred in April 2015. - A preconstruction meeting is scheduled between ODOT and contractor on July 8. Project was scheduled to commence on July 22 2015. However, ODOT has informed the City of Owasso that the project has been delayed due to an oversight of paperwork on their behalf. Construction is now expected to begin in 45 to 75 days. • U.S. 169 Highway Widening Project (from E. 56th Street North to E. 66th Street North - In March 2015, ODOT is tentatively scheduled to advertise this project for bids with bid opening in April. Construction start date will be provided at a later date by ODOT. - Project bids were let on March 19, 2015 - Bid award occurred in April, 2015 with construction commencing in July 2015. - ODOT administered a preconstruction meeting with Becco in mid -June 2015. Construction commenced on July 6 with completion scheduled to occur by February 2017. Progress continues with the construction of multiple bridges and widening from E 56th St N to E 66th St N. At this time, the project is on schedule for completion in February 2017. • Brookfield Crossing Stormwater Improvements In October 2014, City Council approved an agreement for engineering services with Kellogg Engineering. Engineering design is approximately 50% complete with final design expected to be complete in September 2015. At this time, the engineering consultant is designing another option which would reduce the amount of excavation within the Brookfield Crossing neighborhood. This new option in design is taking longer than anticipated but we are optimistic it will result in fewer residential yards and driveways disturbed during the construction phase. Public Works anticipates the planning phase should be complete this fall with construction beginning in the summer of 2016. E 19 hh Street North and Garnett Intersection Improvements - Construction contract was awarded to Darius Construction. Work is scheduled to commence in April with completion expected to occur by July 2015. - Concrete installation for the additional lane is complete along with the installation of the traffic signal poles. - With the exception of striping, construction is complete. Traffic signals are schedule to be activated within the next two weeks. - Striping is complete and traffic signals are functioning.
