Thursday, February 12, 2015
The Owasso Economic Development Authority met in regular session on Thursday, February 12,
2015 in the Lower Level Conference Room at City Hall, 1 1 1 N Main, Owasso, Oklahoma per the
Notice and agenda filed in the office of the City Clerk and posted on the City Hall bulletin board
at 5:00 PM on Tuesday, February 10, 2015.

ITEM 4: Discussion related to a proposed Zoning Code Amendment and the Downtown
Overlay District.
Bronce Stephenson presented the item and discussion was held regarding the draft
proposal for the Downtown Overlay District.
ITEM 5: REPORT FROM OEDA DIRECTOR
Warren Lehr provided a business development report; Roger Stevens presented the
Public Works project status report; Bronce Stephenson presented the Monthly Building
Report for January; Linda Jones presented the sales tax monthly report. Discussion
was held.
ITEM 6: REPORT FROM OEDA MANAGER
Warren Lehr presented the Vision 2025 excess funding and project identification
process; a proposed increase in the city's Use Tax; an upcoming public safety task
force committee meeting with Commissioner Karen Gilbert; and that staff will be
attending the Institute for Quality Communities in March. Discussion was held.

NEW BUSINESS DEVELOPMENT
• Construction on Sprouts is concluding in the Willis Farms Shopping Center. Store opening
will be on April 1, 2015.
Development work on the Academy Sports site continues. Academy projects to open in
the early fall of this year.
• The city has received plans for Zaxby's Chicken locating on the NW corner of 86th and
129th, replacing the Kum & Go.
• The city has received plans for Buffalo Wild Wings locating north of Aldi on the E service
road between 86th and 96th streets north.
BUSINESS RETENTION & EXPANSION (BR &E)
• Dream It Do It Oklahoma works to change the perception of the industry and inspire
next - generation workers to pursue manufacturing careers. Working with them and the
Owasso Public Schools since last Fall has been beneficial and a great effort. Here is a
report of the activity since November 2014:
• November 12, 2014: Student tour of Muncie Power Products -Top Rams.
• January 20, 2015: Presentation to middle school teachers in a professional
development session - approximately 20 teachers.
• January 27, 2015: Career Fair at Owasso High School -27 exhibitors attended.
• February 23, 2015: Presentation to all 6th graders - approximately 700- on career
navigation and manufacturing.
WORKFORCE DEVELOPMENT
• Workforce Tulsa has summarized some key points communicated from the Center for
American Progress relating to their State of the US Labor Market:
• When the economy is doing well, more people typically enter the labor market
because there are more jobs available. So we should expect the labor -force
participation rate (those who are pursuing a job or have one) to be increasing,
but we're not seeing that. It's declined steadily since the end of the recession
and is as low today as it was in the late 1970s, when women were entering the
workforce for the first time. Baby Boomer retirement does NOT account for this
data.
• The U -6 employment rate, unlike the U -3 which is generally what is reported,
includes marginally attached workers those who have looked for work recently
but are not looking currently and those working part time who would prefer full -
time work. U -6 is always higher than U -3, but it has gotten a lot higher since the
recession, and the gap has hardly changed since January 2014.
o Though we don't have a lot of long -term unemployed in Oklahoma, in the US
overall the number of long -term unemployed is still almost 50 percent higher than
its highest prerecession level on record.
INDUSTRY NEWS
• The Supreme Court dealt a blow on Tuesday to a Colorado law that requires out -of -state
online retailers to report transactions to state tax officials. The court sided with the Direct
Marketing Association, giving it the right to sue against the "Amazon tax" passed by
Colorado in 2010, sending the issue back to the Tenth Circuit Court of Appeals. Read

PROJECT STATUS REPORT
City of Owasso Public Works Department
March 3, 2015
• E. 76th Street North Widening (from U.S. Hwyl 69 to N. 129th East Avenue
In October 2010, the City received notice that INCOG selected the project to
receive federal funding in the amount of $2,090,000 for engineering, right -of -way
and utility relocation costs. A 20% required match will be funded through the
City of Owasso's Capital Improvement Fund.
In October 2011, the City received notice that INCOG selected the project to
receive federal funding in the amount of $3,470,000 for construction and
administration costs. A 20% required match will be funded through the City of
Owasso's Capital Improvement Fund.
In February 2012, ODOT officials informed City staff of funds available in the
Federal Surface Transportation Fund for the planning phase of E. 76th Street North
Widening Project.
In March, INCOG presented this project to its members for consideration to
receive funding in 2012 for the engineering design. Project was approved by the
Technical Advisory, Transportation Policy Committee, and INCOG Board of
Directors
Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and
funding agreement was approved at the May 7, 2013, Council Meeting.
The engineering design is approximately 60% complete
ODOT staff has reviewed and approved six out of the seven sections of the
environmental study. The remaining section - The Threatened and Endangered
Species Study is still being reviewed by ODOT. Last month, Staff met with state
biologist and determined what information was needed in order for the biologist
to complete the review. The biological assessment is expected to be approved
by March 2015.
• Garnett Widening (from E. 96th Street North to E. 106th Street North)
In November 2012, Council approved an engineering agreement with Dewberry
in the amount of $345,600.
A Public Meeting for the Garnett Widening project was held June 27, 2013 with
City staff and representatives from PSA Dewberry to receive citizen comments
regarding the design. In October 2013, INCOG presented this project to its
members for consideration to receive federal funding in FY 2017 for the
construction phase. Project was approved by the Technical Advisory and
Transportation Policy Committees.
- On November 12, 2013, the INCOG Board of Directors approved federal funds to
be allocated to this specific project in the year 2017 or sooner, if funding is
available. The City of Owasso will receive $3.2 million in federal funds.
- The engineering design is approximately 80% complete.
- ODOT staff has approved the environmental study.
- City staff anticipates the ROW documents being approved by ODOT by March
or early April 2015.
• FY 2014 -2015 Street Rehabilitation Proaram
In August 2014, City Council approved the project priority list.
Funding in the amount of $1 million is included in the FY 2014 -2015 Capital
Improvements Fund for this project.
Bid award to Becco Construction is scheduled to occur on March 3rd 2015 with
construction anticipated to begin in April 2015.
• E. 1 16th Street North and 129th East Ave Intersection Improvement Project
Tulsa County and City of Owasso have partnered together to fund the
engineering design, utility relocation and construction.
In August 2014, application for funding for the construction phase of this project
was submitted to INCOG. If funded, the "matching grant" will result in a grant of
80% ODOT funding, 10% Tulsa County funding and 10% City funding.
- In October 2014, INCOG Transportation Technical Advisory Committee and the
Transportation Policy Committee voted to recommend this project as eligible to
receive STP funds. In addition, the INCOG Board of Directors met on Thursday,
November 13th and approved this project to receive federal funds in the amount
of $2,186,000. As a result, federal funds for construction will be available in FY
2018, or sooner, if funding is available.
Engineering design is approximately 30% complete.
Environmental study recently commenced with approval expected in March
2016.
• E. 1 16th Street North and N 140th East Ave Signalization Project
Plans approved by ODOT and City of Owasso
City of Owasso 20% Funding, Maintenance Agreement and Resolution approved
at January 20, 2015 Council Meeting.
In February 2015, ODOT is scheduled to advertise this project for bids with bid
opening in March 2015. Construction is scheduled to commence in June with
completion in August 2015.
U.S. 169 Highway Widening Project (from E. 56th,
North
In March 2015, ODOT is tentatively scheduled to advertise this project for bids
with bid opening in April. Construction start date will be provided at a later date
by ODOT.
Street North to E. 66 Street
• Brookfield Crossing Stormwater Improvements
In October 2014, City Council approved an agreement for engineering services
with Kellogg Engineering.
Engineering design is approximately 30% complete with final design expected to
be complete in May 2015.
• E 19 hh Street North and Garnett Intersection Improvements
Bid opening is scheduled to occur next week with construction anticipated to
begin in mid -April 2015.
• Transportation Master Plan Study
In September 2013, City Council approved an agreement for engineering
services with Guernsey Engineering.
On January 30, 2014, City staff and Guernsey Engineering conducted a public
meeting to present basic concepts of the plan and received positive feedback
from the citizens.
Recently, staff reviewed the final draft and provided comments to the
engineering consultant.
Currently, the plan is approximately 90% complete with completion scheduled to
occur in March 2015.
