March 12, 2015 The Owasso Economic Development Authority met in regular session on Thursday, March 12, 2015 in the Lower Level Conference Room at City Hall, 1 1 1 N Main, Owasso, Oklahoma per the Notice and agenda filed in the office of the City Clerk and posted on the City Hall bulletin board at 5:00 PM on Tuesday, March 10, 2015. ITEM 1: CALL TO ORDER & ROLL CALL Chair Dirk Thomas called the meeting to order at 10:02 AM. LEVO DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: April 9, 2015 NEW BUSINESS DEVELOPMENT • Sprouts Fresh Market opened on April lst in the Willis Farms commercial center. • Development work on the Academy Sports site continues. Footings should be poured soon and the structure should go vertical within the month. Academy projects to open in the early fall of this year. • Plans have been received for Zaxby's Chicken locating on the NW corner of 86th and 129th, replacing the Kum & Go. • Construction on Buffalo Wild Wings has begun, locating north of Aldi on the E service road between 86th and 96th streets north. Civil plans for Dairy Queen are approved and construction should begin by early summer. It will be located next to Cracker Barrel on the northeast lot. • Framing has begun on AMC Urgent Care, located on the south lot next to IHOP. BUSINESS RETENTION & EXPANSION (BR &E) • Work continues on Rejoice Christina Academy. The elementary school phase is under construction while plan review is being done for the 2nd larger phase comprised of the Mid -High and the sports facilities. WORKFORCE DEVELOPMENT • The Tulsa metro just hit 4.2% unemployment, well below full employment of 5%, which means employers will continue to struggle to find skilled workers. This means as a community we have to be as strategic as possible in ensuring job seekers have the right skills, and that they're being connected to employers as quickly and effectively as possible. INDUSTRY NEWS • Off -price chains that sell high - profile brands and designer goods for 20 to 60 percent below department and specialty store prices, are outperforming much of the retail sector; they are growing faster than competitors and are gaining market share. The sector's popularity surged during the recession and has stayed popular now that the economy has rebounded. Emboldened by a nimble real estate and merchandising strategy and by growing clout with vendors, these off -price chains are on an expansion binge stateside and in international markets too. By the end of 2013, Burlington, Nordstrom Rack, Ross Stores and TJX were generating about 8 percent, nearly $28 billion, of the clothing and footwear sales in the U.S., according to Scott Tuhy, a vice president and senior credit officer at Moody's Investors Service. "Record growth in key indicators such as occupancy and NOI strongly indicate a healthy outlook and further underline the ability of the industry to innovate to fit the needs of today's consumer," said ICSC spokesman Jesse Tron. The occupancy rate for U.S. open -air shopping centers was 92.7 percent at the end of the fourth quarter, the highest level since second - quarter 2008, according to the organizations. Ma,i.w St. 0 0 K 7 4oss PROJECT STATUS REPORT City of Owasso Public Works Department April 6, 2015 • E. 76th Street North Widening (from U.S. Hwyl 69 to N. 129th East Avenue In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory, Transportation Policy Committee, and INCOG Board of Directors Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and funding agreement was approved at the May 7, 2013, Council Meeting. The engineering design is approximately 60% complete The environmental analysis is still being reviewed by ODOT. In addition, the state biologist has recently requested for a wetland delineation of the borrow ditches along E 76 St N. As result, the environmental process will take additional time for completion. • Garnett Widening (from E. 96th Street North to E. 106th Street North) In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. A Public Meeting for the Garnett Widening project was held June 27, 2013 with City staff and representatives from PSA Dewberry to receive citizen comments regarding the design. In October 2013, INCOG presented this project to its members for consideration to receive federal funding in FY 2017 for the construction phase. Project was approved by the Technical Advisory and Transportation Policy Committees. - On November 12, 2013, the INCOG Board of Directors approved federal funds to be allocated to this specific project in the year 2017 or sooner, if funding is available. The City of Owasso will receive $3.2 million in federal funds. - The engineering design is approximately 80% complete. - ODOT staff has approved the environmental study. - ODOT is making final review comments on the National Environmental Policy Act (NEPA) document before submittal to FHWA. ODOT anticipates this review process taking an additional two months before the document is ready for FHWA review. As a result, ROW acquisition will be delayed for at least three months. • FY 2014 -2015 Street Rehabilitation Proaram - In August 2014, City Council approved the project priority list. - Funding in the amount of $1 million is included in the FY 2014 -2015 Capital Improvements Fund for this project. - Bid awarded to Becco Construction on March 3rd 2015. - Construction scheduled to begin in April with completion by September 2015. • E. 1 16th Street North and 129th East Ave Intersection Improvement Project Tulsa County and City of Owasso have partnered together to fund the engineering design, utility relocation and construction. In August 2014, application for funding for the construction phase of this project was submitted to INCOG. If funded, the "matching grant" will result in a grant of 80% ODOT funding, 10% Tulsa County funding and 10% City funding. - In October 2014, INCOG Transportation Technical Advisory Committee and the Transportation Policy Committee voted to recommend this project as eligible to receive STP funds. In addition, the INCOG Board of Directors met on Thursday, November 13th and approved this project to receive federal funds in the amount of $2,186,000. As a result, federal funds for construction will be available in FY 2018, or sooner, if funding is available. Environmental study recently commenced with approval expected in March 2016. Engineering design is approximately 60% complete. • E. 1 16th Street North and N 140th East Ave Signalization Project - Plans approved by ODOT and City of Owasso - City of Owasso 20% Funding, Maintenance Agreement and Resolution approved at January 20, 2015 Council Meeting. - In February 2015, ODOT advertised this project for bids. - Bid opening occurred in March 2015. - Construction is scheduled to commence in June with completion in August 2015. • U.S. 169 Highway Widening Project (from E. 56th Street North to E. 66 Street North In March 2015, ODOT is tentatively scheduled to advertise this project for bids with bid opening in April. Construction start date will be provided at a later date by ODOT. Project bids were let on March 19, 2015 Bid award anticipated in April, 2015 with construction commencing sometime this summer. • Brookfield Crossing Stormwater Improvements In October 2014, City Council approved an agreement for engineering services with Kellogg Engineering. Engineering design is approximately 30% complete with final design expected to be complete in May 2015. • E 19th Street North and Garnett Intersection Improvements Construction contract was awarded to Darius Construction. Work is scheduled to commence in April with completion expected to occur by July 2015. • Transportation Master Plan Study In September 2013, City Council approved an agreement for engineering services with Guernsey Engineering. On January 30, 2014, City staff and Guernsey Engineering conducted a public meeting to present basic concepts of the plan and received positive feedback from the citizens. Last week, staff reviewed the final draft and provided comments to the engineering consultant. The committee will have the opportunity to review the final draft by the end of this month with a meeting scheduled with the committee, engineering consultant and staff sometime in mid -May.
