The staff will brief the OEDA on the issues related to the expansion of the Enterprise
Zone and will recommend adoption of Resolution #97-05, thereby adopting a position that
supports a number of proposed commercial and industrial developments in this
economically distressed area of the city.

4. Consideration and Appropriate Action Relating to OEDA Resolution #97-06, a Resolution
Stating the Position of the OEDA Regarding the Need to Widen 76th Street North
between U.S. Highway 75 and U.S. Highway 169 and to Designate this Corridor as a
Major Economic Development Priority.

The staff will brief the OEDA on the issues related to the widening of 76th Street North
and will recommend adoption of Resolution #97-06, thereby adopting a position that
supports the continuing industrial and commercial development of this key corridor of
the city.

Stating the Position of the OEDA Regarding the State Highway 20 Corridor Study Being
Considered by the Oklahoma Department of Transportation.

The staff will brief the OEDA on the issues involved in the SH20 Corridor Study and
will recommend adoption of Resolution #97-07, thereby adopting a position that the
alignment/route of SH20 should remain on its existing alignment and that the construction
of improvements to the highway should not be delayed beyond the current schedule of
funding.

RESOLUTION NO 97 -05
A RESOLUTION OF THE TRUSTEES OF THE OWASSO ECONOMIC
DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA, ENDORSING
THE EXPANSION OF THE CITY OF OWASSO, OKLAHOMA
ENTERPRISE ZONE.
WHEREAS, the City of Owasso, Oklahoma adopted a resolution in 1994 to create an
Enterprise Zone to encourage permanent jobs creation and capital investment in an economically
distressed sector of the city; and
WHEREAS, this state and local incentive program would facilitate the attraction of 'a
significant commercial development to this targeted area of redevelopment; and,
WHEREAS, the area to be added to the Enterprise Zone will be reclassified as a
reinvestment zone providing for the enhancement of economic community development programs
available in this targeted area; and,
WHEREAS, the expansion of the Enterprise Zone will facilitate other proposed
industrial, commercial and residential developments in this targeted area of redevelopment.
NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO
ECONOMIC DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA, that the expansion
of the Enterprise Zone within the City of Owasso, Oklahoma, is hereby endorsed.
APPROVED AND ADOPTED this 18th day of November, 1997 by the Trustees of the
Owasso Economic Development Authority.

RESOLUTION NO 97 -06
A RESOLUTION OF THE TRUSTEES OF THE OWASSO ECONOMIC
DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA ADOPTING A
POSITION REGARDING THE NEED TO WIDEN 76TH STREET NORTH
BETWEEN U.S. HIGHWAY 75 AND U.S. HIGHWAY 169 AND TO
DESIGNATE THIS CORRIDOR AS A MAJOR ECONOMIC
DEVELOPMENT PRIORITY.
WHEREAS, it is the policy of the City of Owasso, Oklahoma and the Owasso Economic
Development Authority to be proactive rather than reactive in matters' of growth and
development; and,
WHEREAS, the City of Owasso, Oklahoma is one of the fastest growing communities
in the state, having more than 34,000 citizens living within its fenceline; and,
WHEREAS, proper planning and development of transportation infrastructure today will
directly impact growth and economic development tomorrow; and,
WHEREAS, the traffic and economic impacts of widening 76th Street North will have
a direct and permanent effect on Owasso's future growth and the development of all of north
Tulsa County; and,
WHEREAS, there is a potential to attract more than $55 million of capital investment
and to create more than 3000 jobs by the widening of this transportation corridor; and,
WHEREAS, the Trustees of the Owasso Economic Development Authority believe that
the widening of 76th Street North provides the best posture for the city as it moves into the next
century.
NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO
ECONOMIC DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA, that the city
should actively pursue private and public sector support from the many benefactors impacted by
the widening of 76th Street North between U.S. Highway 75 and U.S. Highway 169, and the
appropriate funding to expedite the construction of this major transportation corridor. -

RESOLUTION NO 97 -07
A RESOLUTION OF THE TRUSTEES OF THE OWASSO ECONOMIC
DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA ADOPTING A
POSITION REGARDING THE STATE HIGHWAY 20 CORRIDOR STUDY
BEING CONDUCTED BY THE OKLAHOMA DEPARTMENT OF
TRANSPORTATION.
WHEREAS, the Oklahoma Department of Transportation is conducting a study relating
to the alignment of State Highway 20; and,
WHEREAS, the City of Owasso, Oklahoma is one of the fastest growing communities
in the state, having more than 34,000 citizens living within its fenceline; and,
WHEREAS, the traffic and economic impacts of the proposed improvements to
Highway 20 will have a direct and permanent effect on Owasso's future growth and the
development of all of north Tulsa County; and,
WHEREAS, proper planning and development of transportation infrastructure today will
directly impact growth and economic development tomorrow; and,
WHEREAS, it is the policy of the City of Owasso, Oklahoma and the Owasso Economic
Development Authority to be proactive rather than reactive in matters of growth and
development; and,
WHEREAS, the Trustees of the Owasso Economic Development Authority believe that
the existing alignment of state highway 20 provides the best posture for the city as it moves into
the next century.
NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO
ECONOMIC DEVELOPMENT AUTHORITY, OWASSO, OKLAHOMA, that the position
of the Owasso Economic Development Authority regarding the State Highway 20 Corridor Study
being conducted by the Oklahoma Department of Transportation is that, within the boundaries
of the Owasso fenceline, the alignment of SH2O should remain on its existing route and that the
construction of improvements to the highway should not be delayed beyond the current schedule
of funding.
APPROVED AND ADOPTED this 18th day of November, 1997 by the Trustees of the
Owasso Economic Development Authority, Owasso, Oklahoma.
