OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING December 12, 1996 The Owasso Economic Development Authority met in regular session on Thursday, December 12, 1996 in the Owasso City Hall Conference Room per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Thursday, December 5, 1996. PRESENT ABSENT STAFF PRESENT Alan Anderson Frank Enzbrenner Angela Henderson Gary Akin Joe Ramey Marsha Hensley Tom Kimball Rodney Ray Bill Retherford Sherry Bishop Brenda Lawrence ITEM 1: CALL TO ORDER Chairperson Alan Anderson called the meeting to order at 10:10 a.m. and declared a quorum present. ITEM 2: ROLL CALL ITEM 3: PRESENTATION FROM ZAREMBA GROUP INC. ON THE OKLAHOMA INDUSTRIAL FINANCE AUTHORITIES' "BUILDING OKLAHOMA" SPECULATIVE BUILDING PROGRAM A presentation was made by Mr. Terry Heilig from Zaremba Group, Inc. ITEM 4: REQUEST APPROVAL OF MINUTES OF NOVEMBER 14 1996 REGULAR MEETING Mr. Kimball moved to approve the minutes of the November 14, 1996 Regular Meeting as written. Motion was seconded by Mr. Akin. A vote on the motion was recorded as follows: Anderson - Yes Akin - Yes Kimball - Yes Retherford - Yes Lawrence - Yes The motion carried 5 -0. ITEM 5: REQUEST APPROVAL OF CLAIMS Mr. Retherford moved to approve the current claims as submitted. Motion was seconded by Ms. Lawrence. ITEM 6: PRESENTATION OF FINANCIAL REPORT Report was given by Ms. Bishop. ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A CONSTRUCTION CHANGE DIRECTIVE FOR THE OKLAHOMA NATURAL GAS PROJECT ALLOWING CONTRACTOR TO PURCHASE FLY ASH OR KILN DUST TO STABILIZE SOIL AT ONG SITE. Ms. Henderson reported that a Construction Change Directive was received to allow Brown Construction to purchase fly ash to stabilize the soil. Ms. Lawrence moved to approve the purchase of fly ash or kiln dust to stabilize the soil but will not exceed $5,000.00 and with a letter showing approval of change from ONG. Motion was seconded by Mr. Akin. A vote on the motion was recorded as follows: Anderson - Yes Akin - Yes Kimball - No Retherford - Yes Lawrence - Yes The motion carried 4 -1. ITEM 8: UPDATE ON OKLAHOMA NATURAL GAS PROJECT Ms. Henderson reported on the progress at the ONG Site. ITEM 9: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Henderson discussed current projects and economic development news. ITEM 10: OLD/NEW BUSINESS Ms. Henderson suggested a work session to be scheduled after the first of the year. Mr. Ray presented a brief report. Mr. Kimball had some questions regarding keeping in touch with projects that were ongoing for the next meeting. Mr. Anderson needs a Resolution for First Bank statine he is sienatory for OEDA Chairperson. Construction has begun and the first draw upon the account has been made. In addition, interest has begun accruing, and the first interest payment of approximately $350.00 is due. Oklahoma Natural Gas Company has requested that the interest due be paid out of the loan proceeds. In visiting with Mr. Frank Enzbrenner, RCB Bank of Owasso is amenable to this arrangement. If the Owasso Economic Development Authority concurs, the interest payments will be made from the loan proceeds, in effect rolling them back into the lease /purchase. RECOMMENDATION: Staff recommends the Owasso Economic Development Authority approve Oklahoma Natural Gas Company's request for disbursement of interest payments from loan proceeds on the ONG project. MEMORANDUM TO: THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY CITY OF OWASSO FROM: ANGELA HENDERSON ECONOMIC DEVELOPMENT DIRECTOR SUBJECT: STATUS OF ONG PROJECT DATE: January 6, 1997 UPDATE: The Edison Property Easement has arrived, signed. The easement is on the City Council agenda for approval Tuesday, January 7, 1997. It is anticipated that the Council will authorize the mayor to execute the easement documents. This will enable us to move forward with plans to issue a notice to proceed to Yocham Enterprises for the Infrastructure portion of the project. Communications are on -going with Tulsa County and the Oklahoma Department of Transportation concerning the roadway improvements to the site. Excellent weather conditions in late December enabled the contractor to make significant progress. It was anticipated that masonry work would begin this week. MEMORANDUM TO: THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY CITY OF OWASSO FROM: ANGELA HENDERSON ECONOMIC DEVELOPMENT DIRECTOR SUBJECT: ECONOMIC DEVELOPMENT REPORT DATE: January 6, 1997 ECONOMIC DEVELOPMENT NEWS: 1) OWASSO INDUSTRIAL NETWORK - Beginning in the first quarter of 1997, the Owasso Economic Development Authority will host a quarterly Owasso Industrial Network Luncheon for existing businesses and industry in the Owasso area. Lieutenant Governor Mary Fallin is scheduled to speak at the first quarterly luncheon. The Lieutenant Governor will discuss the Fallin Commission, appointed to investigate reform of the worker's compensation system in Oklahoma. More details will be provided as plans progress. Please see the attached article from the December 16 -22, 1996 Edition of the Tulsa Business Journal entitled "Worker's Comp System Cheats Employees Most." 2) ILLINOIS -BASED WINDOW AND DOOR MANUFACTURER - Roy Cartwright of the Bailey Trust indicates that Mr. Larry Toombs, the site selector from the Oklahoma City area who is working with a window and door manufacturer from Illinois, will recommend that the company relocate to Owasso. A proposal has been sent to Mr. Toombs. Mr. Cartwright indicates that he is interested in property on 76th Street North, just west of the railroad. ECONOMIC DEVELOPMENT DIRECTOR'S REPORT January 6, 1997 Page 2 of 2 ON -GOING PROJECTS: 1) ALZHIEMER'S CENTER - Although progress has been slow on this project, an inquiry has been made of the Bailey Trust Authority concerning the purchase price of land. I visited with JoAnn Posey last week to discover that she has experienced some illness in her family. She said she would touch base with us later in the month to discuss progress. 2) ROADWAY EXPRESS - Visited with Glen Bynum at Roadway last week. Although he says they are in dire need of additional space, their parent company is not allowing them to spend any money to upgrade the existing facility or move to another facility. I extended the offer of our assistance and indicated that we are here to work with the company whenever they were ready to look at the possibility of relocating to Owasso.
