TOBIAS, JR. DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: MONTHLY REPORT DATE: February 12, 1998 - The following represents an overview of the various activities on which staff has been working: ECONOMIC DEVELOPMENT PROJECTS: Vision Owasso. A forum is scheduled for Monday, February 23, 1998 from 6 -7:30 p.m. at the Owasso Community Center. The agenda brings closure to the 1997 program, presents the community vision statement for a consensus and outlines the Vision Owasso 1998 plans and committee leadership process. The Vision Owasso 1997 program has resulted in an increase in volunteers to participate on a number of community -based initiatives in support of the economic development process. The four standing committees are economic development, leadership, infrastructure and quality of life. In an effort to provide the OEDA with a community- based perspective on these issues, the board may consider having these committees report to the OEDA on an as- needed basis. Industrial Development. The lack of available land zoned for industrial uses limits the effectiveness of recruitment efforts. Based upon the ongoing development of the city's comprehensive plan, staff is currently presenting information related to properties located at Cherokee Industrial Park, 76`h Street North south of City Hall and certain properties along 116`h Street North west of the Sports Park, to prospective industrial users. Downtown Redevelopment. Staff continues to visit with City Council members and a broad base of community and business leaders regarding the need to redevelop the downtown corridor. By redeveloping and working proactively to attract new retail, commercial and housing construction in this targeted area, we can resurrect this area and create a focal point for the community. Additionally, property values will be increased, sales taxes will increase and the quality of life will be improved for residents in close proximity to this area, as well as residents from throughout the Owasso service area. Staff has visited recently with representatives of WorldCom and Bama Foods and other major employers at Cherokee Industrial Park, to discuss this local initiative. Each has expressed the need and desire for an increased base of retail and business services in the immediate service area. Company officials have also requested assistance in exploring the provision of traffic signals at the intersections of Sheridan and 76`h Street, as well as Whirlpool Drive and 76`h Street. Each of these intersections is currently served by stop signs that has produced inefficient traffic flow and a number of traffic incidents. Mr. Ray is exploring these issues with Tulsa County, INCOG and ODOT officials. Staff continues to collaborate with the various taxing entities that would be impacted by the creation of a Tax Increment Financing District (TIF) to support targeted areas of redevelopment, such as the downtown corridor. Based upon the fact that this area is economically distressed, each entity has expressed their interest and support of this redevelopment initiative. — - Plans are underway to create a downtown redevelopment committee that will begin to explore in a comprehensive manner the many issues impacting the successful redevelopment of this key corridor of the city. This committee will be representative of a broad base of community and business leaders. Business Park/Commercial Development. Due to the large number and size of available tracts along U.S. Highway 169, staff is exploring a variety of speculative office and commercial developments in this corridor. Based upon the recent investments and announcements of ONG and Hillcrest Healthcare, this commercial node is anticipated to attract new retail and commercial investment and jobs to this strategically located corridor of the city. Staff is working proactively with the Community Development Department to explore the manner in which appropriate infrastructure and roadways can be provided to serve this evolving corridor of commercial growth. Transportation Initiatives. Staff is proceeding with the development of a regional coalition of private and public sector supporters of the widening of the 76'h Street North corridor between U.S. Highway 75 and U.S. Highway 169. Preliminary discussions are being coordinated with the major employers at Cherokee Industrial Park to explore the extent of their interest and support in lobbying for this key transportation initiative. Upon gaining the support of these major employers, contact will be made with other key private and public entities, prior to preparing for a formal request to the appropriate governmental entities. Staff is also continuing to explore the provision of transit services between Owasso and the Cherokee Industrial Park, as well as the Tulsa International Airport. The provision of transit service to Owasso during the lunch timeframe, is anticipated to increase the interest of commercial development in the downtown corridor, resulting in a substantial increase in sales tax collections. Image Enhancements. A program to enhance the image of the Owasso area is also in its inception. Participants of Vision Owasso and other local and regional resources will be solicited to assess our current marketing materials and communications mediums. Preliminary activities will focus on evaluating the current manner in which the city is marketed, such as: • Enhancement of the OEDA Web page • Assessment/updating of our current marketing materials • Enhancing communications with our ally network • Development of a strategic local, regional and state media and communications campaign • Creation of a Web page to include Cherokee Industrial Park, our industrial corridor along 70h Street North, the commercial node located at 96`h Street North/U.S. Highway 169 and the future regional commercial node located at 116`h and U.S. iirt}�va`' 1E9, ECONOMIC DEVELOPMENT PROSPECTS: Attached is an illustration of the types of prospects, the scope of investment and the number of jobs to be created by prospects on which staff is working. Below are those prospects representing a high degree of priority: Warehouse /distribution company. The companies involved with this joint venture are continuing their market assessment effort. The scope of this project may be expanded to represent a capital investment of up to $12 million, as compared to the initial projection of $4 million. Food Processor. A company headquartered in New York is considering an expansion. The company is exploring 6 -acre sites on which they can construct a 30,000 square foot processing facility. Up to 90 jobs would be created. Sites on the shortlist include various sites in the Tulsa region and Springfield, Missouri. Technical Services Company. A company headquartered in Pennsylvania is considering an expansion based upon a potential contract. The company has visited the Old WALMART building at 116`' Street and Garnett Road that encompasses 65,000 square feet. Up to 250 high tech jobs would be created. The proposed compensation of a majority of the technical consultants to be employed is very attractive for the state. However, the company recognizes that the educational attainment of the labor base is low as compared to competing states and that the labor market is tight throughout the state of Oklahoma. Company officials have indicated that they may be willing to develop a training program in concert with the Oklahoma Vo -Tech System, as other aspects of the Oklahoma business environment are attractive. SUMMARY: Staff continues to work on a variety of economic community development projects, which will increase the property and sales tax base, plus add jobs. To reiterate, the four primary areas of focus continue to be on: • Securing a broad base of private and public support for the widening of 76`h Street, the provision of transit services and other transportation projects; • Development of a program to facilitate the redevelopment of our downtown corridor; • Development of a program to facilitate the development of a major commercial node along the 96`h Street/U.S. Highway 169 corridor; • Development of a program to facilitate the development of a commercial node at the intersection of 116`h Street/U.S. Highway 169 and the German Corner business center. Staff is actively involved on projects, which could potentially produce over $112 million of new property tax base and create more than 5,300 jobs in the Owasso service area, which would also result in a significant increase in sales tax collection for the city.
