OW ASSO CITY COUNCIL
MINUTES OF SPECIAL MEETING
Tuesday, December 14, 1999
The Owasso City Council met in special session on Tuesday, December 14, 1999 in the
Conference Room at the Owasso Public Works Building per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 2:00 p.m. on Monday, December 14, 1999.
ITEM 1: CALL TO ORDER
Vice Mayor Barnhouse called the meeting to order at 5:40 p.m.

Jeff Hancock, City Manager

A quorum was declared present.
ITEM 2: ASSISTANT CITY MANAGER ITEMS
A. Update on Cable TV Reorganization
B. Discussion on Police Department Web Page Relating to Sex Offenders
C. Board of Adjustment Vacancy
D. New Year's Eve Emergency Plans
E. Ordinance Relating to Used Vehicle Dealers
F. Comprehensive Plan
Mr Rooney briefly updated the Council on the above listed items.
ITEM 3 : WASHINGTON COUNTY AND ROGERS COUNTY RURAL WATER ISSUES
AND AGREEMENTS.
Mr Cates discussed proposed agreements with Washington County and Rogers County rural
water districts, relating to utility services, fire protection and ambulance service within the areas.
ITEM 4: UPDATE ON PROPOSED CONTRACT WITH SEAYCO.
Mr Cates discussed the proposed real estate agreement with SEA YCO for signalization and
street improvements along the southem perimeter of Owasso Market.

ITEM 5: UPDATE ON PROPOSED GOLF COURSE FEE STRUCTURE.
Mr Carlson discussed a proposed fee increase at the golf course which, if approved by the
Trustees, will take place in late spring. He said that fees for Owasso residents and patron card
holders will remain the same.
ITEM 6: REPORT FROM CITY MANAGER.
Mr Hancock reported briefly on various projects in progress.
ITEM 7: ADJOURNMENT
Ms Voss moved, seconded by Mr Williams, to adjoum.
AYE: Voss, Williams, Bamhouse
NAY: None
Motion carried 3-0, and the meeting was adjoumed at 6:55 p.m.
