OW ASSO CITY COUNCIL
MINUTES OF REGULAR MEETING
Tuesday, October 7, 1997
The Owasso City Council met in regular session on Tuesday, October 7, 1997 in the Council
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 3, 1997.
ITEM 1:
CALL TO ORDER
Mayor Barnhouse called the meeting to order at 7:00 p.m.
ITEM 2:
INVOCATION
The invocation was offered by Pastor Bob Atwood of the New Hope Baptist Church.
ITEM 3:
FLAG SALUTE
Councilor Bode led in the flag salute.
ITEM 4:

A quorum was declared present.
ITEM 5:
RECOGNITION OF BLOCK PARTY HOSTS.
Mr Rooney recognized those persons who hosted blocked parties and Mayor Barnhouse
presented certificates of appreciation to those present.
ITEM 6:
CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR APPROVAL OF THE CONSENT AGENDA.
A. Approval of the Minutes of September 16, 1997 Regular Meeting and
September 23, 1997 Special Meeting.
B. Approval of Claims.
C. Consideration and Appropriate Action Relating to the Acceptance of an
Agreement for Municipal Street Lighting Service with Public Service
Owasso City Council
October 7, 1997
Company of Oklahoma for the Period July 1, 1997 through June 30,
1998, and Authorization for the Mayor to Execute the Document.
The consent agenda included minutes of the September 16, 1997 regular meeting and
September 23, 1997 special meeting, by reference made a part hereto. Item B on the consent
agenda included the following claims: (1) General Fund $31,230.49; (2) Workers Comp Self-
Insurance Plan $4,576.17; (3) Ambulance Service Fund $4,483.39; (4) E-911 Fund $1,879.00;
(5) Cemetery Care Fund $16,516.25; (6) City Garage $4,516.42; (7) Capital Improvements
$1,350.00; (8) Interfund Transfers $33,995.08; (9) Payroll #1 $127,057.55; (10) Payroll #2
$129,962.83; (11) City Garage Payroll #1 $2,633.42; (12) City Garage Payroll #2 $2,618.54.
Item C was removed from the agenda at the request of staff and PSO to allow for a more
thorough review of the contract, and will be placed on a later agenda for action. Dr Bode
moved, seconded by Mr Wilken, to approve the consent agenda with the removal of Item C.

ITEM 7:
CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
CONTRACT BETWEEN THE CITY OF OW ASSO AND A "THIRD PARTY
ADMINISTRATOR" FOR THE CITY'S WORKERS COMPENSATION SELF-
INSURANCE FUND.
Mr Harder presented the item in the absence of Ms Guthrie. The third party administrator is
a part of the risk management system the City utilizes for the self- insured workers compensation
fund. Quotes for this service were received from four vendors, and reviewed by the staff. Cost
for the service, as well as services provided, were considered in making a recommendation.
Staff recommended that the contract be awarded to United Safety & Claims Inc, a new provider
to the City. Mr Wilken moved, seconded by Dr Bode, to approve a one-year contract with
United Safety & Claims Inc, with provision for a one-year extension, to serve as the third party
administrator for the self-insurance workers compensation program, at a rate of .30 per $100
of payroll.

ITEM 8:
CONSID ERA TION AND APPROPRIATE ACTION RELATING TO COUNCIL
APPROVAL FOR THE EXPENDITURE OF FUNDS FOR SELF-INSURED
WORKERS COMPENSATION EXCESS COVERAGE.
Mr Harder said that excess insurance is another part of the risk management system utilized by
the City for the self-insured workers compensation program. The City purchases excess
insurance to pay for large claims in excess of its own funds, or re-insures the self-insurance
fund. Quotes were solicited and obtained from three vendors. The lowest and best quote was
received from National Insurance Company, which offers no limit per claim and allows
$1,000,000 of employers liability coverage. Mr Helm moved, seconded by Dr Bode, to award
a contract to National Union Insurance Company for the purchase of workers compensation
excess coverage, at a rate of .38 for $100 of payroll.

ITEM 9:
REPORT FROM CITY MANAGER
Mr Rooney thanked the Owasso Reporter for the coverage received relating to the block parties.
He introduced Robert Carr for an update on the traffic signals at 86th St N & Highway 169.
Mr Carr said that the control box on the west service road at the intersection has been damaged
and repairs will be made. During the time of repairs, which should take only one day, stop
signs will be placed at the service road and traffic will be allowed to flow continuously on
86th St. The police department will monitor the traffic during peak times.

REPORT FROM CITY COUNCILORS
Mayor Barnhouse introduced Hoot Marler, Scoutmaster ofWebelo Troop #898. The troop was
in attendance as a part of the requirements of their Citizen Activity badge. Each of the members
of the troop introduced themselves.
