HomeMy WebLinkAbout1999.01.26_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF SPECIAL MEETING Tuesday, January 26, 1999 The Owasso City Council met in special session on Tuesday, January 26, 1999 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting called on Monday, January 11, 1999, and Notice and Agenda filed in the office of the City Clerk and posted on the City Hall bulleting board at 4:00 p.m. on Monday, January 25, 1999. ITEM 1: CALL TO ORDER AND ROLL CALL. Mayor Bode called the meeting to order at 6:35 p.m. Councilors present: Denise Bode, Mayor; Mary Lou Barnhouse, Councilor; Melinda Voss, Councilor; Councilors absent: Mark Wilken, Vice Mayor; Duston Smith, Councilor. Others present: City Manager Jeff Hancock, Assistant City Manager Tim Rooney, City Clerk Marcia Boutwell, City Attorney Ron Cates, and Public Works Director Robert Carr. A quorum was declared present. ITEM 2: DISCUSSION OF W ASTEW A TER TREA TMENT PLANT DESIGN ENGINEERING SERVICES. Mr Carr discussed the procedure followed in the selection of an engineering firm to design the next phase of the wastewater treatment plant improvements. No action was requested or taken. ITEM 3: DISCUSSION OF RIGHT-OF-WAY ACQUISITION POLICY. Mr Carr explained the reason for the need of a right-of-way acquisition policy. ITEM 4: DISCUSSION RELATED TO SLUDGE REMOVAL. Mr Carr explained that the drying beds are full and that some solids will need to be removed. He estimates that ten truckloads will have to be removed each day for 2-3 weeks and then one truckload each week. He anticipates having a proposal to present to the Council at the second meeting in February. ITEM 5: DISCUSSION RELATED TO PRECISION COMPONENTS. Mr Hancock updated the Council on talks with Precision Components related to their purchase of the building they occupy and some anticipated expansion. Owasso City Council January 26, 1999 ITEM 6. TULSA TECHNOLOGY CENTER UPDATE. Mr Hancock updated the Council on talks with Tulsa Technology Center to locate a campus in the Owasso area. He said that Robert Tobias is working on a proposal. ITEM 7: REPORT FROM ASSISTANT CITY MANAGER. Mr Rooney reported on several items, including a permit for Verdegris Valley to service customers in certain parts of Ow as so, an expenditure for an additional building inspector, award of bids for two projects at the Owasso Sports Park, and the purchase of a vehicle for the additional building inspector. ITEM 8: DISCUSSION OF ITEMS RELATED TO PROPOSED CITY HALL AND POLICE FACILITY Mr Hancock discussed the options that have been discussed relating to the construction and/or relocation of a city hall and police facility. The options are still be looked at. ITEM 9: REPORT FROM CITY MANAGER. None. ITEM 10: ADJOURNMENT Ms Voss moved, seconded by Ms Barnhouse to adjourn.
