Thursday, December 12, 2019
The Owasso Economic Development Authority met in regular session on Thursday, December 12,
2019, at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice
of Public Meeting filed December 14, 2018, and the Agenda filed in the office of the City Clerk
and posted at City Hall, 200 S Main Street at 8:00 am on Tuesday, December 10, 2019.
1. Call to Order
Dee Sokolosky, Chair, called the meeting to order at 10:00 am.

4. Economic Development Strategic Plan Quarterly Report
Ms. Levo Feary presented the quarterly report for the Economic Development Strategic Plan
and discussion was held.
5. Report from OEDA Director
Ms. Levo Feary presented the Business Development report; Brian Dempster presented the
Monthly Building Development report; Roger Stevens presented the Public Works Project Status
Report; and Linda Jones presented the Monthly Sales Tax report. Discussion was held.
6. Report from OEDA Manager
Mr. Lehr reported on the Lights -On event at Redbud Festival Park; the City Council elections;
and the Grand Opening of Owasso Fire Safety Training Center. Discussion was held.
7. Report from OEDA Trustees

STATUS REPORT
January 7, 2020
• E 76 St N Widening (from U.S. Hwy169 to N 129 E Avenue)
- On December 2, 2019, ODOT approved the construction contract with
Crossland Heavy Construction.
- On January 16, 2020, City staff will conduct a public meeting to inform
citizens of the upcoming roadway improvements as well address
questions from the citizens.
- In late December 2019, City staff was informed by ODOT that roadway
construction would commence in late January 2020 rather than March
2020.
• Garnett Road Wideninq (from E 96 St N to E 106 St N)
- On September 3, 2019, ODOT approved the construction contract with
Becco Construction.
- On January 9, 2020, City staff will conduct a public meeting to inform
citizens of the upcoming roadway improvements as well as address
questions from the citizens.
- In late December 2019, City staff was informed by ODOT that roadway
construction would commence in mid - February 2020 rather than January
2020.
• Garnett Road Widening (E 106 St N to E 116 St N)
- Engineering design is 95% complete.
- Right of way and easement acquisition continues with completion
expected by January 2020; followed by utility relocation.
• E 106 St N and N 145 E Avenue Intersection Improvements
- Engineering design is 99% complete.
- Private utility relocation continues with completion expected by February
2020; followed by construction.
• E 116 St N & N 129 E Ave Intersection Improvements
- Engineering design is 95% complete.
- Per Tulsa County, the right of way and easement acquisition is complete.
- Private utility relocation continues with completion expected by January
2019.
- Per ODOT, the construction contract will advertise in February 2020 with
bid award in early April 2020.
- Roadway construction is anticipated to commence in June 2020.
• Central Park / Lakeridae Stormwater Improvements
- AEP completed relocation of underground powerlines.
- In August 2018, ONG completed their utility relocation.
- Staff is in the final stage of addressing the concerns with the last property.
Staff anticipates bid advertisement in early spring 2020.
• Rayola Park /Tributary 5A Stormwater Improvements
- On December 17, 2019, City Council approved construction construct with
Native plains Contracting, LLC
- Construction is scheduled to commence in February 2020.
• South Sports Park Regional Detention Facility and Mitigation Project
- Construction is scheduled to commence in mid - January 2020.
• Mingo and E 116 St N Intersection /E 116 St N from Mingo to Garnett Road
Improvements
- Engineering design is 95% complete.
- Right of Way and easement acquisition continues with completion
expected by February 2020; followed by utility relocation.
• E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave
Improvements
- E 1 16 St N roadway design is 60% complete.
- E 116 St N and Garnett Intersection design is 90% complete.
- E 116 St N roadway land acquisition is expected to be complete in
February 2020; followed by utility relocation.
- E 116 St N and Garnett Intersection land acquisition is expected to be
complete by February 2020; followed by utility relocation.
• E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements
- Engineering design is 95% complete.
- Right of Way and Easement acquisition commenced in May 2018 with
completion in August 2018.
- Private utility relocation continues with completion anticipated by mid -
January 2020.
- Bid advertisement is scheduled to occur in January 2020 with proposed
bid award in February 2020.
- Construction is anticipated to commence in May 2020.
• E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements
- Engineering design is approximately 857o complete with land acquisition
expected to commence in February 2020.
• Wastewater Treatment Plant Expansion
- Engineering design is approximately 90% complete. Engineering plans are
currently in review by ODEQ.
• Coffee Creek Lift Station & Force Main Improvements
- Engineering design is approximately 907o complete with land acquisition
underway.
• E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design has recently commenced with completion expected
in December 2019; followed by land acquisition.
- Engineering design is approximately 60% complete.
- ODOT commenced with the environmental study in November 2019;
followed by land acquisition.
• FY 2019 Street Rehabilitation Project
- Contractor has completed the road base, curb and gutter repairs in
Country Estates and Ator Heights. In addition, construction crew is
currently performing the necessary road base and gutter repairs in Lake
Ridge and Double Oaks.
- In Country Estates and Ator Heights, the asphalt overlay has commenced
and is scheduled to be complete by mid - January 2020.
- Street Rehab along E 76 St N from Birch Street to Owasso Expressway is
expected to begin in late January 2020.
