OW ASSO CITY COUNCIL
MINUTES OF SPECIAL MEETING
Tuesday, January 12, 1999
The Owasso City Council met in special session on Tuesday, January 12,1999 in the Lower Level
Conference Room at City Hall per the Notice of Public Meeting called on Tuesday, January 5, 1999,
and Notice and Agenda filed in the office of the City Clerk and posted on the City Hall bulleting
board at 3:00 p.m. on Monday, January 11, 1999.
ITEM 1:
CALL TO ORDER AND ROLL CALL.
Mayor Bode called the meeting to order at 6:34 p.m.
Councilors present: Denise Bode, Mayor; Mark Wilken, Vice Mayor; Mary Lou Barnhouse,
Councilor; Melinda Voss, Councilor; Duston Smith, Councilor. Councilors absent: none. Others
present: Assistant City Manager Tim Rooney, City Clerk Marcia Boutwell, Fire Chief Bob Allen,
Director of Golf Warren Lehr, Public Works Director Robert Carr, and Finance Director Sherry
Bishop.
A quorum was declared present.
ITEM 2:
DISCUSSION RELA TING TO THE PURCHASE OF MANUAL
DEFIBRILLATORS.
Chief Allen explained the difference between manual and automatic defibrillators, as well as the
defined use of each. Personnel required to use both types was discussed, and other items relating
to the purchase. No action was requested or taken.
ITEM 3:
DISCUSSION OF GOLF CART BIDS.
Mr Lehr informed the Council concerning the bids for new golf Calis. Bids were opened on January
12th and are being reviewed. He explained the differences in the bids received and the differences
in the various types of golf carts. He expects that the award of a bid will be on the February 2nd City
Council agenda.
76l'H STREET NORTH & HIGHWAY 169 UPDATE.
ITEM 4:
Mr Carr explained what has been done to date on the reconfiguration of the intersections at 76th St
N & Highway 169. He said that the engineers are still working on a solution that will be acceptable
to the City and to the business owners that will be affected.
ITEM 5:
DISCUSSION OF NEW APPOINTEE TO THE BOARD OF ADJUSTMENT.
Mr Rooney said that a member of the Board of Adjustment, John Phillips, has moved out of the city
limits and, as a result, has resigned from the Board. The Mayor asked for names to be suggested as

a replacement for Mr Phillips. An item for this appointment will be on the January 19th City Council
agenda.
ITEM 6:
REPORT FROM ASSISTANT CITY MANAGER.
Mr Rooney said that the citizen appointee has resigned from the recently created Comprehensive
Plan Update Committee and a replacement needs to be appointed. The Mayor requested that names
be submitted to her for consideration. An item for this appointment will be on the January 19th City
Council agenda.
Ms Bishop distributed copies of the audit report and explained that there will be a request on the
January 19th City Council, OPW A, & OPGA agendas for those bodies to receive the report.
Ms Boutwell reminded Councilors of the upcoming Chamber of Commerce banquet and asked that
the Councilors let her know by January 15th if they plan to attend.
Mr Rooney distributed building reports for the area, which showed the number of both residential
and commercial building permits, as well as the number of inspectors, for various communities in
the area. The Council briefly discussed the possibility of adding another inspector to the Community
Development Department because of the high number of new construction.
ITEM 7:
CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING
PERSONNEL MATTERS RELATING TO THE OFFICE OF THE CITY
MANAGER, SUCH EXECUTIVE SESSION PROVIDED FOR IN O.S. 25,
SECTION 307(B)(1).
Mr Wilken moved, seconded by Ms Barnhouse, to move into executive session for the purpose of
reviewing the 1998-99 employment contract between the City and the City Manager.

Motion carried 5-0, and the Council entered into executive session at 7:55 p.m.
Mr Wilken moved, seconded by Ms Vass, to terminate the executive session and return to open
seSSIOn.

Motion carried 5-0, and the Council returned from executive session at 8: 10 p.m.

Ms Voss moved, seconded by Mr Wilken to adjourn.
