MINUTES OF REGULAR MEETING
Tuesday, January 21, 2020
The Owasso Public Golf Authority (OPGA) met in regular session on Tuesday, January 21, 2020, in
the Council Chambers at Old Central, 109 North Birch, Owasso, Oklahoma, per the Notice of
Public Meeting filed Friday, December 13, 2019; and the Agenda filed in the office of the City
Clerk and posted at City Hall, 200 South Main Street, at 6:00 pm on Friday, January 17, 2020.

5. Consideration and appropriate action relating to bids received for the Bailey Ranch Golf
Club Bridge Renovation Project
Chris Cook presented the item, recommending rejection of all bids received for the Bailey
Ranch Golf Club Bridge Renovation Project. Staff will revise the bid specifications and re-
submit the project for bidding at a future date.
There were no comments from the audience. After discussion, Ms. Lewis moved, seconded
by Mr. Dunn to reject all bids, as recommended.

SUBJECT: Surplus Equipment and Authorization for Disposal

BACKGROUND:
The Owasso Public Golf Authority declares items surplus that have reached their end of life or are
no longer useful. An estimated value of $500 or more for the individual item requires Trustee
approval for disposal.
For several years, staff has utilized auction sites to dispose of surplus vehicles and equipment.
These sites act as an "auction broker." Both private individuals and public entities utilize these
online auctions as a tool to obtain the highest resale or salvageable price for items they can no
longer utilize.
Prior to utilizing online auctions, city staff collected and processed surplus items, then conducted
an onsite auction. This process took significant time and required many staff resources with very
little return. The onsite auctions were typically not well attended and items were sold for far less
than received via online auction sites.
HOW IT WORKS:
The following is the step -by -step process for online auctions followed by the OPGA:
• Trustees declare items, valued over $500, as surplus to the needs of the Authority;
• Digital pictures are taken and descriptions written for each item to be auctioned
• Staff determines length of auction;
• Staff includes acceptable methods of payment;
• Staff determines whether items can be shipped or would need to be picked up by
the purchaser /buyer;
• The auction is promoted on the City's website;
• At the end of the auction the highest bidder is notified. Arrangements are made for
shipping or pick -up of item once payment is received.
FEES:
There are fees to sell on most, though not all, auction sites. For some sites, there may be a set
fee, and for others there may be a percentage of the total sale price. Staff evaluates the items
to be sold to determine the best online option for auctioning.
ITEMS RECOMMENDED TO BE DECLARED SURPLUS:
The following equipment has been deemed as no longer needed to remain in service due to
age and /or condition and is being recommended to be declared surplus by the OPGA. Staff
has reviewed the Finance Department's "Book Value" of the vehicles /items, and values from the
"Kelley Blue Book" (when possible) to determine a minimum value for each item. The following is
the estimated value for each of the items:
• 1993 Jacobsen Turf Tractor (serial # A35264) - $1,000
• 1993 Anglemaster 2 Bedknife Grinder (serial # 8442) - $1,000
• 2005 Cushman Truckster Utility Vehicle (serial # 99003961) - $500
• 2007 Dixie Chopper 60" Zero -turn Mower (serial # 102) - $1,000
• 2008 Buffalo Turbine BT1000 Broadcast Topdresser (serial # 1058) - $2,000
• 2009 Tru -Turf 48" Greens Roller (serial # R11183) - $1,000
• 2014 Jacobsen Eclipse 322 Hybrid Riding Greens Mower with Verticut Reels
(serial # 6280301820) - $12,000
• 2014 Jacobsen AR3 Contour Rotary Mower (serial # KG00034) - $8,000
• 2014 Befco Wide -area Pull- behind Rotary Mower - $5,000
This equipment has been replaced or is no longer needed and no longer has value to the
organization. Also note, that many of these surplus items have been sitting outside in storage
and are continuing to depreciate, further losing value to the OPGA.
RECOMMENDATION:
Staff recommends declaring the following equipment as surplus to the needs of the OPGA and
approving of their disposal via online auction:
