Main (west side) at 11:30 am on December 5, 2019. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 pm. ITEM 2. Flag Salute ITEM 3. Presentation of the Character Trait of the Month - Generosity ITEM 5. Approval of Minutes from November 11, 2019 Regular Meeting. The Commission reviewed the minutes. Mr. Miller moved, seconded by Mr. Vines, to approve the minutes from the November 11, 2019 Regular Meeting. Preliminary /Final Plat - The Villages at A New Leaf Consideration and appropriate action relating to the request for the review of a final plat proposing one (1) lot in one (1) block on approximately 49.82 acres. The property is located near the southeast corner of East 86th Street North and North Memorial Drive. Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the November 20, 2019 meeting. Staff recommends approval of the final plat for The Villages at A New Leaf, subject to Staff and TAC recommendations. Discussion was held regarding an offsite sewer easement. Mr. Vines suggested that a note be placed on the plat stating that the sewer will be accessed offsite. Mr. Miller moved, seconded by Mr. Vines to approve the final plat for The Villages at A New Leaf, subject to any TAC and /or Staff recommendations and contingent on an offsite sewer easement. The property is located on the southwest corner of East 76th Street North and North 161s' East Avenue. Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the November 20, 2019 meeting. Staff recommends approval of the final plat for Stone Creek of Owasso, subject to Staff and TAC recommendations Mr. Vines moved, seconded by Mr. Miller, to approve the final plat for Stone Creek of Owasso, subject to the any Staff and /or TAC recommendations. The property is located northeast of the intersection of East 106th Street North and Garnett Road. Parker Village is a mixed -use development with commercial, single family and multifamily elements. The project is divided up into one - hundred - twenty (120) lots in seven (7) blocks. Lot 1, Block 7 consists of the area denoted in the PUD for multi - family uses and Lot 1, Block 6 consist of the area denoted for commercial uses. The remaining lots and blocks are identified for single - family residential uses. The plat consists of three (3) reserve areas, "A ", "B" and "C ". Reserve area "A" is identified as a detention and recreation area, while "B" and "C" will be landscape areas inside the single - family portion of the development. Reserve area "A" will also contain a natural wetland area and a larger stand of native trees which will remain and serve as a buffer with the Maple Glen neighborhood to the north. All of the reserve areas will be maintained by the Homeowners Association established with Covenants, Conditions, and Restrictions (CCR's) in the plat. All of the single family lots conform to the dimensional allowances under PUD 17 -01 A. The Plat provides an internal collector road connecting Garnett Road with North 106th East Avenue. Perimeter and interior utility easements are shown on the Plat that will allow utilities adequate access to provide and maintain service to the proposed development. Stormwater detention has been accounted for with the large detention area denoted as Reserve area "A" on the plat. All internally streets will be public and dedicated to the City. Amenities will be provided in this development as per PUD 17 -01 A. The City of Owasso will provide water service to Block 6 and 7, while the remaining blocks (single family residential area) will have water provided by Washington County Rural Water District #3. The City of Owasso will provide sanitary sewer, Fire, Police, and EMS services to the entirety of the development. The development that occurs on the subject property shall adhere to all subdivision, zoning, and engineering requirements of the City of Owasso. RECOMMENDATION: Staff recommends approval of the Preliminary Plat for Parker Village. SANITARY SEWER SERVICE (1) THE OWNER SHALL BE RESPONSIBLE FOR THE PROTECTION OF THE PUBLIC SANITARY SEWER FACILITIES AND SHALL PREVENT THE ALTERATION OF GRADE IN EXCESS OF THREE (3) FEET FROM THE ORIGINAL CONTOURS OR ANY CONSTRUCTION ACTIVITY WHICH MAY INTERFERE WITH PUBLIC SANITARY SEWER FACILITIES. SAID ALTERATION OF GRADE RESTRICTIONS SHALL BE LIMITED TO EASEMENT AREAS. Perimeter and interior utility easements are shown on the Plat that will allow utilities adequate access to provide and maintain service to the proposed development. Stormwater Detention has been accounted for in the regional detention pond being constructed by the City in the Owasso sports park. All internally streets will be public and dedicated to the City. There are no amenities provided within this Plat, as it has straight RS -3 zoning and is not part of a Planned Unit Development (PUD), which would have required amenities. The City of Owasso will provide water, sanitary sewer, Fire, Police, and EMS services to the proposed residential development. The development that occurs on the subject property shall adhere to all subdivision, zoning, and engineering requirements of the City of Owasso.
