HomeMy WebLinkAbout2020.02.10_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, February 10, 2020 The Owasso Planning Commission met in regular session on Monday, February 10, 2020 at Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 10:00 am on February 6, 2020. ITEM 1. CALL TO ORDER Mr. Miller called the meeting to order at 6:00 pm. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT Tim Miller Dr. Loving David Horton David Vines A quorum was declared present STAFF Brian Dempster Julie Lombardi Marsha Hensley Karl Fritschen Daniel Dearing Alexa Beemer ABSENT Chad Balthrop ITEM 4. Presentation of the Character Trait of the Month - Tolerance ITEM 5. Approval of Minutes from December 9, 2019 Regular Meeting. The Commission reviewed the minutes. Mr. Miller moved, seconded by Mr. Horton, to approve the minutes from the December 9, 2019 Regular Meeting. A vote on the motion was recorded as follows: YEA: Mr. Horton, Mr. Miller, Mr. Vines, Dr. Loving NAY: None Motion carried 4 -0. ITEM 6. Preliminary Plat - Parker Village Consideration and appropriate action relating to the request for the review of a preliminary plat proposing one hundred twenty (120) lots in seven (7) blocks on approximately 57.52 acres. The property location is 10701 North Garnett Road. Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the January 15, 2020 meeting. The applicant of the property was present to address any questions. Staff recommends approval of the preliminary plat. Discussion was held regarding concerns with the most northern access, right -in, right -out possibly causing traffic issues. Mr. Miller questioned the applicant about the possible stacking of cars if this OWASSO PLANNING COMMISSION February 10, 2020 Page No. 2 development will be a gated community. Also discussed was the distance between the two entrances along Garnett Road. Mr. Dempster explained that the applicant has agreed to an eighty (80) foot entrance instead of a one - hundred two (102) foot entrance. Mr. Dempster also stated that the distance between the two entrances meets the zoning code requirements. Pushing the access further to the north will place it approximately 20 feet further from the southern access. Mr. Miller moved, seconded by Mr. Vines to approve the preliminary plat for Parker Village, subject to any TAC and /or Staff recommendations. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mr. Horton, Mr. Miller, Mr. Vines NAY: None Motion carried 4 -0 ITEM 7. Final Plat - Abbott Farms II Consideration and appropriate action relating to the request for the review of a final plat proposing fifty (50) lots in five (5) blocks on approximately 13.09 acres. The property is located east of the northeast corner of E 106th St N and N Mingo Rd between the Owasso Sports Park and the railroad tracks. Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the January 15, 2020 meeting. The applicant was present to address any questions. Staff recommends approval of the final plat for Abbott Farms II Dr. Loving moved, seconded by Mr. Miller, to approve the final plat for Abbott Farms II, subject to the any Staff and /or TAC recommendations. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mr. Horton, Mr. Vines, Mr. Miller NAY: None Motion carried 4 -0 ITEM 8.
