HomeMy WebLinkAbout2020 10_COVID 19 Pandemic_declareing Civil Emergency_2020.03.17Tulsa County Clerk - Michael Willis ,_�•' '•6c Doc p 2020028478 Page(s): 2 03/30/2020 09:10:20 AM '• e.,�. ;• Receipt p 20 -17534 *pktnHOMp Fee: $ 20.00 cnY yr UWASSO, OKLAHOMA RESOLUTION 2020 -10 ORDER PROCLAIMING EXISTENCE OF A CIVIL EMERGENCY WHEREAS, on March 11, 2020, the World Health Organization (WHO) declared the coronavirus COVID -19 disease to be a pandemic; and WHEREAS, on March 13, 2020, the President of the United States declared a National Emergency; due to the COVID-19 Virus pandemic; and WHEREAS, on March 15, 2020, the Governor of the State of Oklahoma has declared an emergency caused by the impending threat of COVID -19 to the people of this State and the public's peace, health and safety; and WHEREAS, as of the date of this Proclamation there have been 17 confirmed cases of COVID -19 within the State of Oklahoma and 3 confirmed cases in Tulsa County; and WHEREAS, the Centers for Disease Control (CDC) has issued Interim Guidance for Mass Gatherings or Large Community Events which recommends putting into action strategies for postponing or canceling events; and WHEREAS, the CDC advised certain American cities and counties to limit public gatherings of ten (10) people; and WHEREAS, it is my duty as Mayor to protect the health and safety of the City and its inhabitants, to preserve the peace, and to provide civil defense and emergency functions; and WHEREAS, Part 11, Chapter 3, Special Event Permitting, of the Owasso Code of Ordinances regulates the issuance of special event permits; Section 11 -302 of that Chapter allows the promulgation of additional rules and regulations of a special event permit, such as revocation for a perceived threat to public health, safety or welfare. THEREFORE, BY THE POWER VESTED IN ME AS MAYOR OF THE CITY OF OWASSO, I HEREBY PROCLAIM THE EXISTENCE OF A CIVIL EMERGENCY IN THE CITY OF OWASSO AND FURTHER, IT IS HEREBY DECLARED AND ORDERED, AS FOLLOWS: 1. All events or gatherings of ten (10) people or more, excluding City Council and other City Boards, Commissions, and Authorities, in or on a City -owned or City- operated facility or property, are hereby banned, until at least April 14, 2020, when the pandemic emergency will be reassessed; and 2. All special event permits, issued under the authority of Part 11, Chapter 3, Special Event Permitting, and revocable permits with projected attendance of ten (10) people or more, are hereby revoked, and as of this date, no further such special event permits shall be issued and no such special events may be held in or on a City -owned or City- operated facility or property until at least April 14, 2020, when the pandemic emergency will be reassessed. 3. The following City of Owasso facilities will remain open for individual access, however all public and private gatherings, meetings, and events of ten (10) people or more, in or on a City -owned or City- operated facility or property, are hereby postponed and /or cancelled until the expiration of this emergency declaration: Owasso City Hall Owasso Community Center Owasso Fire Departments Owasso Public Works Facilities Owasso Police Department Owasso Parks* and Recreation (facilities and events) Owasso Support Services Bailey Ranch Public Golf Club Old Central (109 North Birch) * Park Patrons are highly encouraged to use discretion in all parts of the park facility playgrounds and open spaces, when crowded conditions exist. 4. All in- person gatherings for social, spiritual and recreational purposes, including but not limited to community, civic, public, leisure, faith - based, or sporting events, concerts, festivals, conventions, fundraisers, and similar activities are strongly discouraged, per CDC recommendations, until the expiration of this emergency declaration. 5. Restaurants, bars, and other privately owned gathering places are highly encouraged to ensure at least six (6) feet of space,. per CDC recommendations, is available to each patron. 6. This state of emergency shall take effect March 17, 2020 and continue until 6:30 PM April 14, 2020; unless terminated earlier by further resolution.
