Thursday, February 13, 2020
The Owasso Economic Development Authority met in regular session on Thursday, December 12,
2019, at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice
of Public Meeting filed December 14, 2018, and the Agenda filed in the office of the City Clerk
and posted at City Hall, 200 S Main Street at 5:00 pm on Tuesday, February 11, 2019.
1. Call to Order
Dee Sokolosky, Chair, called the meeting to order at 10:00 am.

the monthly sales tax report. Discussion was held.

Mr. Lehr mentioned the results from the recent school board election and the Owasso school
bond issue.
Discussion was held regarding the 76th Street widening project.

STATUS REPORT
March 3, 2020
• E 76 St N Widening (from U.S. Hwv169 to N 129 E Avenue)
- On December 2, 2019, ODOT approved the construction contract with
Crossland Heavy Construction.
- Public utility relocation and roadway improvements are scheduled to be
complete by April 2021.
- At this time, the contractor is installing reinforced concrete stormwater
structures and metal casing for water line infrastructure across E 76th St N.
• Garnett Road Widening (from E 96 St N to E 106 St N)
- On September 3, 2019, ODOT approved the construction contract with
Becco Construction.
- Construction commenced on February 17th, 2020 with completion
expected by May 2021.
- Construction is underway with contractor installing water line on the east
side of Garnett.

Garnett Road Widening (E 106 St N to E 116 St N
- Engineering design is 95% complete.
- Right -of -way and easement acquisition is 99% complete.
- Once right -of -way is secured, utility companies will be given a Notice to
Proceed to start relocating their utilities.
• E 106 St N and N 145 E Avenue Intersection Improvements
- Engineering design is 99% complete.
- Private utility relocation continues with completion expected by April
2020; followed by construction.
C E 116 St_N&_N 129 E Ave Intersection Improvements
- Engineering design is 95% complete.
- Per Tulsa County, the right of way and easement acquisition is complete.
- Private utility relocation is complete.
- Per ODOT, the construction contract advertised in February 2020 with bid
award in early April 2020.
- Roadway construction is anticipated to commence in June 2020.
• Centr_al. Park / Lakeridge Stormwater Improvements
- AEP completed relocation of underground powerlines.
- In August 2018, ONG completed their utility relocation.
- Staff is in the final stage of addressing the concerns with the last property
owner. Staff anticipates bid advertisement in early spring 2020.
0 Rayola Park /Tributary 5A Stormwater Improvements
On December 17, 2019, City Council approved construction construct
with Native plains Contracting, LLC
Construction commenced in February 2020.
Contractor has mobilized and work is underway clearing trees in
preparation of grading work.
• South Sports Park Regional Detention Facility and Mitigation Project
- Construction is scheduled to commence in mid - January 2020.
- Tree and brush removal is complete.
- Contractor has commenced with dirt removal as well grading.
• Minao and E 116 St N Intersection /E 116 St N from Minao to Garnett Road
Improvements
- Engineering design is 95% complete.
- Right of Way and easement acquisition continues with completion
expected by April 2020; followed by utility relocation.
E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave
Improvements
- E 116 St N roadway design is 60% complete.
- E 1 16 St N and Garnett Intersection design is 90% complete.
- E 116 St N roadway land acquisition is expected to be complete in
March 2020; followed by utility relocation.
- E 116 St N and Garnett Intersection land acquisition is expected to be
complete by May 2020; followed by utility relocation.
• E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements
- Private utility relocation is complete.
- City staff will recommend bid award on March 3rd, 2020.
- Construction is anticipated to commence in April 2020.
E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements
- Engineering design is approximately 90% complete.
- Land acquisition commenced in February 2020 with completion
anticipated in February 2021.
• Wastewater Treatment Plant Expansion
- Engineering design is approximately 90% complete. Engineering plans are
currently in review by ODEQ.
• Coffee Creek Lift Station & Force Main Improvements
- Engineering design is approximately 95% complete.
- Land acquisition is expected to be complete by March 2020; followed by
construction.
- City engineers have sent documents to ODEQ for approval and are
expecting to have the permit within 30 days.
- Project is anticipated to be advertised within 45 -60 days.
• E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design has recently commenced with completion expected
in December 2019; followed by land acquisition.
- Engineering design is approximately 60% complete.
- ODOT commenced with the environmental study in November 2019;
followed by land acquisition.
• FY 2019 Street Rehabilitation Proiect
- Base, curb and gutter repairs are complete in Double Oaks with milling
and asphalt overlay expected the week of March 2nd thru March 6th.
- 90% of base, curb and gutter repairs are complete in Lakeridge.
- Street rehab improvements on E 76th St N from Birch to US 169 are
expected to commence on March 25th 2020.
• E 96 St Drainage Improvements
- In July 2019, City Council approved a construction contract with Dirtwurx,
LLC in the amount of $252,593.88.
- Construction commenced in October 2019 with completion expected in
May 2020.
- Currently, E 96 St N is closed between N 109th E Ave and N 111 E Ave. Road
closure is allowing the contractor to install reinforce concrete stormwater
boxes underneath E 96 St N. Contractor anticipates having E 96 St N fully
open to the public by March 13th, 2020.
