HomeMy WebLinkAbout1998.04.14_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF SPECIAL MEETING Tuesday, April 14, 1998 The Owasso City Council met in special session on Tuesday, April 14, 1998 in the Lower Level Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Wednesday, April 8, 1998, and Addendum to Agenda posted on the City Hall bulletin board at 11:00 a.m. on Monday, April 13, 1998. ITEM 1: CALL TO ORDER AND ROLL CALL. Mayor Barnhouse called the meeting to order at 6:33 p.m. an declared a quorum present. COUNCILORS PRESENT Mary Lou Barnhouse, Mayor Tracy Standridge, Vice Mayor Michael Helm, Councilor (in at 7: 15) Denise Bode, Councilor Mark Wilken, Councilor COUNCILORS ABSENT None STAFF PRESENT Rodney J Ray, City Manager Ronald D Cates, City Attorney OTHERS PRESENT Melinda Voss, Councilor-Elect Allen Harder, Human Resources (staff) ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING PERSONNEL MATTERS RELATING TO THE OFFICE OF THE CITY MANAGER. SUCH EXECUTIVE SESSION PROVIDED FOR IN O.S. 25. SECTION 307(B)(1). Dr Standridge moved, seconded by Mr Wilken, to move into executive session for the purpose of discussing personnel matters related to the office of City Manager. AYE: NAY: Standridge, Wilken, Bode, Barnhouse None Motion carried 4-0 and the Council moved into executive session at 6:34 p.m. Councilor-elect Voss, Mr Harder and Mr Cates were invited to participate in the executive session. Councilor Helm arrived at 7: 15 p.m. Out of executive session at 9:05 p.m. ITEM 4: CONSIDERATION. DISCUSSION AND APPROPRIATE ACTION RELATING TO THE SELECTION. EMPLOYMENT. COMPENSATION. BENEFITS. AND ALL OTHER MA TIERS HAVING TO DO WITH THE EMPLOYMENT OF A CITY MANAGER FOR THE CITY OF OWASSO. Dr Bode moved, seconded by Mr Helm, that Mr Harder be instructed to pursue negotiations with Mr Jeff Hancock for the purpose of employment as City Manager. Owasso City Council April 14, 1998 AYE: NAY: Bode, Helm, Wilken, Standridge, Barnhouse None Motion carried 5-0. ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A MOWING CONTRACT FOR U.S. HIGHWAY 169 RIGHT-OF- WAY. Mr Ray said that the contractor who was awarded the bid by the City Council on March 17 to mow the U.S. Highway 169 right-of-way, has notified staff that he will be unable to accept the contract. Staff recommended that the contract be awarded to the next low bidder. Dr Standridge moved, seconded by Mr Wilken, to award a contract for mowing the U.S. Highway 169 right-of-way to Mr Marty Tilson of BrushHog Services, at a cost of $1650 per mowing, and authorize payment of same. AYE: NAY: Standridge, Wilken, Helm, Bode, Barnhouse None Motion carried 5-0. ITEM 5: DISCUSSION OF ISSUES OF IMPORTANCE TO THE CITY OF OWASSO. Several items were briefly discussed. No action was requested nor taken on any item. ITEM 6: ADJOURNMENT Mr Wilken moved, seconded by Dr Bode to adjourn.
