That the President of the Board of Trusties of the Town of Owasso, Oklahoma, be and he is hereby authorized and directed to call a special election to be held in the "'own of Owanao on the 17th day of September, 1968, for the purpnas of submitting to the registered qualified voters thereof the following proposition; "Shall Ordinance La. 103, adopted the 27th day of Aul;ust, 1968, leving and assessing an excise tax of one percent (3,%) upon the Gross proceeds or groas receipts derived from all isles tay.:able under the sales tax law of Oklahoma, including any and all amendments to and revisions thereof and enumerating certain sales presently included therein; Frovidir exemptions exempted by the ::ales 'fax Law of Oklahoma including any and all wmendments to and revisions t:iereof and enumerating certain exemptions presently included therein; ✓p:ecifying when such taxes are payable; Adopting a bracket system; Providing such taxes constitute superior claims; Providing vendor duty to collect such `town :'also 'fax; Requiring returns and reirdttances and providing discounts to colledtors; Providing interest and penalties for delinquent payment of taxes; Providing for waiver of interest and penalties; Providing for submission of clai me for refund of erroneous payments; Providing penalties for fraudulent returns; Providing that records shall be confidential and privileged; Providing for aTerdments to the Ordinance; Froviciinw that taxes collected hereunder si,a11 be cumulative; Providing for severability of the sections of this ordinance; iefining terms; Defining word "town "; Defining Tax Collector; el'stablishing Classification of taxpayers; Ttatifying subsist- ing State pen<dts; T°.stablishing purposes for which revenues collected hereunder shall be expended; Establishing effective date of the Ordinance; :Providing that Ordinance small riot become effective unless 7sal.es tax ordinance is approved by registered qualified voters of the Town of Owasso; and x =stablishing citation of the Ordinance, be AY!'itO'JED". 2. That such call for said election shall be by proclamation signed by the President of the Hoard of 'rustees and attested b3 the `Down Clerk setting forth the date of the election; the proposition to be voted on at such election; the ballots for the registered qualified voters which set forth the proposition above mentioned to be voted upon substantially as set out in part 1 hereof, the time of opening and closing the polls; the number and location of polling places; the names of precinct officers, residents of the precinct who shall conduct said election, which officers shall consist of inspector, judge and clerk for each polling place; which officers shall also act as counters and certify the results to the County Election hoard; who shall canvass the election, and certify the results thereof as required by law. 3. That by reason of the eminent need of the town of Owasso for additional funds for the support of the functions of the municipal government of the Town of Owasso, an emergency is declared to exist by reason whereof this resolution shall become effective immeuiately fbori and after its passaT,e, and approval. with the emergency clause ruled upon separately and a;proved this 27th day Aup;ust, 1968, by the Hoard of `trustees of the Town of :wasso, Oklahoma.
