To request on accommodation due to a disability, contact the City Clerk at least 48 hours prior to the scheduled meeting by phone 918- 376 -1502 or by email to istever)s@cityofowosso.com 2 OWASSO ECONOMIC DEVELOPMENT AUTHORITY Minutes of Regular Meeting Thursday, May 14, 2020 The Owasso Economic Development Authority met in regular session on Thursday, May 14, 2020, at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed December 13, 2019, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 S Main Street at 5:00 pm on Tuesday, May 12, 2020. As a result of the COVID -19 Pandemic and the immediate local health threats posed by such pandemic, each member of the Authority attended the meeting via teleconferencing and this meeting was available for public viewing through YouTube Live Stream. 1. Call to Order Dee Sokolosky, Chair, called the meeting to order at 10:01 am. PRESENT Dee Sokolosky via teleconference, Chair Skip Mefford via teleconference, Vice Chair Gary Akin via teleconference, Secretary Lyndell Dunn via teleconference, Trustee Bryan Spriggs via teleconference, Trustee Absent David Charney via teleconference, Trustee Dirk Thomas via teleconference, Trustee A quorum was declared present via teleconference [Title 25, Ok. Stat. 307.1(C)(2)]. 2. Consideration and appropriate action relating to a request for Trustee approval of the Consent Agenda. All matters listed under "Consent' are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable. A. Approve minutes of the March 12, 2020, regular meeting B. Approve claims C. Accept monthly financial reports Mr. Mefford moved to approve the Consent Agenda, seconded by Dr. Spriggs. YEA: Dunn, Sokolosky, Spriggs, Mefford, and Akin NAY: None Abstain: None Motion carried: 5 -0 3. Consideration and appropriate action relating to items removed from the Consent Agenda None 4. Consideration and appropriate action relating to the proposed FY 2020 -21 Hotel Tax Fund 3% Budget Ms. Levo Feary presented the item and discussion was held. Dr. Spriggs moved to recommend the proposed FY 2020 -21 Hotel Tax Fund 3% budget to the City Council with anticipated revenues to reflect $183,000, seconded by Mr. Mefford. May 14, 2020 YEA: Dunn, Spriggs, Mefford, and Akin NAY: Sokolosky Abstain: None Motion carried: 4 -1 S. Consideration and appropriate action relating to the proposed Resolution No. 2020 -01 approving the OEDA FY 2020 -21 Annual Operating Budget Ms. Levo Feary presented Resolution No. 2020 -01 approving the OEDA FY 2020 -01 Annual Operating Budget. Discussion was held. Mr. Dunn moved to approve Resolution 2020 -01 as recommended, seconded by Dr. Spriggs. YEA: Dunn, Sokolosky, Spriggs, Mefford, and Akin NAY:None Abstain: None Motion carried: 5 -0 6. Report from OEDA Director Ms. Levo Feary referred to the reports included in the agenda packet. Linda Jones gave the monthly sales tax report. Discussion was held. 7. Report from OEDA Manager none 8. Report from OEDA Trustees none 9. Mai Owayso, OK 74055 City of Owasso Public Work Department STATUS REPORT July 7, 2020 • E 76 St N Widening (from U.S. Hwv169 to N 129 E Avenue) - On December 2, 2019, ODOT approved the construction contract with Crossland Heavy Construction. - Water line relocation is approximately 98% complete. - Contractor has concrete paved the two (2) eastbound lanes from N 120th E Ave to the Baptist Children's Home access point. - Public utility relocation and roadway improvements are scheduled to be complete by April 2021. • Garnett Road Widenina (from E 96 St N to E 106 St N) - On September 3, 2019, ODOT approved the construction contract with Becco Construction. - Water line relocation and stormwater improvements continue along Garnett Rd. - Shoo -fly for the bridge work has been installed and bridge replacement will commence in July 2020. - Public utility relocation and roadway improvements are scheduled for completion by May 2021. • Garnett Road Widening (E 106 St N to E 116 St N - Engineering design is 95% complete. - Right -of -way and easement acquisition is 99% complete. - Once right -of -way is secured, utility companies will be given a Notice to Proceed to start relocating their infrastructure. • E 106 St N and N 145 E Avenue Intersection Improvements - Bid advertisement occurred in June 2020 with bid opening in July 2020. - Roadway construction is anticipated to commence in September 2020 with completion by March 2021. • E 116 St N & N 129 E Ave Intersection Improvements - On April 6th, 2020, ODOT approved the roadway construction contract with Crossland Heavy Construction. - Roadway construction commenced in late June with completion scheduled for January 2021. • Central Park / Lakeridae Stormwater Improvements - Staff anticipates bid advertisement in July with proposed bid award in September 2020. - Construction is expected to commence in November 2020 with completion by January 2021. • South Sports Park Regional Detention Facility and Mitigation Project - Construction commenced in mid - January 2020. - Dirt work continues with the mitigation project on the overflow cells. • Mingo and E 116 St N Intersection /E 116 St N from Minao to Garnett Road Improvements - Engineering design is 95% complete. - Right of Way and easement acquisition continues with completion expected by July 2020; followed by utility relocation. • E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave Improvements - E 116 St N roadway design is 60% complete. - E 116 St N and Garnett Intersection design is 90% complete. - E 116 St N roadway land acquisition is expected to be complete in July 2020; followed by utility relocation. - E 116 St N and Garnett Intersection land acquisition is expected to be complete by July 2020; followed by utility relocation. • E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements - On March 3, 2020, City council awarded roadway construction contract to Crossland Heavy Contractors. - Construction commenced on May 4, 2020 with completion expected by February 2021. - Contractors are installing stormwater infrastructure, working on the new bridge structure. Additionally, contractors are working on the installation of the Washington County Rural water line. • E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements - Engineering design is approximately 90% complete. - Land acquisition commenced in February 2020 with completion anticipated in February 2021. • Wastewater Treatment Plant Expansion - Engineering design is approximately 95% complete. Engineering consultant has addressed the comments from ODEQ. Construction permit is expected to be issued in early July 2020. - Bid advertisement is scheduled in July 2020 with bid award anticipated in September 2020. • Coffee Creek Liff Station & Force Main Improvements - Project advertised in June 2020 with bid opening on July 2nd, 2020. - Staff is currently reviewing the bids and will have a recommendation at the July 21St, 2020, City Council meeting. • E 106 St N and N 129 E Ave Intersection Improvements - Engineering design has commenced with completion expected in December 2020; followed by land acquisition. - Engineering design is approximately 80% complete. - ODOT environmental study commenced in November 2019 with completion by August 2020; followed by land acquisition. • Elm Creek Pond Improvements - Bid advertisement occurred in June with proposed bid award in July 2020. - Construction is expected to commence in September with completion by January 2021. • Owasso Market Sanitary Sewer Improvements - Bid advertisement occurred in May 2020 with bid opening in June 2020. - Lowest bid exceeded engineering estimate by 21 %. As a result, staff will recommend to reject all bids and rebid sometime in late fall or early winter of this year. • FY 2020 Street Rehabilitation Proiect - Bid advertisement will occur in July with proposed bid award in August 2020. - Construction is anticipated to commence in October 2020 with completion by August 2021. • Hale Acres Sanitary Sewer Improvements - Bid advertisement occurred in May 2020 with bid proposal in July 2020. - Construction is anticipated to commence in September 2020 with completion by February 2021.
