To request on accommodation due to a disability, contact the City Clerk at least 48 hours prior to the scheduled meeting by phone 918 -376 -1502 or by email to is tevensftifvofowosso. cam OWASSO ECONOMIC DEVELOPMENT AUTHORITY Minutes of Regular Meeting Thursday, July 9, 2020 The Owasso Economic Development Authority met in regular session on Thursday, July 9, 2020, at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed December 13, 2019, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 S Main Street at 5:00 pm on Tuesday, July 7, 2020. Call to Order Dee Sokolosky, Chair, called the meeting to order at 10:00 am. PRESENT Dee Sokolosky, Chair Skip Mefford, Vice Chair Gary Akin, Secretary David Charney, Trustee Bryan Spriggs, Trustee Dirk Thomas, Trustee A quorum was declared present. Absent Lyndell Dunn, Trustee 2. Election of Chair Dr. Thomas moved to appoint Mr. Mefford as Chair, seconded by Dr. Spriggs YEA: Charney, Sokolosky, Spriggs, Mefford, Akin, and Thomas NAY:None Abstain: None Motion carried: 6 -0 3. Election of Vice Chair Dr. Spriggs moved to appoint Mr. Charney as Vice Chair, seconded by Dr. Thomas YEA: Charney, Sokolosky, Spriggs, Mefford, Akin, and Thomas NAY: None Abstain: None Motion carried: 6 -0 4. Consideration and appropriate action relating to items removed from the Consent Agenda None Report from OEDA Director Ms. Levo Feary referred to the reports included in the agenda packet. Ms. Levo Feary recognized Dee Sokolosky for his term as Chair of OEDA. An update was given on business meetings and protocol being followed due to COVID-19. Ms. Levo Feary is working to schedule Dr. Dart for August 4{h, 2020 Workforce Owasso meeting. Invitations will go out to all that may want to participate. It will be via a Zoom call. Economic Development is continuing to send out surveys to all businesses. Brian Dempster gave update on Monthly Building Report and introduced Alexa Beemer as the new City Planner. Discussion was held. Roger Stevens gave update on Public Works Projects. Discussion was held Linda Jones gave status on monthly sales tax report. Discussion was held. 8. Report from OEDA Manager Mr. Lehr reported on continued staff awareness and preparedness related to COVID-19. Discussion was held A citizen requested to address members of the OEDA. John Houston spoke about Home Owner Associations having questions regarding COVID -19 and the correct procedures for notifying proper personnel if individuals within a neighborhood test positive. Mail Sf.- Owasso -, OIC 74055 City of Owasso Public Work Department STATUS REPORT August 13, 2020 • E 76 St N Widening (from U.S. Hwv169 to N 129 E Avenue) - On December 2, 2019, ODOT approved the construction contract with Crossland Heavy Construction. - Roadway construction commenced in February 2020 with completion expected in April 2021. - Water line relocation is complete. - Contractor has concrete paved the two (2) eastbound lanes from N 117th E Ave to N 128th E Ave. • _Garnett Road Widening (from E 96 St N to E 106 St N) - On September 3, 2019, ODOT approved the construction contract with Becco Construction. - Roadway construction commenced in February 2020 with completion expected in May 2021. - Waterline relocation and stormwater improvements continue along Garnett Rd. - New bridge structure is under construction and expected to be complete with the next 50 -days. • Garnett Road Widening (E 106 St N to E 116 St N - Engineering design is 95% complete. - Right -of -way and easement acquisition is 99% complete. - Once right -of -way is secured, utility companies will be given a Notice to Proceed to start relocating their infrastructure. • E 106 St N and N 145 E Avenue Intersection Improvements - Bid advertisement occurred in June 2020 with bid opening in July 2020. - Roadway construction is anticipated to commence in September 2020 with completion by March 2021. - Bid advertisement occurred in June with bid opening on July 29, 2020. - Roadway construction is anticipated to commence September 2020 with completion by March 2021. • E 116 St N & N 129 E Ave Intersection Improvements - On April 6th, 2020, ODOT approved the roadway construction contract with Crossland Heavy Construction. - Roadway construction commenced in late June 2020 with completion scheduled for January 2021. - Contractor is currently relocating rural water lines as well as installing stormwater infrastructure. • Wastewater Treatment Plant Expansion - Engineering design is approximately 98% complete. On July 27th, 2020, ODEQ issued the permit to construct. - Bid advertisement is scheduled in August 2020 with bid opening in October 2020. - Construction is expected to commence in January 2021 with completion by January 2023. • Coffee Creek Liff Station & Force Main Improvements - Project advertised in June 2020 with bid opening on July 2nd, 2020. - On August 18th, 2020, staff will recommend the bids be rejected due to the lowest bid exceeding the engineering estimate by $1 million. - Staff anticipates rebidding the project in January 2021. • E 106 St N and N 129 E Ave Intersection Improvements - Engineering design has commenced with completion expected in December 2020; followed by land acquisition. - Engineering design is approximately 60% complete. - ODOT environmental study commenced in November 2019 with completion by August 2020; followed by land acquisition. • Elm Creek Pond Improvements - On July 21, 2020, City Council awarded the bank stabilization contract to Native Plains Excavation. - Construction is expected to commence in September 2020 with completion by January 2021. • Owasso Market Sanitary Sewer Improvements - Bid advertisement occurred in May 2020 with bid opening in June 2020. - Lowest bid exceeded engineering estimate by 21 %. As a result, OPWA rejected the bids in July 2020. - Staff anticipates rebidding the project in January 2021. • FY 2020 Street Rehabilitation Project - Bid advertisement occurred in July with proposed bid award in September 2020. - Construction is anticipated to commence in October 2020 with completion by August 2021. • Hale Acres Sanitary Sewer Improvements - On July 7, 2020, City Council awarded sanitary sewer rehab contract to T &G Excavating. - Construction is anticipated to commence in September 2020 with completion by February 2021.
