Thursday, September 10, 2020
The Owasso Economic Development Authority met in regular session on Thursday, September 10,
2020, at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice
of Public Meeting filed December 13, 2019, and the Agenda filed in the office of the City Clerk
and posted at City Hall, 200 S Main Street at 5:00 pm on Tuesday, September 8, 2020.
Call to Order
Skip Mefford, Chair, called the meeting to order at 09:59 am.

A quorum was declared present.
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item from
the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable.

4. Economic Development Strategic Plan Quarterly Report
Ms. Levo Feary presented the Quarterly Report. The EDSP Annual Report will be presented
at the October meeting.
5. Presentation of Owasso Strong Neighborhood Initiative 2020 Annual Report
Mr. Lehr presented the Strong Neighborhood 2020 Annual Report. Discussion was held.
6. Report from OEDA Director
Ms. Levo Feary referred to the reports included in the agenda packet
Brian Dempster gave an update on the monthly Building Report. Discussion was held.
Roger Stevens gave an update on Public Works Projects. Discussion was held.
Linda Jones gave an update on the monthly Sales Tax Report. Discussion was held.

STATUS REPORT
October 8, 2020
• E 76 St N Widening (from U.S. Hwv169 to N 129 E Avenue)
- On December 2, 2019, ODOT approved the construction contract with
Crossland Heavy Construction.
- Roadway construction commenced in February 2020 with completion
expected in April 2021.
- Water line relocation is 99% complete.
- in addition, contractor is removing the existing or old west bound roadway
in order to establish grade and roadway base for the new concrete lanes.
• Garnett Road Widening (from E 96 St N to E 106 St N)
- On September 3, 2019, ODOT approved the construction contract with
Becco Construction.
- Roadway construction commenced in February 2020 with completion
expected in May 2021.
- Water line relocation continues on the 24" supply line running adjacent to
Garnett Rd.
- Stormwater improvements continue along Garnett Rd. and the offsite
drainage to the west toward Honey Creek.
- The sanitary sewer line to cross Garnett Road north of the Bailey Medical
Center entrance has been installed. An additional line near E 101St Place
North will be replaced shortly with a larger line to overcome grade issues.
- New bridge structure is complete. Furthermore, the asphalt pavement was
placed on a portion of the southbound lanes. As a result, concrete
pavement will follow shortly after from E 1015} Place North to
approximately E 105 St N.
• Garnett Road Widening (E 106 St N to E 116 St N
- Engineering design is 95% complete.
- Right -of -way and easement acquisition is 99% complete.
- Once right -of -way is secured, utility companies will be given a Notice to
Proceed to start relocating their infrastructure.
• E 106 St N and N 145 E Avenue Intersection Improvements
- On August 18th, 2020, City Council approved the roadway construction
contract with Diversified Civil Contractors, LLC.
- Roadway construction will commence on November 2, 2020 with
completion by April 2021.
• E 116 St N & N 129 E Ave Intersection Improvements
On April 6th, 2020, ODOT approved the roadway construction contract
with Crossland Heavy Construction.
- Roadway construction commenced in June 2020 with completion
scheduled for January 2021.
- Contractor is currently installing stormwater infrastructure. In addition,
several sections of concrete lanes have been installed on East 116th Street
North and North 129th East Avenue.
• Central Park / Lakeridge Stormwater Improvements
- Staff anticipates bid advertisement in October with proposed bid award in
November 2020.
- Construction is expected to commence in January 2021 with completion
by January April 2021.
• South Sports Park Regional Detention Facilitv and Mitiaation Proiect
- Construction commenced in January 2020 with completion scheduled
for December 2020.
- The mitigation project is approximately 90% complete. Dirt work and
block wall construction continues in the mitigation cells.
- In addition, the main detention pond outlet structure is under
construction, as well as dirt removal from the footprint of the detention
facility.
• Mingo and E 116 St N Intersection /E 116 St N from Minao to Garnett Road
Improvements
- Engineering design is 95% complete.
- Right -of -way and easement acquisition completed in July 2020.
- Utility relocation will commence once the private utility companies
complete the work from Garnett Road to North 1291h East Avenue.
E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave
Improvements
- Engineering design is 90% complete.
- Right -of -way and easement acquisition completed in July 2020.
- Utility relocation commenced in August 2020 with completion
anticipated by August 2021; followed by roadway construction.
• E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements
- On March 3, 2020, City council awarded roadway construction
contract to Crossland Heavy Contractors.
- Construction commenced on May 4, 2020 with completion expected
by February 2021.
- Contractor has moved traffic onto the new westbound lanes as work
along the eastbound lanes is now underway, including subgrade work
and stormwater pipe installation.
• E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements
- Engineering design is approximately 90% complete.
- Land acquisition commenced in February 2020 with completion
anticipated in February 2021.
• Wastewater Treatment Plant Expansion
- Engineering design is approximately 99% complete. On July 27th, 2020,
ODEQ issued the permit to construct.
- Bid advertisement occurred in September 2020 with bid opening in
November 2020.
- Construction is expected to commence in January 2021 with completion
by January 2023.
• Coffee Creek Liff Station & Force Main Improvements
- Project advertised in June 2020 with bid opening on July 2nd, 2020.
- On August 18th, 2020, City Council rejected the bids due to the lowest bid
exceeding the engineering estimate by $1 million.
- Staff anticipates rebidding the project in December 2020.
• E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design has commenced with completion expected in
December 2020; followed by land acquisition.
- Engineering design is approximately 60% complete.
- ODOT environmental study was completed in August 2020.
Land acquisition is expected to commence within the next 30 -45 days.
• Elm Creek Pond Improvements
- On July 21, 2020, City Council awarded the bank stabilization contract to
Native Plains Excavation.
- Construction is scheduled to commence in October 2020 with completion
by February 2021.
• Owasso Market Sanitary Sewer Improvements
- Bid advertisement occurred in May 2020 with bid opening in June 2020.
- Lowest bid exceeded engineering estimate by 21%. As a result, OPWA
rejected the bids in July 2020.
- Staff anticipates rebidding the project in December 2020.
• FY 2020 Street Rehabilitation Project
- On September Ist, 2020, City Council awarded the street rehab contract
to Grade Line Construction, LLC.
- Construction is scheduled to begin on October 12. Work will start in
Original town on Elm and Dogwood, with additional work on E 86th Place, E
85th Street. Once complete, work will commence in Three Lakes.
• Hale Acres Sanitary Sewer Improvements
- On July 7, 2020, City Council awarded sanitary sewer rehab contract to
T &G Excavating.
- Construction commenced in August 2020 with completion scheduled by
January 2021.
- East -West line has been replaced.
- Project is 75% complete with work continuing along to N 106 E Ave.
