Thursday, October 8, 2020
The Owasso Economic Development Authority met in regularsession on Thursday, October 8, 2020,
at City Hall in the Community Room, 200 S Main Street, Owasso, Oklahoma per the Notice of Public
Meeting filed December 13, 2019, and the Agenda filed in the office of the City Clerk and posted
at City Hall, 200 S Main Street at 5:00 pm on Tuesday, October 6, 2020.
Cali to Order
Skip Mefford, Chair, called the meeting to order at 9:59 am.

A quorum was declared present.
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent' are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item from
the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable.

4. Presentation of the 2020 Economic Development Strategic Plan (EDSP) Annual Report
Ms. Levo Feary presented the EDSP Annual Report. Discussion was held.
5. Report from OEDA Director
Ms. Levo Feary referred to the reports included in the agenda packet. Discussion was held.
6. Report from OEDA Manager
Mr. Lehr commented on property tax valuation and COVID -19; Owasso is seeking
ceritifcaiton as a Fire Wise community; our Finance Department was awarded the certificate
of achievement for excellence in financial reporting for the 2019 Comprehensive Annual
Financial Report. Discussion was held.
7. Report from OEDA Trustees
Mr. Sokolosky recognized Linda Jones on conservative budgeting and commented on the
2020 Census. Discussion was held. Ms. Levo Feary commented on the Owasso Reporter
location. Discussion was held.

STATUS REPORT
November 12, 2020
• E 76 St IN Widening (from U.S. Hwvl69 to N 129 E Avenue)
- On December 2, 2019, ODOT approved the construction contract with
Crossland Heavy Construction.
- Roadway construction commenced in February 2020 with completion
scheduled in April 2021.
- The concrete paving for the eastbound lanes is complete.
- The northern section of the bridge is 75% complete.
- The concrete paving for the westbound lanes from N 120th E Ave to
approximately N 129th E Ave has begun.
• Garnett Road Widening (from E 96 St N to E 106 St N)
- On September 3, 2019, ODOT approved the construction contract with
Becco Construction.
- Roadway construction commenced in February 2020 with completion
scheduled in May 2021.
- The 24" water line relocation is complete and in service.
- Stormwater improvements continue along Garnett Road.
- The sanitary sewer line crossing Garnett Road near E 101St Place North has
been replaced with a larger line to overcome grade issues and capacity
needs.
- Concrete pavement has been placed from the Bailey Medical Campus
entrance to approximately E 105 St N.
- Roadway preparation from Bailey Medical Campus entrance to the south
continues.
• Garnett Road Widenina (E 106 St N to E 116 St N
- Engineering design is 95% complete.
- Right -of -way and easement acquisition is 99% complete.
- Once the right -of -way is secured, utility companies will be given the
Notice to Proceed to start relocating their infrastructure.
• E 106 St N and N 145 E Avenue Intersection Improvements
- On August 18th, 2020, City Council approved the roadway construction
contract with Diversified Civil Contractors, LLC.
- Roadway construction commenced on November 2, 2020, with
completion by May 2021.
- Public Works staff held a public meeting on October 26th discussing the
phasing and duration of the project.
- The first phase of work will include the relocation of the Washington
County Rural Water District # 3 water lines and installation of Stormwater
piping.
• E 116 St N & N 129 E Ave Intersection Improvements
- On April 6th, 2020, ODOT approved the roadway construction contract
with Crossland Heavy Construction.
- Roadway construction commenced in June 2020 with completion
scheduled for January 2021.
- Contractor completed the relocation of the 12" sanitary sewer force main.
- Contractor is currently installing sections of concrete paving at the
intersection.
• Central Park / lakeridae Stormwater Improvements
- Staff anticipates bid advertisement in December with a proposed bid
award in January 2021.
- Construction is expected to commence in February 2021 with completion
by May 2021.
• South Sports Park Regional Detention Facilitv and Mitigation Proiect
- Construction commenced in January 2020 with completion scheduled
for December 2020.
- The mitigation project is approximately 95% complete. Dirt work and
block wall construction continues in the mitigation cells.
- In addition, the main detention pond outlet structure is complete.
• Mingo and E 116 St N Intersection /E 1.1.6 St N from Mingo to Garnett Road
Improvements
- Engineering design is 95% complete.
- Right -of -way and easement acquisition completed in July 2020.
- Utility relocation will commence once the private utility companies
complete the work from Garnett Road to North 129th East Avenue.
• E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave
Improvements
- Engineering design is 90% complete.
- Right -of -way and easement acquisition completed in July 2020.
- Utility relocation commenced in August 2020 with completion
anticipated by August 2021; followed by roadway construction.
• E 116 St N from approximately N 129 E Ave to N 135 E Ave Improvements
- On March 3, 2020, City council awarded roadway construction
contract to Crossland Heavy Contractors.
- Construction commenced in May 2020 with completion expected by
January 2021.
- Contractor continues to install concrete paving with completion at
approximately 757o.
• E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements
- Engineering design is approximately 90% complete.
- Land acquisition commenced in February 2020 with completion anticipated in
February 2021.
• Wastewater Treatment Plant Expansion
- Engineering design is approximately 99% complete. On July 271h, 2020,
ODEQ issued the permit to construct.
- Bid advertisement occurred in September 2020 with bid opening on
November 5th, 2020.
- Construction is expected to commence in January 2021 with completion
by January 2023.
• Coffee Creek Liff Station & Force Main Improvements
- Project advertised in June 2020 with bid opening on July 2nd, 2020.
- On August 18th, 2020, City Council rejected the bids due to the lowest bid
exceeding the engineering estimate by $1 million.
- Staff anticipates rebidding the project in November or December 2020.
• E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design has commenced with completion expected in
December 2020; followed by land acquisition.
- Engineering design is approximately 70% complete.
- ODOT environmental study was completed in August 2020.
- Right -of -way plans are expected to be complete in November 2020.
- Land acquisition is expected to commence in December 2020 with
completion by September 2021.
• _Elm Creek Pond Improvements
- On July 21, 2020, City Council awarded the bank stabilization contract to
Native Plains Excavation.
- Construction commenced in October 2020 with completion expected by
February 2021.
- Contractor has commenced with tree removal along the southern
embankment.
- In addition, the contractor will start removing silt from the pond and
regrade the slope of the embankment, once weather conditions allow for
such work to be performed.
• Owasso Market Sanitary Sewer Improvements -
- Bid advertisement occurred in May 2020 with bid opening in June 2020.
- Lowest bid exceeded the engineering estimate by 21 %. Asa result, OPWA
rejected the bids in July 2020.
- Staff anticipates rebidding the project in November or December 2020.
• FY 2020 Street Rehabilitation Project
- On September 1st, 2020, City Council awarded the street rehab contract
to Grade Line Construction, LLC.
- Construction commenced in October 2020 with completion expected by
July 2021.
- Dogwood Street is approximately 60% complete and work on E 86th PI N is
approximately 75% complete. Once complete, the contractor will move
to Elm Street and E 85th PI.
