SUBJECT: UPDATE ON OKLAHOMA NATURAL GAS PROJECT

BACKGROUND:
The Owasso Economic Development Authority has received a request from Don Hudson, Lakeside
Insurance Agency, Disney, Oklahoma, to release any financial claim to the proceeds of Federal Kemper
Life Assurance Company Policy Number FK1859010, Jerry Fidler, Woods Precision Products, Inc.,
Insured.
The original policy was with Mr. Loal Fiel's Insurance Company in Owasso and is evidently in the
process of being transferred to Mr. Hudson's agency. In 1991, the OEDA assisted Woods Precision
Products, Inc. with acquiring a loan through the Oklahoma Department of Commerce which was
satisfied in full some time ago. The beneficiary status of the OEDA needs to be cleared from Mr.
Fidler's policy as no obligation to the OEDA exists.
RECOMMENDATION:
Staff recommends the OEDA release any and all claim to the above - referenced insurance policy, along
with a letter to all parties involved indicating the OEDA's release of claim.

The purpose of this correspondence is to advise you that the Owasso Economic Development
Authority, during its regular meeting, September 12, 1996, voted unanimously to release any
and all claim to the proceeds of Federal Kemper Life Assurance Company Policy Number
FK1859010, Mr. Jerry Fidler, Woods Precision Products, Inc., Insured.
The OEDA assisted Woods Precision Products, Inc. with acquisition of economic development
financing from the Oklahoma Department of Commerce in 1991. To our knowledge, any
financial obligation of Woods Precision Products, Inc. to the OEDA has been satisfied in full.
As such, the OEDA releases any financial claim to the proceeds of Mr. Fidler's life insurance
policy.

RESOLUTION NO 96 -01
A RESOLUTION AUTHORIZING THE INCURRENCE OF DEBT IN AN
AMOUNT NOT TO EXCEED $1,500,000.00; WAIVING COMPETITIVE
BIDDING; AUTHORIZING THE NEGOTIATED PLACEMENT OF SUCH
NOTE WITH RCB BANK OF OWASSO; AND AUTHORIZING THE
CHAIRMAN, VICE- CHAIItMAN, AND SECRETARY TO EXECUTE ANY
AND ALL DOCUMENTS NECESSARY TO ACCOMPLISH THE
FOREGOING.
WHEREAS, the Trustees of the Owasso Economic Development Authority (the "Authority")
are empowered under its trust indenture (the "Trust Indenture ") and under Title
60, Oklahoma Statutes, Sections 176 through 180.4 (the "Act "), to issue the
Authority's indebtedness for qualified purposes:
WHEREAS, Oklahoma Natural Gas, Inc. has by written application asked that the Authority
consider their request that the Authority approve a project to be financed with the
proceeds of an issue of the Authority's indebtedness in the amount not to exceed
$1,500,000.00 to finance the construction of a facility for lease to Oklahoma
Natural Gas, Inc. (the "Lessee "), a 14,043 square foot facility located on
approximately 15.7 acres of land in Oak Tree Business Park, within the corporate
limits of the City of Owasso, Oklahoma (the "Project ").
WHEREAS, the Authority has reviewed the application and has determined that the Project is
consistent with the purposes of its Trust Indenture and the Act and has considered
the request that the Authority's indebtedness be placed at RCB Bank of Owasso,
in Owasso, without competitive bidding;
WHEREAS, in connection with the Project and in accordance with the Authority's commitment
to participate in the financing thereof, to be evidenced in writing (the
"Commitment Letter "), it is necessary for the Authority: (i) to enter into a certain
Loan Agreement (the "Loan Agreement "), bearing September 16, 1996 or other
agreed upon dating, between the Authority and RCB Bank of Owasso (the
"Bank "), and pursuant thereto to obtain certain borrowings in the original
principal amount of up to $1,500,000.00 with said borrowings to be evidenced
by the Authority's Promissory Notes (the "Authority Note "), of like date, and
bearing interest at a variable annual rate of interest equal from day to day to the
National Prime Rate as hereinafter defined (the "Exempt Floating Rate ").
National Prime Rate of interest shall be effective with respect to this Note as of
the date upon which any change in such rate of interest shall first be published
in the Southwest edition of the Wall Street Journal. Interest shall be computed on
the basis of a year of 360 days but assessed only for the actual number of days
elapsed, and payable in 180 monthly installments of principal and interest (ii) to
enter into, a Mortgage, a certain Loan Agreement and Assignment of Lease and
Rents (the "Assignment ") of like dating, encumbering the Premises as described
in the Mortgage and granting necessary security interests therein, (iii) to enter
into a certain Financing Statement to perfect the Bank's various security interests;
(iv) to furnish a certain Project Bank Account Resolution, (v) to execute and
deliver such other and further instruments and certifications as may be required
in connection therewith; and (vi) to designate and empower Alan G. Anderson,
Authority Chairman, Frank Enzbrenner, Authority Vice Chairman, and Brenda
Lawrence, Authority Secretary, to act on behalf of the Authority as required in
connection with the foregoing, and
WHEREAS, it is necessary that all said documents and instruments and such others as may be
necessary to the transaction be approved and their execution by the Trustees, or
the Chairman or Vice - Chairman, and the Secretary, as appropriate and as the case
may be, be authorized and directed.
NOW THEREFORE BE IT RESOLVED BY THE TRUSTEES OF TIME OWASSO
ECONOMIC DEVELOPMENT AUTHORITY, as follows:
1. The Trustees of the Authority have found that:
(a) the Project is consistent with the purposes of its Trust Indenture and the Act
and is hereby approved;
(b) the Authority has determined that it is advisable and in the public interest and
within the powers and authority vested in the Authority under the Act and the
Trust Indenture to finance the costs of the Project;
(c) the placement without competitive bidding of the indebtedness evidenced by
the Authority Note is consistent with the Trust Indenture and the Act.
2. The aforesaid Project Bank Account Resolution is hereby approved and authorized
and direction given for its execution and delivery by the Trustees;
3. The Lease Agreement with Oklahoma Natural Gas, Inc., the Loan Agreement,
the Authority Note, the Mortgage, and the Assignment of Leases and Rents are
hereby approved and authorization and direction is hereby given for such
executions and deliveries as may be required thereof or therefor for and on behalf
of the Authority by the Chairman or Vice - Chairman and the Secretary, as the
case may be;
4. Any Financing Statements, are hereby approved and authorization and direction
is hereby given for their execution and delivery for and on behalf of the Authority
by the Chairman or Vice - Chairman and the Secretary, as appropriate, and as the
case may be;
5. The Chairman or Vice - Chairman and /or the Secretary, as appropriate and as the
case may be, are authorized and directed to execute and deliver for and on behalf
of the Authority, such documents and instruments as may be necessary to the
transaction which do not require the signatures of a majority of the Trustees, but
which otherwise require execution by the Authority; and
6. This resolution shall take effect and is contingent upon (i) the City Council of
Owasso's approval of the Project after notice and public hearing; (ii) the approval
of the Authority's issuance of indebtedness and waiver of competitive bidding by
the City Council of Owasso.
APPROVED, PASSED AND ADOPTED this 12th day of September, 1996, at a regular
meeting of the Board of Trustees of the Owasso Economic Development Authority, held at 9:00
o'clock a.m. at 207 South Cedar, City of Owasso, Tulsa County, Oklahoma, at which a majority

SUBJECT: RECOMMENDATION FOR BID AWARD OF OWASSO ONG ROADWAY AND
UTILITY IMPROVEMENTS AND ONG WORK CENTER
DATE: August 30, 1996
BACKGROUND:
The Owasso Economic Development Authority recently advertised for competitive bids for the
construction of the Oklahoma Natural Gas (ONG) Work Center and the ONG Utility and Roadway
Improvements, including water, sanitary sewer, and roadway. Bids for the ONG Work Center were due
July 30, 1996 at 2 p.m. and at that time were publicly opened and read aloud. Ten bids were received.
Brown Construction of Tulsa, Oklahoma was the apparent low bidder at $1,028,000.00. The bid
tabulation sheet for this project has been labeled Attachment One and has been made a part of this
memorandum.
In addition to the base bid to construct the Work Center, Oklahoma Natural Gas requested bids for
several alternative items, including an extension of the warehouse area, additional sod and irrigation,
lockers in bathrooms, and additional window blinds. The entire construction bid from Brown
Construction, with alternative items, is $1,082,344.00.
Bids for the Owasso ONG Utility and Roadway Improvements were due August 20, 1996 at 2 p.m. and
at that time were publicly opened and read aloud. Nine bids were received. Yocham Enterprises of
Sapulpa, Oklahoma was the apparent low bidder at $339,903.70. The bid tabulation sheet for this
project has been labeled Attachment Two and has been made a part of this memorandum.
Ron Cates has advised us that the OEDA cannot enter into contract with the general contractors prior
to loan closing. It appears at this time that loan closing will occur sometime after September 16,
therefore, in order to award the bids ahead of time, we will need to inform the successful bidders that
the bid award is contingent upon loan closing. Successful bidders should also be advised not to
mobilize, pay any up -front costs, or begin any process relating to construction until further notice from
the OEDA. In addition, there are some concerns relating to construction of the roadway improvements
which the City Manager will discuss with the Authority.

RECOMMENDATION:
Staff recommends award of the ONG Work Center bid to Brown Construction of Tulsa, Oklahoma in
the amount of $1,082,344.00, contingent upon loan closing. Staff further recommends award of the
utilities portion of the contract to Yocham Enterprises of Sapulpa, Oklahoma in the amount of
$339,903.70, contingent upon loan closing.

1996 -97 STRATEGY AND LONG -RANGE GOALS
FINAL DRAFT - SEPTEMBER 3 1996
BACKGROUND:
Founded as a public trust in October 1987, the Owasso Economic Development Authority
(OEDA) has been instrumental in the economic growth of Owasso. The overarching goal of the
OEDA over its nine -year history has been creation of jobs and diversification of the job base for
the community's increasing population. The OEDA works with prospects to identify and make
use of Oklahoma's many economic development incentive programs for relocating and expanding
businesses, provides assistance with financing business development, and secures Community
Development Block Grant monies to finance infrastructure improvements as they relate to
economic development.
A major factor in the OEDA's success has been Owasso's geographic location. Located only five
miles from Tulsa International Airport, three miles from Cherokee Industrial Park, seven miles
from the Tulsa Port of Catoosa's inland waterway, and directly between the north -south routes
of U.S. Highway 75 and U.S. Highway 169, Owasso is in the center of the highest job growth
area in Oklahoma. Economic development successes include the relocation of National Steak and
Poultry from City of Industry, California and expansion in Owasso of Grove, Oklahoma -based
Precision Components. Unprecedented population growth (56.58 percent from 1980 -1990) has
contributed to a healthy housing market, a hard- working, well - educated labor force, and
substantial growth in household income. Average income in an Owasso household in 1990 was
$38,709; average income in 1996 was $48,866.
Challenges facing the OEDA include the absence of a developed business /industrial park, lack
of venture capital, and a lack of speculative buildings for prospect occupancy. The organization
must also shift its focus slightly to review and develop ways in which it may assist existing
business and industry and, in doing so, constantly monitor the city's business environment to
determine if the needs of Owasso businesses are being met. In addition, consideration must be
given to prospect development, including identification of the types of business and industry that
would best blend into the Owasso business community.
While much has been achieved through past economic development efforts, future success will
depend upon planning, anticipating, and preparing for the economic development needs of
Owasso. The following strategy, which includes the OEDA's vision for the future, clearly
articulated goals and objectives, and an underlying commitment to excellence will position the
organization to excel in economic development.

MISSION
The mission of the Owasso Economic Development Authority (OEDA) is to encourage, promote,
and enhance economic development in the Owasso area through retention and expansion of
existing businesses and to market Owasso to those businesses identified by the OEDA as viable
prospects.
VISION
The Owasso Economic Development Authority, a public trust charged with the responsibility of
creating economic development opportunities in the Owasso area, shall foster a business - friendly
environment in Owasso by providing leadership, innovative ideas, and quality, timely economic
development services to our customers -- existing and prospective Owasso businesses. In doing
so, the OEDA shall promote the economic vitality of Owasso, enhance and diversify the job base
of the Owasso community, and assure current and future residents an option to live and work
in Owasso.
GOALS OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY

ASSEMBLE AN ECONOMIC DEVELOPMENT "TOOLBOX"
Essential to informed prospect decision making is up -to -date, reliable information. The ability
to quickly and professionally supply customers with data to make economic development
decisions is paramount to the success of the OEDA. A comprehensive, continually updated
"toolbox" of economic development tools will enable economic development staff and OEDA
trustees to proactively provide the most accurate information possible to prospects and clients.
TASK 1. CREATION OF THE OWASSO COMMERCIAL PROPERTY DATABASE
The Owasso Commercial Property Database will be created to catalog all
commercial buildings and properties for sale or lease in the Owasso area. Staff
and trustees shall work with local real estate companies to catalog and update all
commercial property available in Owasso at any given time. Tasks include
construction of a computerized inventory of property and buildings and a
corresponding paper file with photographs, maps, and other pertinent information.
A courtesy call to the real estate company or the property owner will be made at
the first of each month for the purpose of updating, adding, and deleting
information. Pricing information will be included at the discretion of the property
owner or real estate agent. No proprietary information contained in the computer
database or paper file will be shared with any individual other than the prospect
and the listing owner or agent.
TASK 2. DEVELOPMENT OF PROPOSAL COMPONENTS
Proposal components that are well - written, accurate, and meet the decision
making needs of prospects should be kept on file at all times for use in proposal
development. Proposal format and components should be reviewed and updated
every six months or as new data is received. Components should include, but not
be limited to, current demographic information, a profile of the city of Owasso,
a description of the OEDA and its goals, information on relocation incentives, site
maps and descriptions, labor force information, information about the Owasso
Public School System, information about the Tulsa Technology Center's
capabilities, utility information, and success stories of other Owasso businesses.

TASK 4. PUBLISH GUIDE FOR THE NEW BUSINESS OWNER
Many economic development prospects with which the OEDA has contact are
entrepreneurs considering the option of opening their own business. An easy -to-
read guide detailing important aspects for prospective business owners to consider
before "start-up" would provide information necessary to help prospects make
informed business decisions. The guide should include information relating to the
initiation of utility services, building inspections, local codes for remodelling,
occupancy permit requirements, zoning information, "Yellow Page" deadlines,
and contact points for regulatory agencies such as the Fire Marshal, Health
Department, Oklahoma Department of Environmental Quality, and the Building
Inspector. The information must be compiled and presented so that the reader is
assisted and can easily make contact with companies and agencies to facilitate the
"start-up" period. The guide will be distributed through the City of Owasso,
Chamber of Commerce and OEDA to all prospects interested in starting their own
business.

TASK 5. RECRUIT AND ORGANIZE PROSPECT TEAM
While a well - written, concise proposal is an important tool in recruiting economic
development prospects, a crucial element of any economic development program
should be a plan for meetings and tours with prospects. A specialized team which
would meet with prospects to discuss and answer questions relating to their
specific area of expertise is the most efficient way to conduct the prospect
meeting and tour. The prospect team should work under the direction of a team
leader, who shall be the OEDA Chairman. Other team members will be selected
according to their field of expertise and their desire to be genuinely involved in
the economic development process. Fields of expertise that should be incorporated
into the team include: Commercial Real Estate, Finance, Utilities, Private Sector
Business, and Government. The team should be appointed at the discretion of the
team leader for a term that coincides with the term of the Chairman's
appointment.
RETAIN AND SERVE NEEDS OF EXISTING BUSINESSES
Refocusing importance upon existing business and industry is critical to future economic
development success. Retaining and assisting existing businesses is an often overlooked
component of the economic development effort. Historically, much of the business growth in a
community occurs in industries already established in the community. The OEDA must make
itself available to these businesses, who may need expansion assistance and advocacy with
challenging business issues. Building relationships with the current business base not only
assures that the OEDA is available during times of change and flux but ensures that the business
will remember the positive relationship should relocation become a consideration. Another
rationale for building strong relationships with existing businesses is that representatives from
businesses relocating or expanding to the Owasso area from other cities will often contact
existing business owners to determine whether the business environment is favorable in the
community. Building and sustaining relationships with the existing industry base will ensure a
positive response from Owasso business owners to prospects considering Owasso as a location.

TASK 1. CREATION OF THE OWASSO INDUSTRIAL VISITATION TEAM
Through well- managed recruitment and use of business leader volunteers, the
OEDA will form the Owasso Industrial Visitation Team and will oversee one -on-
one visits to Owasso area businesses on behalf of the OEDA. The objectives of
the visitation program include:
1) Reinforcing the city's positive business environment and fostering
goodwill between the public and private sectors by recognizing and
expressing appreciation for the impact of existing businesses on the local
economy.
2) Identifying urgent needs and challenges facing existing businesses.
3) Offering a network for the follow -up and resolution of needs and concerns
through the Owasso Economic Development Authority. Some form of
follow -up and referrals is expected for all of the volunteers' corporate
visits.
4) Identifying and promoting expansion opportunities, leading to new job
creation and capital investment.
5) Identifying potential retention projects needing special assistance.
6) Tracking and analyzing trends related to visit results (i.e. common
problems or concerns) that will assist in community strategic planning for
positive economic growth.
'n Facilitating awareness of various business assistance programs that can be
utilized by existing industry.
8) Involving 12 or more volunteers per year in community economic
development, providing these participants the opportunity to become better
educated and informed about the overall business environment of Owasso,
Oklahoma.
The Owasso Industrial Visitation Team will include two representatives from the
following fields or disciplines: utilities, finance, taxes and transportation, labor
and education, sites, and government.

TASK 2. SURVEY EXISTING BUSINESS AND INDUSTRY
A survey of existing businesses will be developed for use by the Owasso
Industrial Visitation Team to determine existing business needs and the perceived
advantages and disadvantages of doing business in Owasso. The surveys should
identify immediate needs and concerns, as well as anticipated future events and
plans. From the immediate needs category, staff will construct a "hot list" of
requests and follow up with information or assistance in a timely manner.
TASK 3. PUBLISH A "DIRECTORY OF EXISTING INDUSTRY"
Publishing a "Directory of Existing Industry" would not only provide exposure
to area industries and manufacturers which they might not receive otherwise, but
would be an excellent method of acquainting the community with the businesses
and industries located in our area and the products they manufacture. Prospects
could utilize the directory to contact company owners directly to discuss the
Owasso business environment.
TASK 4. HEIGHTEN AWARENESS OF THE OEDA
Heightened awareness of the OEDA and its vision, mission, and goals will create
an atmosphere of trust and acceptance which will be beneficial to the organization
as it attempts to forge relationships with existing business and industry and those
to follow. An on -going public relations effort assures that the business community
and Owasso citizens understand the OEDA's mission and purpose. Increased
awareness can be accomplished through carefully planned publicity relating to
OEDA activities, seeking opportunities to speak to civic clubs and organizations,
and recognizing opportunities to network and celebrate the OEDA's successes.
Examples include continuing to spotlight and recognize an Owasso Business of
the Quarter and planning a 10th Anniversary Celebration for the OEDA during
October, 1997.
TASK 5. CREATE OWASSO INDUSTRIAL NETWORK
Maintaining on -going contact with existing business and industry through a
regular (monthly or quarterly) meeting with key business leaders can also help
keep the OEDA abreast of current business issues and concerns. The Owasso
Industrial Network would create an opportunity to meet, network, and discuss
issues within the business community that the OEDA could help address. The
format would consist of breakfast, lunch, or dinner, a speaker, and an open
question- and -answer session.

IDENTIFY AND ASSIST ECONOMIC DEVELOPMENT PROSPECTS
While the OEDA's 1996 -97 Strategy refocuses attention on existing business and industry, the
responsibility to identify and assist businesses interested in relocating or expanding to the
Owasso area continues. Owasso has been fortunate to attract prospects because of strategic
location to a variety of transportation options, proximity to the Tulsa metropolitan area, an
excellent business environment, and a renowned quality of life and community spirit. However,
the OEDA must give thought to planned economic growth, namely, which types of business and
industry best correspond to the city's business atmosphere and which businesses would best
employ the human and natural resources of the community. Owasso needs industries that will
enhance the city's image, be good corporate citizens, and create jobs that will provide the best
opportunities for the future growth and prosperity of Owasso's citizenry.
TASK 1. INVOLVEMENT IN ECONOMIC DEVELOPMENT ASSOCIATIONS AT
STATE AND LOCAL LEVELS
The OEDA is a member of the Northeast Oklahoma Economic Development
Association ( NOEDA), a consortium of area economic development agencies that
collectively attends industry trade shows and shares prospect information obtained
at these events. Additionally, NOEDA assists its member communities by
responding to requests for information about the area, in effect marketing many
economic development organizations at the same time. The OEDA should
continue to seek involvement and membership in economic development
associations, including the Oklahoma Economic Development Council (OEDC),
and the Governor's Economic Development Team.

PLANNING FOR THE FUTURE - LONG -RANGE GOALS
Many challenges and opportunities face the OEDA and the City of Owasso, including
development of an industrial/business park and speculative buildings, community image
improvement, and development of a comprehensive marketing plan for the OEDA. While many
of these goals will take years to accomplish, the OEDA must begin now exploring methods to
achieve them. Setting long -range goals will also provide guidance, continuity, and direction to
our organization as we move toward the future.
TASK 1. EXPLORE OPTION OF BECOMING AN OKLAHOMA CERTIFIED CITY
The process of becoming an Oklahoma Certified City is a two -year process that
requires communities to plan in five important areas: human resources, economic
development, government organization, community services, and community
facilities. Benefits of the program are many, but most important is the critical
attention given to planning for the future. As Owasso continues to experience
growth, the Oklahoma Certified Cities program would be beneficial to community
leaders as they forecast and plan for future population growth. In addition, only
those cities who have been certified through the program are eligible to apply for
certain grants which could be of benefit to future development of the community.
TASK 2. INVOLVEMENT IN COMMUNITY IMAGE IMPROVEMENT
The OEDA's involvement in community development and image improvement is
critical to economic development success. The OEDA must begin seeing our
community through the eyes of our customer -- the prospect who has never been
to Owasso before. The OEDA should work with the City of Owasso and its
Community Development Department to identify ways in which the organization
can positively impact community image.

TASK 3. DEVELOPMENT OF A COMPREHENSIVE MARKETING PLAN
A comprehensive marketing plan will assist the OEDA in capitalizing upon the
unique strengths of the community and communicating the value of locating a
business or industry in the Owasso area. Critical to development of a solid
marketing plan will be the study of economic development marketing materials
from other communities for format and content. Anticipated marketing plan
components include:
Development of a four -color brochure describing Owasso's business
environment and matchless quality of life.
2. A home page on the Internet for the OEDA to utilize in economic
development marketing.
Development of a weekly economic development update in the Owasso
Reporter
4. Production of a promotional video for Owasso. Anticipated highlights
include Owasso's school system, transportation, existing business
vignettes, housing, quality of life, success stories by satisfied economic
development customers, and recreational opportunities (including Bailey
Golf Ranch, cultural activities, and area lake recreation).
TASK 4. RESEARCH PLAN FOR INDUSTRIAL PARK AND SPECULATIVE
BUILDING DEVELOPMENT
An ad -hoc committee of the OEDA trustees should be appointed to research
methods of funding and developing an industrial park within the City of Owasso
and consider options for constructing a speculative building(s) which could be
marketed to economic development prospects. The committee will be charged
with reviewing how other economic development organizations participate in the
development of industrial parks and speculative buildings and will seek input from
local developers and builders about opportunities and challenges of commercial
property and building development.

UPDATE:
Progress is being made in the acquisition of easements. Mr. Cates and I met with Mr. and Mrs. Joe
Caudle this week and, once some minor changes are made to the route of the sanitary sewer line, we
feel confident that an easement for their property and that of their daughter, Mrs. Munger will be
forthcoming. In addition, Mr. Cates, Jeff Tuttle, and I met with Mrs. Jeraldine Edison, Mr. Leo
Edison, Mrs. Edison's daughter, Sandy Harrell, and her husband, Kent Harrell, on Monday. The
discussion was productive, however, Mrs. Edison and Mrs. Harrell will need to visit with two other
relatives who have interest in the property. If we are not able to successfully negotiate for the easement
across the Edison property, we will be looking at condemnation proceedings. I will continue to keep
you apprised of activities relating to right -of -way acquisition.
We are currently awaiting the completion of loan documents in order to close the loan for the ONG
facility. Once loan closing is complete, we may begin the process of signing contracts with general
contractors and notice to proceed can be given.
There will be several items on the City Council Agenda for Tuesday, September 17 pertaining to the
Oklahoma Natural Gas Project, including the Final Plat and Certificate of Dedication for Oak Tree
Business Park, and a resolution from the City Council authorizing the OEDA to waive competitive
bidding for the loan and to borrow the money needed to fund the project.

ECONOMIC DEVELOPMENT NEWS:
1) BLOCKBUSTER VIDEO - We have received word that Blockbuster Video will be coming to
Owasso and locating in the old Utica Park Clinic (11760 E. 86th Street North) to the east of the
Texaco Station. There has been no formal announcement at this time.
2) ARVEST - Cherokee Industrial Park will be the new home of an Arvest, Inc. data processing
center. Arvest is a Walton family business and owns State Bank in Tulsa as well as several other
banks in northeastern Oklahoma and northwestern Arkansas. According to Mickey Thompson at the
Tulsa Chamber, Arvest will start out with about 30 -40 employees and add approximately 100.
3) TCBY - The Economic Development Department has been working with a couple who are planning
to open a TCBY franchise in the Tulsa area and are very interested in Owasso. They are attempting
to locate suitable retail space at this time.
CURRENT PROJECTS:
1) Oklahoma Natural Gas: Infrastructure bids were received and opened August 20. As you will see
in your agenda packets, we are now prepared to award bids for both projects, contingent upon loan
closing. Once the loan closing is finalized, we may begin signing contracts with each general
contractor. Also, we are in the process of successfully negotiating an easement with Mr. and Mrs.
Caudle and their daughter, Mrs. Munger. Mr. Cates and I have scheduled a meeting with Mr. and
Mrs. Edison, who own the property just south of the Caudles. As you will recall, we have had
difficulty negotiating this easement and it is likely to end up in condemnation proceedings. I will
keep you advised as we continue to move forward with the project.

2) The OEDA received notice from Tom Gray at the Oklahoma Department of Commerce that the
Tulsa Graphic Arts Company the OEDA delivered a proposal to in July is interested in visiting
Owasso for a site tour. The firm is a publishing and printing company currently located in
metropolitan Tulsa. They are land - locked in their current location and are planning an expansion.
The company has 235 employees at this time and plans to add 100 more to the payroll after
expansion. They require a 100,000 to 150,000 square foot building, including warehouse space.
Fifteen proposals were received from various communities in northeastern Oklahoma. The president
of the company has a particular interest in Owasso because of our proximity to Tulsa International
Airport, the advantage of not having to relocate or rehire their work force, and the build -to -suit
possibility. Tom Gray was not at liberty to share with us the name of the company.
3) The final draft of the 1996 -97 Owasso Economic Development Authority Strategy has been written
and reviewed by Mr. Ray and Mr. Anderson. You will find a copy of the final version of the 1996-
97 OEDA Strategy in your agenda packet. Trustees will be asked to approve the 1996 -97 Strategy
at this month's OEDA meeting.
4) The first report generated from the Owasso Commercial Property Database is attached for your
review. Although this is certainly not a complete listing of available commercial properties in the
Owasso area, it is a good portion of them. If you see any properties I do not have listed in this
report, please call and let me know. You don't have to know the life history of the property, just
the location!
