OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING June 13, 1996 The Owasso Economic Development Authority met in regular session on Thursday, June 13, 1996 in the Owasso City Hall Conference Room per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 9:00 a.m. on Friday, June 7, 1996. ITEM 4: REQUEST APPROVAL OF CLAIMS Mr. Retherford moved to approve the current claims in the amount of $1,093.94 to Fairview AFX, $398.00 to Ultimate Electronics, $335.95 for Ms. Henderson's lodging, $79.22 for meals, $495.00 for conference registration and $326.74 to Mr. Cates for a total of $2,728.85. Motion was seconded by Mr. Akin. ITEM 5: PRESENTATION OF FINANCIAL REPORT Report was given by Ms. Bishop. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO JOIN THE NORTHEAST OKLAHOMA ECONOMIC DEVELOPMENT ASSOCIATION (NOEDA) AND TO AUTHORIZE PAYMENT OF MEMBERSHIP FEES. Mr. Kimball requested Ms. Henderson to check with PSO, they have a program that will pay 50 % of the membership fee. Mr. Enzbrenner moved to approve the request to join NOEDA. Motion was seconded by Ms. Lawrence. A vote on the motion was recorded as follows: Kimball - Yes Enzbrenner - Yes Retherford - Yes Akin - Yes Lawrence - Yes Ewing - Yes Motion carried 6 -0. ITEM 7: CONSIDER THE CONCEPT OF FOSTERING CREATION OF AN OWASSOALZBEIMER 'S FACILITY AND AUTHORIZE ED DIRECTOR TO PURSUE OPTIONS FOR ACHIEVING THAT GOAL Ms. Henderson reported that she has been in contact with Mr. H. Eugene Conard, President of Midway Mortgage Corporation concerning the development of an Alzheimer's Care Facility in Owasso. Mr. Conard is not going to contribute any personnel equity to this project. The staff recommends advising Mr. Conard that the deal is not viable, but continue pursuing other alternatives. Mr. Enzbrenner moved to approve all information be returned to Midway Mortgage Corporation and not be utilized in the development of alternative plans. Motion was seconded by Mr. Retherford. ITEM 8: UPDATE ON OKLAHOMA NATURAL GAS PROJECT Ms. Henderson stated the Economic Development Authority does have the legal descriptions on the easements for the sewer lines and Mr. Cates is drawing up the contracts. Bidding schedule for the infrastructure and the building is in process at this time. Construction on the infrastructure should begin by September lst and the building construction should begin approximately October 1st. ITEM 9: UPDATE ON LAGOON FILL PROJECT Ms. Henderson presented the report. ITEM 10: DISCUSSION OF PROGRESS ON OEDA STRATEGY Ms. Henderson reviewed a rough draft with the Authority on the proposed framework. ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A PURCHASE OF ONE KITAMURA HORIZONTAL MACHINING CENTER FROM AT &T CAPITAL LEASING SERVICES, INC Mr. Enzbrenner moved to approve authorization for the Chairman to execute the requested Waiver and Consent Agreement, thus allowing Precision Components to finance this additional piece of equipment and place it in the OEDA -owned facility absent any OEDA lien rights to the equipment. Motion was seconded by Mr. Anderson. A few days after the Waiver and Consent Form was signed and returned, First Bank of Owasso contacted the OEDA to inform us that a second Waiver and Consent Form would need to be signed for a Kitamura Horizontal Machining Center that was purchased three months ago by Precision Components with the approval of a bank in Grove, Oklahoma. AT &T Capital Leasing Services, Inc. requests that the Waiver and Consent Form be signed by the OEDA and First Bank of Owasso since the machine is installed in the building jointly owned by these entities. RECOMMENDATION: Staff recommends signature of the second Waiver and Consent Form, with the same wording as the first, for purchase of the Kitamura Horizontal Machining Center by Precision Components. ATTACHMENTS: 1. A mandatory pre -bid meeting has been scheduled for each project. The pre -bid meetings for the Infrastructure will be at 10 a.m. Friday, July 19 and for the ONG Work Center at 2 p.m. Friday, July 19. Both meetings will be at the Owasso Community Center. All bids will be due Tuesday, August 20. A special meeting of the OEDA to award the two contracts has been tentatively scheduled for Friday, August 30. Mr. Cates and I continue to work on acquiring sewer line easements. Meetings with land owners are currently being scheduled. A meeting to discuss the provisions of the Developmental Agreement between ONG, OEDA, and RCB Bank was held Friday, June 28. Attorneys for the three organizations will meet soon to finalize all documents so that they may be signed. Attachment #10 - "Update on Lagoon Fill Project" Will Be Delivered Under Separate Cover OWASSO ECONOMIC DEVELOPMENT AUTHORITY 1996 -97 STRATEGY AND LONG -RANGE GOALS ROUGH DRAFT - JULY 5, 1996 BACKGROUND: Founded as a public trust in 1987, the Owasso Economic Development Authority (OEDA) has been instrumental in the economic growth of Owasso. The overarching goal of the OEDA over its nine year history has been creation of jobs for the community's ever - increasing population. Central to the Authority's success is optimal location. Owasso is located 10 miles from Tulsa International Airport, _ miles from the Tulsa Port of Catoosa's inland waterway, and directly between the north -south routes of U.S. Highway 75 and U.S. Highway 169. The Authority works with prospects to identify and make use of the state's many tax incentive programs, provides assistance with financing business development, and secures Community Development Block Grant monies to finance infrastructure improvements as they relate to economic development. VISION: The Owasso Economic Development Authority envisions a community that fosters free enterprise, a city where residents may live and work comfortably and peacefully, and where entrepreneurs may successfully own and operate a business. GOALS: - Fostering a business - friendly environment in Owasso - Assuring current and future residents a "stay option" - Retaining and expanding existing businesses - Assisting and encouraging start -up businesses - Recruiting businesses from outside our area who may wish to relocate or expand in the Owasso area - Identifying products and services not currently available in Owasso and encouraging development of those businesses OEDA STRATEGY July 5, 1996 Page 2 of 7 ASSEMBLE AN ECONOMIC DEVELOPMENT "TOOLBOX" 1. Construct a computerized inventory of property and buildings for sale or lease. Additionally, a corresponding paper file will be kept on all properties to store maps and other data regarding the listed properties. Benchmark Dates: - August 30: Begin research for brochure detailing considerations for the new business start-up - October 15: Complete research and writing of brochure detailing considerations for new business start -ups - October 31: New business start-up brochure to the printer - November 29: Completion of new business start-up brochure RETAIN AND MEET NEEDS OF EXISTING BUSINESSES The reasoning behind focusing our energies first on existing business is two -fold: (1) the majority of the growth we will see in the future will come from the businesses that already call Owasso home, and (2) businesses relocating or expanding from other cities will contact existing businesses to determine whether the business environment in favorable in our community. Outstanding relationships with our existing industry base will ensure enthusiastic business owners encouraging others to consider Owasso as a location. OEDA STRATEGY July 5, 1996 Page 4 of 7 1. Develop survey for existing businesses to determine their needs and what they think the advantages and disadvantages are of doing business in Owasso. From the surveys, we should construct a "hot list" of needs and follow up with assistance in a timely manner. Benchmark Dates: - August 8: Existing business survey development and approval - September 2: Mayor's Existing Industry Visitation Team begins survey of existing industry - October 1: Respond to "hot list" items identified by Mayor's Team surveys - April 1, 1997: Mayor's Existing Industry Visitation Team begins second round of survey of existing business - May 1, 1997: Respond to "hot list" items identified by Mayor's Team surveys 2. Develop a Mayor's Existing Industry Visitation Team, similar to a program in Indianapolis for which we received information recently. This team would perform the surveys in the above - described item and would be similar to the Owasso Industrial Team described in the 1991 Strategy. Benchmark Dates: - July 31: Develop framework and identify participants for Mayor's Existing Industry Visitation Team - August 22: Train Mayor's Existing Industry Visitation Team and familiarize them with the survey format - September 2: Mayor's Existing Industry Visitation Team begins survey of existing industry - April 1, 1997: Mayor's Existing Industry Visitation Team begins second round of survey of existing business 3. Examine the possibility of a Revolving Loan Fund that could be used in conjunction with other financing sources to fund expansions by local businesses. All others will be delivered by mail. - October 1: Collect response forms for Directory of Existing Industry - November 1: Completion of first edition of Directory of Existing Industry Heighten awareness of the OEDA, our vision and goals, and our desire to see existing business growth. Benchmark Dates: - On -going effort. This can be accomplished through carefully planned publicity relating to our activities and attention to opportunities to network and celebrate the OEDA's successes. - October 10: Form committee to begin planning for OEDA 10th Anniversary celebration - March 13, 1997: Report from OEDA 10th Anniversary Planning Committee 6. Continue spotlighting and recognizing an Owasso Business of the Quarter. ON -GOING EFFORT 7. Create a manufacturer's networking group (Owasso Industrial Network) that meets regularly (monthly or quarterly) for breakfast, lunch, or dinner to discuss business issues. Benchmark Dates: - August 8: Form Owasso Industrial Network planning committee to plan quarterly breakfast, lunch, or dinner. - October 17: First quarterly meeting of Owasso Industrial Network - January 16, 1997: Quarterly Owasso Industrial Network meeting OEDA STRATEGY July 5, 1996 Page 6 of 7 IDENTIFY AND ASSIST ECONOMIC DEVELOPMENT PROSPECTS Become members of the Northeast Oklahoma Economic Development Association (NOEDA), the Oklahoma Economic Development Council (OEDC), and the Governor's Economic Development Team. These groups meet regularly to share information on prospects who are looking at Oklahoma as a site location. Organize a specialized prospect team which would meet with prospects and discuss and answer questions relating to their specific area of expertise. Benchmark Dates: - September 12: Organize OEDA prospect team - October 24: Quarterly meeting of prospect team - January 23, 1997: Quarterly meeting of prospect team - April 24, 1997: Quarterly meeting of prospect team 3. Research methods of funding and developing an industrial park within the City of Owasso, and 4. Research options of constructing a speculative building(s). Benchmark Dates: - September 12: Form Industrial Park & Speculative Building Review Committee - November 14: Report and recommendations from Industrial Park & Speculative Building Committee OEDA STRATEGY July 5, 1996 Page 7 of 7 OTHER CONSIDERATIONS: 1. Begin the process of becoming an Oklahoma Certified City. This is a beneficial process to go through because Certified Cities are eligible to apply for telecommunications infrastructure grants and other grant programs. [Certified Cities is a two -year process]. Work on the ONG Project has been moving along since our last meeting. Advertisements for bids have appeared in the newspaper and trade journals. Contractors interested in purchasing plans and specifications for either the ONG Work Center or Infrastructure, or both, should contact me or Marcia Boutwell. I have been in contact with all property owners from whom sewer line easements will need to be obtained. Mr. Cates and I will be meeting with all of them within the month. The Developmental Agreement between ONG, OEDA, and RCB Bank is also nearing completion. OWASSO COMMERCIAL PROPERTY DATABASE - Letters were sent June 24 to all real estate companies in the Owasso area to catalog all commercial buildings and properties available within our area. One of the top economic development needs that has been identified is development of a true commercial property database for use with economic development prospects. The process is to first receive responses from area real estate companies regarding available commercial properties by July 12, 1996. Next, Mr. Mike Knebel, Computer Specialist for the City of Owasso, and I plan to identify and develop an efficient database system that will provide the desired output. Third, once the system is set up and input of initial information is complete, a courtesy call will be made to area real estate companies on a monthly basis to update, add, and delete commercial property information. A copy of the letter and the accompanying paperwork are attached. If, when you are driving around town, you see a sign advertising commercial property, would you please contact me with the location, contact name and phone number, and any other information you can obtain from the signage. U.S. HIGHWAY 169 ENHANCEMENT PROJECT - At the request of Owasso Public Works Director Robert Carr, a letter has been sent to Mr. Neil McCaleb, Director of the Oklahoma Department of Transportation, to request assistance with obtaining a Federal Highway Enhancement Grant from the Federal Highway Administration to beautify U.S. Highway 169 from 76th Street North to 86th Street North. The letter from Chairman Tom Kimball to Mr. McCaleb is attached. In early March, Mr. Robert Carr, City of Owasso Public Works Director, held discussions with Mr. Ed Kellogg, Oklahoma Department of Transportation Tulsa District Engineer, to determine the feasibility of removing the existing wood post and wire fencing along Highway 169 from 76th Street to 86th Street. While Mr. Kellogg agreed that the existing fencing is unsightly, he felt that the fence would need to be replaced to ensure limited access by pedestrians. He agreed to work with the city to develop a plan that would eliminate the existing fencing and provide for a more attractive "front door" to our community. Mr. Carr was presented with an option of using a decorative plastic four -rail fence in lieu of chain -link fencing or other materials. Rough estimates of cost for the fencing has been calculated in the range of $65,000- 75,000. Mr. Kellogg initially stated that ODOT could potentially participate in replacing the fence only to the amount of funds that would be required to remove and replace the existing materials, which was estimated at $20,000- 25,000. Under this plan, the remaining $40,000- 50,000 would have been contributed by the City of Owasso. Current funding does not allow the city to make that level df commitment to the project. Alternatively, Mr. Carr proposed that Federal Highway Enhancement money may be available for this project. Mr. Kellogg has confirmed that the money may be available for this project if landscaping could be added. My understanding is that funding for enhancement projects is 80 percent federal funding and 20 percent local funding. It is anticipated that the total project cost will be approximately $100,000, with the City's share of the project estimated at $20,000 (less any in -kind contribution). The city has included these funds in the Fiscal Year 1996 -97 Budget. The Owasso Public Works Department has prepared a plan for the project that incorporates trees, shrubs, and plants. The plan was presented to Mr. Kellogg and forwarded to ODOT for approval. Obviously, this project will significantly enhance the Highway 169 corridor through Owasso and will have a positive effect on the image of this city, which is so crucial to our success in economic development. Any assistance you could provide to expedite the process of approval and authorization for the city to proceed with development of this project would be appreciated. .
