MINUTES OF REGULAR MEETING
May 9, 1996
The Owasso Economic Development Authority met in regular session on Thursday,
May 9, 1996 in the Owasso City Hall Conference Room per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 9:00 a.m. on Friday, May 3, 1996.

ITEM 4: REQUEST APPROVAL OF CLAIMS
Mr. Anderson moved to approve the current claims in the amount of $633.50 to Ronald D.
Cates and $124.99 to Video Revolution, Inc. for a total of $758.49. Motion was seconded by

ITEM 5: PRESENTATION OF FINANCIAL REPORT
Report was given by Mr. Rooney.
ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST TO AUTHORIZE PAYMENT FOR TESTING SERVICES ON
SOIL DENSITY FOR PROPERTY CONTAINING FILL MATERIAL IN AN
AREA PREVIOUSLY UTILIZED AS A CITY LAGOON.
Ms. Henderson stated that compaction in the lagoon site would need to occur in 8" increments
until the site is filled and compacted. Staff recommends that we accept the low bid that was
offered by Ramey Testing Laboratories, Inc. and authorizes staff to perform tests at the
recommended intervals. I& Enzbrenner moved to give Angela Henderson temporary
authorization to have any testing done between now and the time we get the final report in.

ITEM 7:
ATTEND A BASIC ECONOMIC DEVELOPMENT COURSE IN KANSAS
CITY, MISSOURI.
Ms. Henderson presented the request to attend a Basic Economic Development Course in Kansas
City, Missouri May 19th through May 24th to the Authority. Mr. Enzbrenner moved to approve
the expenses for Ms. Henderson to attend the course, seconded by Mr. Anderson. A vote on
the motion was recorded as follows:

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
CHAMBER OF COMMERCE BOARD OF DIRECTORS.
Mr. Kimball stated that the Authority would like to see the position of OEDA Representative
on the Owasso Chamber of Commerce Board of Directors be filled by Ms. Henderson. Mr.
Anderson moved to approve the appointment, seconded by Mr. Retherford. The vote on the
motion was recorded as follows:

ITEM 9: UPDATE ON OKLAHOMA NATURAL GAS PROJECT
Ms. Henderson presented the report. The name chosen for this project was Oak Tree Industrial
Park. Mr. Tuttle has the infrastructure construction plans at this time, we are waiting for his
response and changes to these plans. The bid documents will be prepared and ready to go to
bid on water, sewer and streets when the appraisal is done and all the agreements are made.

SUBJECT: REQUEST TO JOIN THE NORTHEAST OKLAHOMA ECONOMIC
DEVELOPMENT ASSOCIATION ( NOEDA)

BACKGROUND:
The Northeast Oklahoma Economic Development Association ( NOEDA) is a consortium of
economic development organizations working together to promote economic growth in the region
through the creation of employment opportunities for area citizens.
NOEDA's goals include: (1) designing and implementing innovative marketing initiatives that
identify, attract, and coordinate site searches of prospective new industries, (2) building working
relationships, unity, and informational exchange among the economic development practitioners of
its member communities, (3) promoting the development of leadership skills and overall
professionalism of its member practitioners, and (4) working in conjunction with state governmental
entities to improve Oklahoma's business environment and its ability to attract new industries.
Current members of NOEDA include: Bartlesville Chamber of Commerce, City of Broken Arrow,
Claremore Industrial & Redevelopment Authority, Craig County, Grand River Dam Authority, City
of Grove, Miami Area Economic Development Service, MidAmerica Industrial Park, Muskogee
Development Corporation, Oklahoma Natural Gas, Okmulgee Chamber of Commerce, Payne
County, Public Service Company of Oklahoma, Greater Sand Springs Trust Authority, Metropolitan
Tulsa Chamber of Commerce, Tulsa Port of Catoosa, and the City of Wagoner.
Benefits of membership include opportunities to attend several trade shows each year, access to
trade show leads, promoting our community through the NOEDA newsletter, and networking
contacts with other NOEDA members.

COST:
Dues for NOEDA are $.10 per capita population and are based on the 1990 Census. The dues rate
for the Owasso Economic Development Authority will be $800.00.
RECOMMENDATION:
Staff recommends approval of the request to join NOEDA and further recommends authorization to
pay dues in the amount of $800.

SUBJECT: OWASSO ALZHEIMER'S FACILITY
DATE: June 5, 1996
BACKGROUND:
The Owasso Economic Development Authority has been communicating with Mr. H. Eugene
Conard, President of Midway Mortgage Corporation in Buchanan, Michigan, since September, 1995
concerning the development of an Alzheimer's Care Facility in Owasso.
Mr. Conard has asked the OEDA to assist in acquiring an FHA Section 232 Program Loan through
a HUD - approved lender. This program finances 90 to 95 percent of the maximum mortgage amount.
Mr. Conard has indicated that there will be no personal equity contribution to the project. This
particular loan also provides for a 40 -year ad valorem tax exemption. Further, the new Community
Development Block Grant/Economic Development Infrastructure Financing (CDBG -EDIF)
guidelines indicate that funding will be provided for manufacturing concerns only, which precludes
this project from participation in the CDBG program. This CDBG -EDIF Grant would be necessary
to extend sewer, water, and roads to the property located just north of the intersection of 86th Street
North and Mingo Road.
RECOMMENDATION:
Staff recommends informing Mr. Conard that the deal, in its current format, is not viable. Staff
further recommends that the OEDA consider the concept of fostering the creation of the Owasso
Alzheimer's Facility and authorize the economic development director to pursue options for
achieving that goal. Staff further recommends that all proprietary information belonging to Midway
Mortgage Corporation be returned to Mr. Conard and not be utilized in the development of
alternative plans.

SUBJECT: OKLAHOMA NATURAL GAS PROJECT UPDATE

UPDATE:
The Economic Development Department has received legal descriptions of easements for the sewer
lines that will be extended to the Oklahoma Natural Gas site. The legal descriptions were reviewed
for accuracy by the Public Works Department and have been forwarded to Mr. Ron Cates,
Authority Attorney. Mr. Cates will draw up the appropriate contractual agreements and staff will
arrange for meetings with land owners to procure the easements.
Plans for streets, water, and drainage have been reviewed by Public Works and have been
forwarded to Tuttle & Associates with comments. A draft of the building plans have been received
from the architect and are currently being reviewed by Public Works. Sewer line plans were
expected to be delivered to Public Works for review this week.

UPDATE:
Progress continues on the OEDA Strategy. Below you will find a rough draft of the proposed
framework for your review and comment. Please read and contact me with any comments or
observations you may have.
OWASSO ECONOMIC DEVELOPMENT AUTHORITY
1996 -97 STRATEGY AND LONG -RANGE GOALS
ROUGH DRAFT
SITUATIONAL ANALYSIS (Questions we must answer):
1) As an organization, where have we been and where do we want to go?
2) Are we prospect - friendly? Do we have the products and services our prospects need?
3) How can we working together as an organization? Represented on our trust authority
are many talents and abilities - real estate, financial, media, Chamber, existing
business /industry, government.
4) What are the strengths and weaknesses of our community?
5) Who is our audience? Existing business /industry (retention and expansion), start-up
businesses (assistance with getting started - incubator ?), and relocating or expanding
businesses from outside Owasso.
VISION: We envision a city that fosters free enterprise, a community where residents
may live and work comfortably and peacefully, and where enterprising
individuals may successfully own and operate a business.

Retaining and expanding existing businesses
Assisting and encouraging start -up businesses
Recruiting and assisting businesses from outside our area who may wish to
relocate or expand in the Owasso area
Identifying products and services not currently available in Owasso and
encouraging development of those businesses
ASSEMBLE AN ECONOMIC DEVELOPMENT "TOOLBOX"
- Construct a computerized inventory of property and buildings for sale or lease.
- Examine proposal format and ensure that all components of potential proposals
are available. Keep them updated at all times.
- Compare marketing materials with other communities and begin process of
updating.
- Produce professional video that introduces prospects to Owasso.
- Develop brochure for start-up businesses that details business considerations
for the prospective owner.
RETAIN AND MEET NEEDS OF EXISTING BUSINESSES
Develop survey for existing businesses to determine their needs and what they
think the advantages and disadvantages are of doing business in Owasso. From
the surveys, we should construct a "hot list" of needs and follow up with
assistance in a timely manner.
Develop a Mayor's Existing Industry Visitation Program, similar to a program
in Indianapolis for which we received information recently. This team would
perform the surveys in the above - described item and would be similar to the
Owasso Industrial Team described in the 1991 Strategy.
- Examine the possibility of a Revolving Loan Fund that could be used in
conjunction with other financing sources to fund expansions by local
businesses.
- Develop a "Directory of Existing Industry" which would provide exposure to
area industries and manufacturers.
- Heighten awareness of the OEDA, our vision and goals, and our desire to see
existing business growth.
- Continue spotlighting and recognizing the Owasso Business of the Quarter.

[The reasoning behind focusing our energies first on existing business is two -fold: (1) the
majority of the growth we will see in the future will come from the businesses that already
call Owasso home, and (2) businesses relocating or expanding from other cities will contact
existing businesses to determine whether the business environment in favorable in our
community. Outstanding relationships with our existing industry base will ensure enthusiastic
business owners encouraging others to consider Owasso as a location.
IDENTIFY AND ASSIST ECONOMIC DEVELOPMENT PROSPECTS
Become members of the Northeast Oklahoma Economic. Development
Association (NOEDA), the Oklahoma Economic Development Council
(OEDC), and the Governor's Economic Development Team. These groups
meet regularly to share information on prospects who are looking at Oklahoma
as a site location.
Organize a specialized prospect team which would meet with prospects and
discuss and answer questions relating to their specific area of expertise.
Research methods of funding and developing an industrial park within the City
of Owasso.
Research options of building a speculative building(s).
OTHER CONSIDERATIONS:
Begin the process of becoming an Oklahoma Certified City. This is a
beneficial process to go through because Certified Cities are eligible to apply
for telecommunications infrastructure grants and other grant programs.

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT

REPORT ON HEARTLAND BASIC ECONOMIC DEVELOPMENT COURSE
During the week of May 19 -24, I attended the Heartland Basic Economic Development Course in
Kansas City, MO. The course was an excellent introduction to economic development theories and
applications and afforded me the opportunity to meet ED professionals from various states. The
most significant learning experiences included:
1) Developing an economic development plan with a team of ED professionals for a
simulated city and state. This exercise was extremely beneficial as we learned how to
assess the strengths and weaknesses of the community and developed creative initiatives
to help the town grow and prosper.
2) Learning the importance of continuing relationships and dialogue with existing business
and industry. Most new job creation in the coming years will be a result of expansion of
existing industry. Additionally, most economic development prospects will visit local
businesses to get a feel for the local business environment. We want them to say the same
thing we're saying - that Owasso is a great place to do business.
3) Examining different sources of financing and in what situations they would apply,
particularly SBA financing.
4) The course component on computerization was very interesting - it included a
demonstration on the Internet, including a look at some economic development
organizations' home pages, and a sharp software program from Dun & Bradstreet that
allows users to download economic development prospects by state, SIC code, company
size, companies that were interested in relocation or expansion, and many other
categories. I also received information on property inventory software which I will be
researching and checking on with Mr. Mike Knebel.

UPDATES ON CURRENT PROJECTS:
OKLAHOMA NATURAL GAS - Legal descriptions on the sewer easements have been received
from Tuttle & Associates. After review by the Public Works Department, the legal descriptions
were forwarded to Mr. Ron Cates to develop contractual agreements for the easements. I will be
contacting property owners in the near future to arrange meetings to secure the easements.
CLAYTON, WILLIAMS, & SHERWOOD - CWS will visit Owasso to look at sites upon which
they might build a manufactured home community. Letters were sent this week to Owasso realtors
to ask for any properties they might have available for development of such a project. CWS will be
interested in tracts with roughly 20 acres, RS -3 zoning or an ability to be zoned, and information
relating to water and sewer availability, school district information, and whether the property is
located within city limits. Interested realtors should respond on letterhead to myself by Tuesday,
June 11. The properties should be listed by the responding realtor.
OTHER PROJECTS:
OEDA STRATEGY - Included in your packet this month is a rough draft of suggested areas of
concentration for the Owasso Economic Development Authority. It also includes a rough draft vision
statement. I will be very interested to hear your thoughts, comments, and ideas as we proceed
through the process of updating the strategy. Please contact me with any comments you might have.
