OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING April 11, 1996 The Owasso Economic Development Authority met in regular session on Thursday, April 11, 1996 in the Owasso City Hall Conference Room per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 1:00 p.m. on Monday, April 8, 1996. ITEM 2: REQUEST APPROVAL OF THE MINUTES OF MARCH 14 1996 REGULAR MEETING Mr. Burris moved, seconded by Mr. Retherford, to approve the minutes as submitted. A vote on the motion was recorded as follows: Kimball - Yes Enzbrenner - Yes Anderson - Yes Retherford - Yes Akin - Yes Burris - Yes Motion carried 6 -0. ITEM 3: REQUEST APPROVAL OF CLAIMS Mr. Burris moved to approve the current claims in the amount of $1,053.86 to Ronald D. Cates, $150.00 to Lonnie Hardin, and a claim for $7,000.00 and $412.50 to Tuttle & Associates for a total of $8,616.36. Motion was seconded by Mr. Enzbrenner. Once filled and properly compacted, this site will be suitable for building a facility for an economic development prospect. It is anticipated that Tulsa Equipment Manufacturing will relocate to this site. After visiting with Doug Rose in the Public Works Department, I learned that compaction will need to occur in 8" increments until the site is completely filled and compacted. If compaction tests are not performed at the specified intervals and it is determined that the fill was not compacted properly, correcting the problem could be quite costly. Mr. Rose indicated that if the type of fill remains consistent, there will be fewer tests required, however, as soil types change, testing techniques will change as well. To determine the cost of the compaction tests, I contacted three Tulsa -area soil testing labs. The fee structure for each is attached, for your review. RECOMMENDATION: Staff recommends tabling action on this agenda item. The Owasso Public Works Department indicates that at this time, there is minimal fill at the site. Staff further recommends that clearly articulated guidelines as to the types of soil and fill that will be accepted at the site be prepared by the Public Works Department and submitted for approval by the Owasso Economic Development Authority. MEMORANDUM TO: THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY CITY OF OWASSO FROM: ANGELA HENDERSON ECONOMIC DEVELOPMENT DIRECTOR SUBJECT: REQUEST TO ATTEND BASIC ECONOMIC DEVELOPMENT COURSE IN KANSAS CITY, MISSOURI DATE: May 2, 1996 BACKGROUND: I am in receipt of information concerning a Basic Economic Development Course in Kansas City, Missouri May 19 - 24. At the request of the City Manager, I telephoned a peer in economic development and inquired about the course. He indicated that it would be most beneficial to me in my work with the Owasso Economic Development Authority and encouraged me to attend. Total cost to attend this course will be $984.95, including registration, lodging, meals, and transportation. As Mr. Ray serves in an ex- officio capacity on the Board of Directors, he has indicated that he would like to see the position of OEDA Representative on the Owasso Chamber of Commerce Board of Directors filled by Ms. Angela Henderson, new economic development director for the City of Owasso. RECOMMENDATION: Staff recommends that Ms. Henderson be appointed as the OEDA Representative on the Owasso Chamber of Commerce Board of Directors. Staff further recommends that a letter indicating the decision of the OEDA Board be sent from Mr. Tom Kimball, Chairman, to Mr. Dale Prevett, Chamber President. ATTACHMENT: 1. Sincerely, OWASSO ECONOMIC DEVELOPMENT AUTHORITY Tom Kimball Chairman I T9MI1 3 TO: THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY CITY OF OWASSO FROM: ANGELA HENDERSON ECONOMIC DEVELOPMENT DIRECTOR SUBJECT: OKLAHOMA NATURAL GAS PROJECT UPDATE DATE: May 3, 1996 UPDATE: The Economic Development Department is awaiting legal descriptions of easements near the proposed Oklahoma Natural Gas site. Tuttle & Associates will deliver the legal descriptions within the week and they will be forwarded to the City Attorney for review. The restrictive covenants relating to the property have been reviewed and revised. In addition, the industrial park name has been changed to Oak Tree Industrial Park. The Owasso Public Works Department is currently reviewing design plans for the construction of water, sewer, and streets on the property. Once plans are finalized, a final plat will be forwarded to the City Council for approval and construction of the project will then go out for bid.
