Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, January 10, 2013 The Owasso Economic Development Authority met in regular session on Thursday, January 10, 2013 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, January 8, 2013. ITEM 1: CALL TO ORDER & ROLL CALL Mr. Charney called the meeting to order at 10:00 AM. PRESENT David Charney, Chairman Frank Enzbrenner, Vice Chairman Dee Sokolosky, Trustee Dirk Thomas, Trustee Jeri Moberly, Trustee Bryan Spriggs, Trustee Gary Akin, Secretary A quorum was declared present. ABSENT None ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the December 13, 2012 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Enzbrenner moved to approve items A and C of the consent agenda, seconded by Ms. Moberly. AYE: Charney, Enzbrenner, Sokolosky, Thomas, Moberly, Akin, Spriggs NAY: None ABSTAIN: Motion carried 7 -0. Following discussion of item 2B, minutes, Mr. Sokolosky moved to approve item B with the following amendments: remove the correlation of the Strong Neighborhood Program to the Hotel Tax Ordinance and correct the expiration date from August 2012 to August 2013, seconded by Mr. Enzbrenner. AYE: Charney, Enzbrenner, Sokolosky, Thomas, Moberly, Akin, Spriggs NAY: None ABSTAIN: Motion carried 7 -0. January 10, 2013 ITEM 3: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins introduced Roger Stevens and Karl Fritschen to provide a monthly status report of the Public Works and Community Development departments. Ms. Harkins provided information related to various economic development activities as well as the current sales tax report. ITEM 4: REPORT FROM OEDA MANAGER Mr. Ray provided an update on the Hwy 169 widening project. Mr. Ray presented for discussion the Strong Neighborhood program. Dr. Thomas suggested the Strong Neighborhood Coordinator present a monthly report to the OEDA. It was further explained that an item will be placed on the February OEDA agenda for consideration and appropriate action related to a recommendation for the City Council. ITEM 5: REPORT FROM OEDA TRUSTEES No Report. ITEM 6: NEW BUSINESS None. Mai*. st Owa,5 , 01474055 PROJECT STATUS REPORT City of Owasso Public Works Department February 11, 2013 E. 86t—" Street North Widening (from Main Street to N. Memorial Drive) - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - ODOT awarded the contract to BECCO of Tulsa, Oklahoma in the amount of $6.9 million. - Contractor is in the process of completing punch list items provided by City ODOT representatives. Final completion is expected to occur in February 2013. E. 106TH Street North and Garnett Road Intersection Improvement Proiect Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. On March 24, 2009, Council awarded an engineering design contract to PSA Dewberry. Bid advertisement is scheduled to occur in late February 2013 with bid opening in mid - March 2013. Bid award is anticipated in April with construction beginning in June 2013. Santa Fe Lift Station and Force Main Improvements - February 2010, City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - November 2011, OPWA Trustees awarded a construction contract to W.N. Couch in the amount of $2,636,700. - Lift Station structure is substantially complete and electricians are now installing electrical panels and wiring. Additional items in construction of the lift station control building include HVAC units and duct work and monorail crane systems above the wet well. Upon completion of the above items, operational testing will commence. Final completion is expected by late February 2013. Three Lakes Stormwater Channel Improvements - Project includes widening and shaping of the north /south channel east of US Hwy 169, from to 83rd Street North southward to the end of the existing concrete channel. - The engineering design is being performed by the City of Owasso's Engineering Division. Currently, the design is 100% complete. - In April 2012, AT &T mobilized and completed the relocation of their utility. - December 2012, Council awarded a construction contract to Tri -Star Construction in the amount of $623,882. - A pre- construction meeting was held on January 14th with the Tri -Star construction and the Notice to Proceed has been scheduled for February 11, 2013. This project has a 180 day completion date of August 9th, 2013. East 106th Street North Water Improvements - Project includes extending 12" water line from 106th Street North /N. 1 10th East Avenue to 106th Street North and Mingo Road. - The engineering design was performed by the City of Owasso's Engineering Division. Currently, the design is 100% complete. - City crews have installed 1,700 linear feet of water line. Project is scheduled to complete by June 2013. - Water Division have installed over 1,900 linear feet of 12" water line. Project is expected to be complete by June 2013. E. 76th Street North Widening (from U.S. Hwy169 to N. 129th East Avenue - In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory and Transportation Policy Committees. In April 2012, the project was approved by INCOG Board of Directors Engineering Consultant interviews were held on January 16, 2013. ODOT anticipates having an engineering contract prepared in February 2013. Ranch Creek Sanitary Sewer Improvements - May 2012, City Council awarded an engineering agreement in the amount of $175,000 to Kellogg Engineering INC. - Engineering design is approximately 40% complete with final design expected in July 2013. Garnett Widening (from E. 96Lhh Street North to E. 1061m Street North) - In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. - Dewberry is currently preparing the preliminary study and conceptual plans for the project. The design is scheduled to be complete in the Fall of 2013. FY 2012 -2013 Street Rehabilitation Proiect - May 2012, City Council approved the FY 2012 -2013 project list. - July 2012, City Council approved the Inter -local Agreement between City of Owasso and Tulsa County. - City Council awarded the Street Rehabilitation project to Tri -Star Construction on October 16, 2012. The crack sealing portion of the project has been completed. The remaining base repairs, milling, overlay, or fog sealing began in December 2012. - Base repairs, as well as curb and gutter replacement on Cedar Street is near completion. Once this work is complete, construction crews will then mobilize to Hale Acres addition to begin the necessary base work. N 129L E Ave, E 96t —h St N & Service Rd Widenina, Drainaae, Water, Sanitary Sewer Improvements - On January 8, 2013, pre- construction meeting was conducted with Becco and general contractor Crossland Construction. Street improvements are scheduled to commence in January 2013 with final completion anticipated in August 2013. - On January 9, 2013, pre- construction meeting was conducted with United Utilities and Crossland Construction. Water distribution and Sanitary Sewer improvements are scheduled to commence in January 2013 with final completion anticipated in June 2013. - Service Road is approximately 35% complete with anticipation of concrete being placed starting mid to late February with completion by April 2013. Offsite sewer line installation is now in progress, as well as utility relocations (ONG, AEP). IM The Cittyr Witt out Limitts. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: February 14, 2013 RETAIL & SERVICE DEVELOPMENT UPDATE • The Flying Pig opened last month at 202 E 1St Street, behind City Hall. • Christian Brothers Automotive has opened in the Caudle Center on Garnett. • Discount Tires is building a store on the NW corner of 1 16th Street N. and HWY 169. • Marco's Pizza has opened next to Family Video on 86th Street. • Los Cabos has announced their Owasso location in Tyann Plaza. They plan to open in April. • Ashley Furniture is hiring and will open soon in Smith Farm Market in the former Linens `N Things location. HEALTH CARE UPDATE • Senior Suites, a full service nursing facility continues construction on land to the south of the St. John Owasso medical campus. HOTELS /MOTELS • A 46 -room hotel to be announced, is planning to build where the former Catfish Country location was on 76th Street.
