Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, May 9, 2013 The Owasso Economic Development Authority met in regular session on Thursday, May 9, 2013 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, May 7, 2013. ITEM 1: CALL TO ORDER & ROLL CALL Mr. Charney called the meeting to order at 10:02 AM. PRESENT David Charney, Chairman Frank Enzbrenner, Vice Chairman Dee Sokolosky, Trustee Dirk Thomas, Trustee Bryan Spriggs, Trustee A quorum was declared present. ABSENT Jeri Moberly, Trustee Gary Akin, Secretary ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the April 11, 2013 Regular Meeting and the April 22, 2013 Special Meeting B. Approval of claims C. Acceptance of the monthly financial report Following discussion, Mr. Sokolosky moved to approve the consent agenda, seconded by Dr. Spriggs. AYE: Charney, Sokolosky, Spriggs, Enzbrenner, Thomas NAY: None Motion carried 5 -0. ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM THE CONSENT AGENDA No action required ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A DRAFT RESOLUTION REGARDING THE DESIGNATION OF THE HOTEL TAX FUND Mr. Ray presented a draft resolution regarding the designation of the 3% balance of the Hotel Tax Fund. After discussion, it was further explained that this item will be placed on the June 13, 2013 agenda for further discussion. May 9, 2013 ITEM 5: PRESENTATION AND DISCUSSION RELATING TO PROPOSED RESOLUTION NO. 2013 -01 APPROVING THE OEDA FY 2014 ANNUAL OPERATING BUDGET Ms. Bishop presented proposed Resolution No. 2013 -01, approving the OEDA FY 2014 Annual Operating Budget. After discussion, Mr. Sokolosky moved, seconded by Dr. Spriggs to approve the budget as recommended. AYE: Charney, Sokolosky, Thomas, Spriggs NAY: Enzbrenner Motion carried 4 -1. ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Levo presented Marketing Materials used to promote economic development for the City of Owasso. Mr. Stephenson presented the Monthly Building Report for April. Mr. Stevens was unable to attend. He will present the Public Works Status Report at the next meeting. Ms. Levo announced the opening of Los Cabos and the new location of Constien Lab and Associates in Owasso. Ms. Bishop presented the Sales Tax Report. ITEM 7: REPORT FROM OEDA MANAGER No report. NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY: THAT: The intent of this resolution is to express the desire of the members of the OEDA with respect to the accumulation and expenditure of funds derived from the initial 3% Hotel Tax; and, THAT: The Trustees of the Authority encourage the City Council to maintain a strong fund balance in the Hotel Tax Fund; and, THAT: The Hotel Tax Fund Balance should be maintained for the primary purpose as a potential incentive fund for economic development prospects wishing to relocate or expand making a significant impact to the City of Owasso. Mace ,S* Owayso-, OK 74055 PROJECT STATUS REPORT City of Owasso Public Works Department July 3, 2013 • E. 106TH Street North and Garnett Road Intersection Improvement Project - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - ODOT awarded construction contract to Paragon Contractors in the amount of $1,952,952. - A Public Meeting was held on June 27, 2013, with representatives from PSA Dewberry, ODOT and the contractor constructing the improvements on hand to review the intersection improvements and to provide a preview of the construction schedule. The meeting was well received with approximately 30 citizens in attendance. Those attending were afforded the opportunity to ask questions related to the project and view construction plans. - Construction is scheduled to begin July 8, 2013 with final completion expected January 2014. • Santa Fe Lift Station and Force Main Improvements - February 2010, City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - November 2011, OPWA Trustees awarded a construction contract to W.N. Couch in the amount of $2,636,700. - The Santa Fe lift station is substantially complete. Turf restoration and landscaping is underway with final completion expected in July. • Three Lakes Stormwater Channel Improvements - Project includes widening and shaping of the north /south channel east of US Hwy 169, from to 83rd Street North southward to the end of the existing concrete channel. - The engineering design is being performed by the City of Owasso's Engineering Division. Currently, the design is 100% complete. - In April 2012, AT &T mobilized and completed the relocation of their utility. - December 2012, Council awarded a construction contract to Tri -Star Construction in the amount of $623,882. - Sanitary sewer has been relocated to the west side of the channel. - Approximately 800 ft. of concrete footing and blocks have been installed and 500 linear ft. of cable concrete mat has been placed in the bottom of the channel. Currently, the project is 65% complete with a final completion scheduled in August 2013. • E. 76th Street North Widenina (from U.S. Hwvl 69 to N. 129th East Avenue - In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. - In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. - In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory and Transportation Policy Committees. - In April 2012, the project was approved by INCOG Board of Directors - Engineering Consultant interviews were held on January 16, 2013. - Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and funding agreement was approved at the May 7th, 2013, Council Meeting. Beginning July 8th 2013, Poe & Associates, Inc. will begin surveying within the project limits. The engineering design is schedule to be complete by late spring 2014. • Ranch Creek Sanitary Sewer Improvements - May 2012, City Council awarded an engineering agreement in the amount of $175,000 to Kellogg Engineering INC. - Engineering design is approximately 40% complete with final design expected in July 2013. - Final plans are being reviewed by staff and will be sent to ODEQ for review and approval in June 2013. - As part of an OWRB requirement, a Public Hearing over the environmental document was held on June 13, 2013 at the Owasso Library with approximately 10 citizens in attendance. City staff as well as representatives from Blackshare Environmental Solutions and Kellogg Engineering Inc. was available to answer citizen questions regarding any environmental concerns. Brian Kellogg of Kellogg Engineering presented the engineering drafts of the proposed interceptor alignment for review by meeting attendees. - Bid advertisement is expected to occur in August 2013 with construction scheduled to commence by November 2013. • Garnett Widening (from E. 96th Street North to E. 106th Street North) - In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. - The Conceptual Design is complete with final design now scheduled for completion in January 2014. - A Public Meeting for the Garnett Widening project was held June 27, 2013 with City staff and representatives from PSA Dewberry being present to receive citizen comments regarding the design. Those attending were afforded the opportunity to ask questions related to the project and view conceptual plans. The meeting was well attended with nearly 30 citizens in attendance. • FY 2012 -2013 Street Rehabilitation Project - May 2012, City Council approved the FY 2012 -2013 project list. - July 2012, City Council approved the Inter -local Agreement between City of Owasso and Tulsa County. - City Council awarded the Street Rehabilitation project to Tri -Star Construction on October 16, 2012. The crack sealing portion of the project has been completed. The remaining base repairs, milling, overlay, or fog sealing began in December 2012. Fog sealing in Metro Heights, Honey Creek and Preston Lakes is underway and is approximately 50% complete. Tulsa County has completed the asphalt overlay in Elm Creek Estates and Original Town. On July 8th 2013, Tulsa County will mobilize to the post office road. From there, the County will move to El Rio Vista and lastly to Hale Acres. Weather permitting, including excessive heat and rain, anticipated completion is expected by the end of July. • N 1291 E Ave, E 96th St N & Service Rd Widening, Drainage, Water, Sanitary Sewer Improvements - On January 8, 2013, pre- construction meeting was conducted with Becco and general contractor Crossland Construction. Street improvements are scheduled to commence in January 2013 with final completion anticipated in August 2013. - On January 9, 2013, pre- construction meeting was conducted with United Utilities and Crossland Construction. Water distribution and Sanitary Sewer improvements commenced in January 2013 with final completion anticipated in June 2013. - On the south side of E 96th St N, utility relocations are complete. North side relocations are underway (AT &T). - Offsite water line from Garnett to the Sam's site is in progress with approximately 4,800 linear ft. installed. This phase of work is estimated to be 80% complete with final completion scheduled in July 2013. - Concrete placement along N 129th E Ave from E 96th St N to the bridge is approximately 95% complete. The remaining concrete installation will be complete within the next 10 -15 days. - The Service road is approximately 99% complete. Two lanes of the service road are open as of June 28th, with completion scheduled to occur by mid -July. - E 96 St N is approximately 40% complete. The two west bound lanes have been poured along E 96 St N. This section is scheduled to complete by mid to late August. • Highway 75 and 11 6th Street Overpass Improvements - E 1 l 6th St N is closed at Yale heading west. All traffic must detour north or south at this intersection. Improvements are scheduled to be complete by August 2013. - The center column and both bridge abutments are in place with the bridge beams to be placed starting July 9th. - Overall project completion is 65% complete and on- schedule. Final completion is scheduled for August 2013. • Original Town Sewer Line Improvements - Sanitary sewer project is funded in the FY 2012 -2013 Wastewater Collection Operating Budget. - As a result of inverse slope, several sections of the gravity sewer line are in need of replacement. The estimated cost for such improvements is $200,000. - Survey work is complete and In -house engineering and design is in progress. The project is to be submitted to ODEQ in July 2013. • Hale Acres offsite Sanitary Sewer Line Improvements - Sanitary sewer project is funded in the FY 2012 -2013 Wastewater Collection Operating Budget. - As a result of inadequate slope, the offsite Hale Acres gravity sewer line is need of replacement. The estimated cost for such improvements is $270,000. - Survey work is complete and In -house engineering and design is in progress. The project is to be submitted to ODEQ in July 2013. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: July 11, 2013 RETAIL & SERVICE DEVELOPMENT UPDATE • Sam's Club continues construction at the NE Corner of 96th Street N and 129th E Avenue. • Raising Cane's Chicken Fingers has announced they will construct a restaurant on the Sam's site. • Whataburger has also announced they will be constructing a restaurant on the Sam's site. • Dollar Tree moved locations within the same shopping center. They have located to a larger space in the Owasso Market Center on 96th Street. They are now located in the space formerly occupied by Fashion Bug. • The Children's Place plans to open this month in Smith Farm Market. HEALTH CARE UPDATE • Senior Suites, a full service nursing facility continues construction on land to the south of the St. John Owasso medical campus. They could open in September. EDUCATION UPDATE The Tulsa Tech Campus in Owasso will open for classes late this month.
