All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. Consideration and appropriate action relating to a request for an executive session, for purposes of conferring on matters pertaining to economic development and the enticement of a business to locate within the area, wherein public disclosure of the matters to be discussed would violate the confidentiality of the business pursuant to 25 O.S. §307(C)(10). 9. Consideration and appropriate action relating to a request for a recommendation to the City Council to authorize a transfer of monies from the Hotel Tax Fund to the OEDA in the amount of $500,000 for the use of an economic development cash incentive to a company proposing to locate in the Owasso area. Adjournment MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, October 10, 2013 The Owasso Economic Development Authority met in regular session on Thursday, October 10, 2013 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, October 8, 2013. ITEM 1: CALL TO ORDER & ROLL CALL Dr. Spriggs called the meeting to order at 10:00 AM. PRESENT Bryan Spriggs, Chairman Dirk Thomas, Vice chairman - arrived at 10:10 am Gary Akin, Secretary Jeri Moberly, Trustee Dee Sokolosky, Trustee Frank Enzbrenner, Trustee David Charney, Trustee A quorum was declared present. ABSENT None ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the August 8, 2013 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Enzbrenner moved to approve the consent agenda, seconded by Dr. Spriggs AYE: Spriggs, Sokolosky, Enzbrenner, Moberly, Akin, Charney NAY: None Motion carried 6 -0. ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ITEMS REMOVED FROM THE CONSENT AGENDA No action required ITEM 4: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Chelsea Levo introduced Bronce Stephenson who presented the Monthly Building Report for September. Dr. Thomas arrives. Roger Stevens presented the Public Works project status update. Ms. Levo presented a business development report and discussed upcoming events to include the Tulsa Chamber Intercity Visit, a regional meeting of the Tulsa's Future to be held in Owasso. ITEM 5: REPORT FROM OEDA MANAGER No report. October 10, 2013 ITEM 6: REPORT FROM OEDA TRUSTEES Gary Akin commented on a recent ODOT announcement regarding the US 169 bridges across Bird Creek have been moved up on their priority list for construction. ITEM 7: NEW BUSINESS None. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR AN EXECUTIVE SESSION, FOR PURPOSES OF CONFERRING ON MATTERS PERTAINING TO ECONOMIC DEVELOPMENT AND THE ENTICEMENT OF A BUSINESS TO LOCATE WITHIN THE AREA, WHEREIN PUBLIC DISCLOSURE OF THE MATTERS TO BE DISCUSSED WOULD VIOLATE THE CONFIDENTIALITY OF THE BUSINESS PURSUANT TO 25 O.S. U07(C) (10). Mr. Enzbrenner moved to enter into executive session, seconded by Dr. Thomas. Owa ,.w, OK 74055 PROJECT STATUS REPORT City of Owasso Public Works Department November 5, 2013 • E. 106TH Street North and Garnett Road Intersection Improvement Proiect - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - ODOT awarded construction contract to Paragon Contractors in the amount of $1,952,952. - A Public Meeting was held on June 27, 2013, with representatives from PSA Dewberry, ODOT and Paragon to review the intersection improvements and provide a preview of the construction schedule. The meeting was well received with approximately 30 citizens in attendance. Those attending were afforded the opportunity to ask questions related to the project and view construction plans. - Construction started on July 8, 2013. - In October, the contractor completed the relocation of City of Owasso and Rural Water District water lines. The contractor began the installation of the stormwater infrastructure with completion expected in early December. - In conjunction with the stormwater improvements, the contractor will be installing a temporary lane, pavement removal, AGG Base and concrete paving over the course of the next 60 -days. - As a result of the utility conflicts, anticipated completion is now early April 2014. • E. 76th Street North Widening (from U.S. Hwy169 to N. 129th East Avenue) - In October 2010, the City received notice that INCOG selected the project to receive federal funding in the amount of $2,090,000 for engineering, right -of -way and utility relocation costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. - In October 2011, the City received notice that INCOG selected the project to receive federal funding in the amount of $3,470,000 for construction and administration costs. A 20% required match will be funded through the City of Owasso's Capital Improvement Fund. - In February 2012, ODOT officials informed City staff of funds available in the Federal Surface Transportation Fund for the planning phase of E. 76th Street North Widening Project. - In March, INCOG presented this project to its members for consideration to receive funding in 2012 for the engineering design. Project was approved by the Technical Advisory, Transportation Policy Committee, and INCOG Board of Directors - Engineering agreement for Poe & Associates, Inc. of Tulsa, Oklahoma and funding agreement was approved at the May 7, 2013, Council Meeting. - Engineering design is underway. Staff recently reviewed a preliminary layout of street lanes and bike lanes. Staff provided comments and Poe & Associates are working to see how the complete street design along with the utilities will fit within the ROW. In addition, the consultant is working on the bridge design along with environmental study which will be conducted by ODOT. The engineering design is schedule to be complete by late spring 2014. • Ranch Creek Sanitary Sewer Improvements - May 2012, City Council awarded an engineering agreement in the amount of $175,000 to Kellogg Engineering INC. - As part of an OWRB requirement, a Public Hearing over the environmental document was held on June 13, 2013 at the Owasso Library with approximately 10 citizens in attendance. City staff as well as representatives from Blackshare Environmental Solutions and Kellogg Engineering Incorporated were available to answer citizen questions regarding environmental concerns. Kellogg Engineering presented the engineering drafts of the proposed interceptor alignment for review by meeting attendees. - In September 2013, Kellogg Engineering completed the engineering design. - Since September, utility easement negotiations have been underway. Currently, 2 of the 5 parcels have been obtained. - In October 2013, ODEQ approved engineering design and plans. - The advertisement for bids began October 10 with bid opening scheduled to occur on November 12, 2013. - Staff anticipates construction to begin in January 2014 with final completion scheduled to occur by October. • Garnett Widening (from E. 961 Street North to E. 106th Street North) - In November 2012, Council approved an engineering agreement with Dewberry in the amount of $345,600. - A Public Meeting for the Garnett Widening project was held June 27, 2013 with City staff and representatives from PSA Dewberry to receive citizen comments regarding the design. Those attending were afforded the opportunity to ask questions related to the project and view conceptual plans. The meeting was well attended with nearly 30 citizens in attendance. - In October 2013, INCOG presented this project to its members for consideration to receive federal funding in FY 2017 for the construction phase. Project was approved by the Technical Advisory and Transportation Policy Committees. - On November 12 2013, the INCOG Board of Directors will vote. If approved, the City of Owasso will receive $3.2 million in federal funds. - The Conceptual Design is complete with final design now scheduled for completion in spring 2014. • N 129th E Ave, E 96th St N & Service Rd Widening, Drainage, Water, Sanitary Sewer Improvements - With the exception of a few punch list items, the transportation, water distribution, stormwater and sanitary sewer improvements are complete. • Original Town Sewer Line Improvements - Sanitary sewer project is funded in the Wastewater Collection Operating Budget. As a result of inverse slope, several sections of the gravity sewer line are in need of replacement. The estimated cost for such improvements is $200,000. - The Permit to Construct has been received from ODEQ. Bid advertisement is expected in November with construction commencing in January 2014. • Hale Acres offsite Sanitary Sewer Line Improvements - Sanitary sewer project is funded in the Wastewater Collection Operating Budget. As a result of inadequate slope, the offsite Hale Acres gravity sewer line is need of replacement. The estimated cost for such improvements is $270,000. The Permit to Construct has been received from ODEQ. Bid advertisement is expected in November with construction commencing in January 2014. • CDBG Sidewalk Project - Work began August 14th with scheduled completion by November 2013. - All concrete work within the contract has been completed. Additional funds remain in the amount of $28,000 and Public Works is working with the contractor to complete additional sidewalk work within the CDBG area with the remaining funds. • FY 2013 -2014 Street Rehabilitation Program - In August 2013, City Council approved the project priority list. - Funding in the amount of $1 million is included in the FY 2013 -2014 Capital Improvements Fund for this project. - The Engineering Division is finalizing bid specifications and plans. An advertisement for bids is scheduled to occur in November with bid award in early January 2014. Construction is scheduled to commence in February with completion in June. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: November 14, 2013 RETAIL & SERVICE DEVELOPMENT UPDATE • Raising Cain's Chicken Fingers has started construction on the Sam's Development site. • Baskin Robin's has announced locating in the former Freckles Frozen Custard location on 86th Street. • Compadres has moved to Waterford Plaza in the vacant corner restaurant location. • Plaza de Tores is a new Mexican restaurant that will open this week in the former Compadres location on 86th Street N. • Smith Farm Market is under new management. The Kroenke Group now owns all three phases of the center along with the Market Center including Wal -Mart and Lowe's. Smith Farm is currently leased out with the exception of one retail space on the south side of the center. • Discount Tires has started construction on their site at 1 16th and HWY 169. HEALTH CARE UPDATE • Senior Suites, a full service nursing facility continues construction on land to the south of the St. John Owasso medical campus. They will open this month. • A memory center is planned for the Bailey Medical Campus. CORPORATE UPDATE • Staff has been working on an economic development corporate prospect.
