COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
2021 TULSA COUNTY URBAN COUNTY
WHEREAS, the Housing and Community Development Act of 1974, as amended (24 U.S.C.
93 -383 et seq.), (the "Act'), provides that Community Development Block Grant, ( "CDBG'), funds
may be used for the support of activities that provide decent housing and suitable living
environments and expanded economic opportunities principally for persons of low- and moderate -
income; and,
WHEREAS, CDBG Regulations 24 CFR 570.307(a) allow counties having a total combined
population of 200,000 or more from the unincorporated areas and participating incorporated areas
to qualify as an urban county; and,
WHEREAS, Title I of the Housing and Community Development Act of 1974, Public Law 93 -383, as
amended, authorized the Secretary of Housing and Urban Development, as a representative of the
United States of America, to grant to Tulsa County funds and administrative responsibility for the Tulsa
County CDBG Urban County program; and
WHEREAS, a Cooperation Agreement between Tulsa County and the City has been executed for the
purpose of participation in the Tulsa County Urban County Community Development Block Grant
Program for Federal Fiscal Years 2020 -2022; and,
NOW THEREFORE, BE IT RESOLVED by the Owasso City Council that the City of Owasso desires to
obtain assistance in addressing community development needs and hereby requests the Tulsa County
CDBG Urban County program to provide assistance.
NOW THEREFORE, BE IT FURTHER RESOLVED by the Owasso City Council that the City of
Owasso affirms its commitment to take all action within its power to facilitate the receipt of the
assistance of community development funds, and upon receipt to administer said grant by the rules
and regulations established by the United States of America, the State of Oklahoma, Tulsa County and
all empowered agencies thereof.
ADOPTED this 16th day of March, 2021, at a (regularly or specially) scheduled meeting of the
governing body, in compliance with the Open Meeting Act, 25 O.S. §§ 301 -314 (2001).

The proposed project will be a continuation of the replacement of deteriorated 8" clay
the sanitary sewer pipes. Specifically, this project will replace the existing north -south
sewer lines on the south side of East 1 141h Street North and should represent the last of the
sewer line work in the neighborhood. The existing 8" clay pipe will be replaced with
approximately 1,800 linear feet (LF) new HDPE 8" inch pipe.
The work, which will be considered Phase IV of the Hale Acres sewer improvements, will
continue to address many years of inflow and infiltration issues in this area of Owasso's
collection system that was originally installed in the 1960s. The project will be designed in-
house by the Engineering Division of Public Works. A map has been provided with this
memo indicating the general location of the proposed improvements.

BACKGROUND:
The primary objective of the national Community Development Block Grant (CDBG) Program is the
"development of viable urban communities by providing decent housing and a suitable living
environment, particularly for persons of low and moderate incomes." All project proposals
submitted for funding through the CDBG Program must document the achievement of at least one
(1) of the following national objectives:
Provide benefit to low and moderate income persons;
➢ Aid in the prevention or elimination of slums or blight; and
➢ Meet other community development needs having particular urgency or posing a serious or
immediate threat to the health or welfare of a community.
ANTICIPATED FUNDING:
On February 9, 2021, the Indian Nation Council of Governments ( INCOG), provided information
regarding the 2021 CDBG application. A completed application, which includes a public hearing,
resolution, and cooperation agreement, is due to INCOG no later than April 2, 2021. Owasso is now
part of an Urban County and as such does not compete for the funding through the State
Department of Commerce. According to INCOG, Owasso will receive an allocation of
approximately $148,601.11 for the 2021 CDBG funding cycle, which does not require a local match.
PAST CDBG PROJECTS:
In the past, Owasso has utilized CDBG monies for sidewalk, sanitary sewer, street, and park
improvements. In 2014, the U.S. Department of Housing and Urban Development (HUD) changed
the income limits that determined if individuals and families qualified as a low to moderate income
household. As a result, Owasso lost much of its former qualifying area in and around the original
town area, leaving only a small area around the Baptist Village neighborhood eligible for funding.
Owasso staff performed income surveys for smaller targeted geographic areas in the summer of
2015, qualifying the Hale Acres neighborhood near North Garnett Road and East 116th Street North
for a five (5) year period. Since the Hale Acres neighborhood qualified for funding under the revised
HUD income limits, the City has utilized CDBG funds from the FY 2016 through FY 2020 allocations for
replacement of sanitary sewer lines in this neighborhood.
EXPIRATION OF QUALIFIED AREA:
Because the five (5) year qualifying period has expired for the Hale Acres neighborhood, it is
necessary to requalify the neighborhood in order to continue using CDBG funds in this location. In
October 2020, INCOG assisted with this effort by mailing out 175 surveys to Hale Acres residents, of
which 150 are needed for a statistically valid survey. This effort resulted in 40 surveys being returned
or a 26.66% response rate, far short of the needed 150 surveys,

In January 2021, no additional surveys had been received and staff made the decision to send out
another round of surveys to Hale Acres residents using City of Owasso letterhead. Additionally, the
Owasso Strong Neighborhood Initiative (OSNI) Coordinator, Jerry Fowler, communicated with local
neighborhood leaders to help explain the purpose of the survey. Notices of this second survey
were placed on Nextdoor and the City's web page. This effort resulted in 87 surveys being returned
as of March 2, 2021.
On March 6, 2021, staff conducted a door to door survey in the Hale Acres neighborhood in an
attempt to collect the remaining surveys. This effort resulted in an additional 57 being collected,
which brings the overall total to 146, which is 4 short of the 150 need. During the week of March 7,
staff returned to the neighborhood and collected the remaining signatures meeting the minimum
number required. Initial calculations of the surveys indicate the low to moderate income threshold
has been met with 152 total surveys received of which 46 (32 %) were above the low to moderate
income threshold with 146 (68 %) below.
PROPOSED 2021 PROJECT:
Considering the Hale Acres neighborhood appears to be requalified, the proposed project for
the 2021 CDBG funds is the continuation of replacing deteriorated 8" clay tile sanitary sewer
pipes. Specifically, this project will replace the existing north -south sewer lines on the south side
of East 114th Street North and should represent the last of the sewer line work in the
neighborhood. The existing 8" clay pipe would be replaced with approximately 1,800 linear feet
(LF) new HDPE 8" inch pipe.
The work, considered Phase IV of the Hale Acres sewer improvements, would continue to
address many years of inflow and infiltration issues in this area of Owasso's collection system,
which was originally installed in the 1960's. The project would be designed in -house by the

Considering the above, staff suggests continuing to utilize the funds for replacement of the sanitary
sewer lines in Hale Acres. This sanitary sewer project should be the last of the sewer work in this
area, and then stormwater work can begin.
PUBLIC HEARING:
On March 9, INCOG informed staff that a separate Public Hearing was required. Staff advertised
the public meeting to be held Monday, March 15, at 4 PM at Old Central in order to receive citizen
input on potential CDBG projects.
RECOMMENDATION:
Staff recommends approval of Resolution 2021 -04, requesting assistance from the Tulsa County
CDBG Urban County Program, approving an application for the 2021 funding cycle, and
authorization to execute all related documents.
