AN ORDINANCE PROVIDING FOR LEVYING AN OCCUPATION TAC ON
BUSINESS, PROFESSIONS, CALLING AND OCCUPATIONS AND UPON
PERSONS FIRMS, ASSOCIATIONS AND CORPORATIONS ENGAGED IN TRADE OR
BUSINESS WITHIN THE CORPORATE LIMITS OF THE TOWN OF OWASSO, OKLAHOMA;
PROVIDING FOR THE PAYMENT OF SAID TAX; THE ISSUANCE OF A LICENSE;
PROVIDING A PENALTY FOR THE VIOLATION HEREOF AND DECLARING AN
EMERGENCY
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF OWASSO,
OKLAHOMA:
SECTION 1. It shall be and is hereby declared to be unlawful for any
person, firm or corporation, either as principal, officer, agent,
servant or employee to engage in any of the callings , trades,
professions or occupations hereinafter specified without first paying
to the Town of Owasso, Oklahoma, the tax hereinafter set out and
procuring from said Town a license as herein provided.
SECTION 2. There is hereby assessed and levied a tax or license fee
upon each person engaging in any vocation, occupation, trade or business
named herein, for the purpose of meeting the expense of supervising, re-
gulating and policing said trades or business, wich tax or licenses
shall be paid each year, payable semi-annually, in advance, on the first
days of January and July of each year. except where a different tiem
for paying the same is specifically provided, or the period of operation
is for a shorter time. Any person who shall engage in more than one
ibusiness, trade or occupation on which any license fee is required,
shall pay the license fee required for each of such busniess, trades or
occupation, the same as if each were maintained, operated or exercised
independently and exclusively of all others. The license fee shall
be as follows:
Astrologers, each year not prorated $250.00
Book Agent, each per month or any part hereof 5.00
Bakeries, wholsale 5.00
barber shops. each, per year 5.00
agent, house to house, any kind, each day 2.50
cafes or restaurants, each, per year 5.00
clairvoyants, each, per year 250.00
entertainments or concerts, other than religious or
charitable, per day 2.50
Horoscope Readers, each per year 250.00
Medicine Shows, or other shows or public exhbitions, where
merchandise is sold or advertised, per day 5.00
Medicine vendor, itineratant, eahc, per day, 5.00
mediums, spiritual or others of similar occupation who
practise for profit, each for year 250.00
peddlers, in general, any person peddling any goods wares
or merchandise, each, per day 2.50
phrenologists, each, per year 250.00
Drug Stores, each, per year 5.00
garage, each, per year 5.00
Grocery Stores, each, per year 5.00
General Merchandies stores, each per year, 5.00
Hardware Stores, including farming implements, each, per year 5.00
Filling Stations, each, per year 5.00
Lumber yards, each, per year 5.00
Ice Cream Manufacturing Plants, where delivery is made and
goods sold at wholesale, each, pr year, 5.00
Hotels, each, per year 5.00
Auctioneers, each Per Year 5.00
Bottling Plants, where delivery is made and good sold at
wholesale, each, per year 5.00
SECTION 3. The Town Clerk shall issue and attest any and all licenses
required by this Ordinance. Any license issued by the Town shall be
subject to revocation or suspension. Provided, that in each case, the
holder of the license shall be entitled to at least three days notice
citing him to appear before the Board of Trustees at a time and place
named in and notice and show cuase why such license shall nto be
suspended or revoked.
SECTION 4. No license shall be sold or otherwise transferred. When-
ever any original license shall have been lost or destroyed, it shall
be the duty of the Town Clerk, on application of the owner thereof, to
issue a duplicate of the same. A service charge of Fifty Cents shall
be made and collected for each duplicate.
SECTION 5. The provisions of this ordinance shall not apply nor be
construed as to prevent any farmer or gardner or person engaged in a
similar occupation from selling products which he himself produces.
SECTION 6. Any person, firm, or corporation which shall conduct,
pursue, carry on or operate within the corporate limits of the town
of Owasso, Oklahoma, without having first paid the occupation tax or fee
herein levied, in accordanace with the provisions of this ordinance, any
calling, trade, or occupation, upon which the payment of an occupation
tax is by the terms of this ordinance required, or shall assist, directly
or indirectly in so doing, in any manner or to any extent whatever, either
as owner, proprietor, superintendent, agent, or as an officer of any
corporation, or as manager, servant or employee of any person, form,
or corporation, shall be deemed guilty of a misdemeanor and upon
conviction thereof be fined in any sum not less than One dollar nor
more than Twenty-five dollars. And each and every day on which any
such place of business shall be kept open in violation hereof and each
and every sale or transaction by any transient merchant, dealor or
peddler, agent or other person, shall consitute a seperate offense.
SECTION 7. That an emergency is delcared to exist for the immedate
preservatin of the plublic peace, health and safety, by reason whereof
this ordinance shall be in full force and effect from and after its
passage, approval and publication.

KNOW ALL MEN BY THESE PRESENTS: That the Town of Owasso in the State
of Oklahoma, hereby acknowledges itself indebted to tand for value received promises to
pay the bearer the sum of ONE THOUSAND ($1,000.00) DOLLARS on the
1st day of February, 19, together with interest thereon from the data hereof
until paid at the reat of per centum per annum, payable on the 1st day of
February and august of each year, except the first interest coupon
which shall mature on February 1, 1953; said interest evidenced by and to be paid
upon the surrender of the coupons hereto attached as they severally become due, both
principal and interest payable in lawful money of the United States of America at
The Frist National Bank and Trust Company, Tulsa, Oklahoma,
or at the option of the holder, at the Oklahoma Fiscal Agency in the City of New Yor,
State of New Yor, or in the event of the discoutinuance of such agency, then at the
Manufacturers Trust Company in said city and state of New York.
THE FULL FAITH, CREDIT AND RESOURCES of said town are hereby irrevocable pledged to
the payment of this bond.
THIS BOND is one of an issue numbered from ONE to THIRTY EIGHT both inclusive,
of like date and tenor except as to date of maturity and rate of interest, aggregating
the principal sum of THIRTY EIGHT THOUSAND ($38,000.00)
DOLLARS and is issued for the purpose of constructing and equipping a sanitary sewer
system and sewage disposal plant.,
to be owned exclusively by said town as a public utility, under Section 27, Article 10
of the Constitution and statutes of the State of Oklahoma complementary, supplementary
and enacted pursuant thereto.
IT IS HEREBY CERTIFIED AND RECITED that all acts, conditions and things required to
be done precedent to and in the issuance of this bond have been properly done, happened
and been performed in regular and due form and time as requied by law, and that the
total indebtedness of said town, including this bond and the series of which it
forms a part, does noto exceed any constitutional or statutory limitations; and that
due provision has ben made for the collection of an annual tax sufficient to pay
the interest on this bond as ti falls due and also to constitute a singing fund for
the payment of the principal hereof at maturity.
IN WITNESS WHEREOF said town has caused this bond to be signed by its President, Board of Trustees
and attested by its clerk and sealed with the sale thereof this 1st day of
February 1952.
