other appropriate action relating to the request for the review of a Lot Split request.
The general location of the property is south and east of the southeast corner of East 86th
Street North and North Memorial Drive. The Lot Split would divide a 49.82 acre tract into an
approximate 8.9 acre parcel and a 41.53 remaining acre parcel. The property is zoned
Agriculture (AG) under PUD 17 -03 and is part of The Villas at a New Leaf Development.

Monday, March 8, 2021
The Owasso Planning Commission met in regular session on Monday, March 8, 2021 at Old Central
per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 9:45am
on March 4, 2021.

ITEM 6. Final Plat - Garnett Medical Center - Consideration and appropriate action
relating to the request for the review of a Final Plat located at 10304 North
Garnett Rd. The subject property is approximately 2.16 acres in size, and is
currently zoned Commercial General (CG) under Owasso Planned Unit
Development (OPUD) 06 -04. The proposed development will consist of a single
building that will house an optometrist office.

Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. Staff recommends approval
of the Final Plat for Garnett Medical Center. A representative for the applicant was present to
answer any questions or address any concerns.
Mr. Miller moved, seconded by Mr. Utturkar, to approve the Final Plat, subject to TAC comments.
A vote on the motion was recorded as follows:

ITEM 7. Final Plat - Presley Hollow - Consideration and appropriate action relating to the
request for the review of a Final Plat proposing one hundred ninety -seven (197)
lots on twelve (12) blocks. The property is generally located on the north side of
East 76th Street North approximately 1/2 mile east of North 145th East Avenue. The
subject property is approximately 66.85 acres in size and is zoned Residential
Single - Family (RS -3) under PUD 16 -04.
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. A representative for the
applicant was present to answer any questions or address any concerns. Staff recommends
approval of the Final Plat for Presley Hollow, subject to TAC and Staff recommendations.
Mr. Miller questioned the need for private streets. Mr. Dempster reply that the HOA will be
responsible for the maintenance of the private streets.
Mr. Balthrop moved, seconded by Mr. Miller, to approve the Final Plat, subject to TAC
comments.
A vote on the motion was recorded as follows:

ITEM 8. Final Plat - Lissau Landing - Consideration and appropriate action relating to the
request for the review of a Final Plat proposing one (1) lot on one (1) block. The
property is located at 11610 N 137th East Avenue. The subject property is
approximately 1 1.48 acres in size and is zoned Commercial Shopping (CS). The
proposed use on the property is a medical clinic.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. Staff recommends
approval of the Final Plat for Lissau Landing. A representative for the applicant was present to
answer any questions or address any concerns.
Mr. Vines moved, seconded by Mr. Utturkar, to approve the Final Plat, subject to TAC comments
and subject to the submission of a letter stating that the proposed new frontage road will be
dedicated. Also subject to the following addition staff conditions:

• The ownership block to reflect the current owner of the property rather than future owner.
• A notation that the front building setbacks are 10 feet per the US -169 Overlay.
• Change the utility easements along the eastern boundary as depicted on March 8, 2021

• Add a note to the plat that all access points along the internal road shall meet the City of
Owasso driveway spacing requirements.

ITEM 9. OLS 21 -01 - Lot Split - Consideration and appropriate action relating to the
request for the review of a Lot Split request. The proposed lot split would split the
parent tract into two (2) separate tracts. The proposed Tract "B" would be
approximately 0.8136 acres in size and Tract "C" would be approximately 0.845
acres in size. The general location of the property is 9349 North 129th East Avenue
and is zoned Agriculture (AG) and Commercial Shopping (CS). A Rezoning
request accompanies this Lot Split request.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. Staff recommends
approval of the Lot Split. A representative for the applicant was present to answer any questions
or address any concerns.
Mr. Miller moved, seconded by Mr. Balthrop, to approve the Lot split, subject to TAC comments
and the submittal of a recorded MAE.
A vote on the motion was recorded as follows:

ITEM 10. OZ 21 -02 - Rezoning - Consideration and appropriate action relating to the
request for the review of a Rezoning request. The general location of the
property is 9349 North 129th East Avenue and is approximately 0.72 acres in size.
The applicant is requesting a rezoning from Agriculture (AG) zoning to
Commercial Shopping (CS).
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. Staff recommends
approval of the Rezoning. A representative for the applicant was present to answer any
questions or address any concerns.
Mr. Balthrop moved, seconded by Mr. Utturkar, to approve the Rezoning the property from
Agriculture (AG) to Commercial Shopping (CS), subject to TAC comments.

action relating to the request for the review of an Annexation and Rezoning
request. The general location of the property is the southwest corner of East 106th
Street North and North 1351h East Avenue and is approximately 4.19 acres in size.
If approved the subject property will be brought into the City Limits of Owasso as
Commercial Shopping (CS).
Ms. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the February 17, 2021 meeting. No comments were made.
A representative for the applicant was present to answer any questions or address any
concerns. Staff recommends approval of the Annexation request (OA 21 -01), annexing the
subject property with an assigned zoning of Commercial Shopping (CS) via rezoning request

BACKGROUND:
The Community Development Department received a request for the de- annexation of
approximately 10.81 acres of property near North 177th East Avenue and North Patriot Drive,
(The Wharf at Stone Canyon). The property was annexed into Owasso City Limits with Ordinance
934 in 2008, which included a portion of the Stone Canyon Planned Unit Development (PUD).

ANALYSIS:
The subject property, which falls within the Stone Canyon PUD that was approved in Rogers
County, was annexed into the Owasso City Limits in 2008 with Ordinance 934. The PUD identified
this area for single family homes on a minimum '/z acre lots. With the exception of Stone Canyon
Elementary and the new Hawthorn at Stone Canyon subdivision, most of the development
within the PUD has occurred in Rogers County outside of the City Limits. Such is the case with the
subject property (Wharf at Stone Canyon subdivision), in which the plat is being approved in
Rogers County.
Upon preparing the plat for this subdivision, the applicant noticed that 10.81 acres of the 59.35
acre subdivision was within the Owasso City limit boundary and that the Owasso fenceline also

bisected the subdivision. Having a subdivision where only a few of the lots are inside the City
Limits, while others are within Rogers County, does not follow sound planning principals and can
make for logistical issues for Police, Fire and EMS response. Additionally, the lots within this
subdivision are proposed to be on aerobic sewer systems, as opposed to a municipal collection
system. The City does not permit aerobic systems inside the City Limits. In summary staff believes
there is no substantial benefit to having only a portion of this subdivision inside the City Limits,
with the remaining portion in the County, and does not foresee detaching this small portion of a
larger subdivision as creating a negative impact.
RECOMMENDATION:
Staff recommends approval of the de- annexation OA 21 -02.

BACKGROUND:
The Community Development Department received a Lot Split application for property located
south and east of the southeast corner of East 86th Street North and North Memorial Drive. The

ANALYSIS:
The proposed Lot Split divides a 49.82 acre parent tract into two (2) separate parcels, Parcel I
and Parcel 2, by splitting off an approximately 8.29 acre parcel from the northeastern corner of
the parent tract. This 8.29 acre piece will become Parcel 1. The remaining 41.53 acre area of the
parent tract will become Parcel 2. The purpose of this Lot Split is to separate the proposed
residential portion of the development from the proposed commercial portion. According to the
applicant, each use needs to be a separate legal lot of record for financial reasons.

The subject property is zoned AG under OPUD 17 -03. Staff has determined that each of the
resulting tracts meet the dimensional requirements for lots within the AG zoning district. Further,
staff has determined that each of the resulting tracts meet the dimensional requirements for lots
under OPUD 17 -03.
The property is platted with utility easements identified on the filed plat (Plat #6924). Access to
the proposed Parcel 1 is ensured through a mutual access easement (MAE) connecting to East
86th Street North. Said MAE will continue on through the proposed Parcel 2, and eventually
connect to North Memorial Drive.
Any future development that occurs on the subject properties must adhere to all City of Owasso
subdivision, zoning, and engineering requirements.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed this item at their April 21, 2021 meeting.
Comments from that meeting have been attached to this memo.
RECOMMENDATION:
Staff recommends approval of Lot Split request OLS 21 -02, subject to TAC comments.
