MEETING — The Commission reviewed the minutes of February 7, 2011 regular
meeting. David Vines moved, seconded by Dr. Callery, to approve the minutes. A vote

4. Rezoning OZ 11 -01 — Consideration and appropriate action related to a request to for
the rezoning of approximately 15 acres of land containing part of the Maple Glen II
subdivision and portions of land to the east. Maple Glen subdivision is located on
North Garnett Road and East 1 101 Street North.
Charles Brown presented the item and Karl Fritschen reviewed the staff report. On
February 7, 2011 the Owasso Planning Commission reviewed and approved OA 11 -01,
which was a request for the annexation of approximately 15 acres of land containing
part of the Maple Glen II subdivision. Subsequently the City Council approved the
annexation request on February 15, 2011. As discussed with case OA 11 -01 the retro-
annexation occurred due to an oversight of both the City and the Owasso Land Trust
(OLT). The project is served with Owasso sanitary sewer, water by Washington
County Rural #3, and fire and EMS by Owasso. Staff recommends approval of OZ 11-
01 rezoning the subject property to RS -3.

5. Preliminary Plat - Bailey Medical Campus - Consideration and appropriate action
related to the request for the review of a preliminary plat proposing one (1) lot, one (1)
block, on approximately 1.22 acres of land, located west of First Christian Church of
Owasso.
Charles Brown presented the item and Karl Fritschen reviewed the staff report. The City
of Owasso received a preliminary plat for review and approval of the Bailey Medical
Campus. The Bailey Medical Campus proposes one (1) lot on one (1) block on
approximately 1.22 acres of property. The applicant wishes to plat the property for the
development of a dialysis clinic. The subject property is immediately to the west of the
First Christian Church of Owasso on the south side of the traffic circle. The zoning on
the property was originally governed under PUD 469, which was approved in Tulsa
County in 1991. The subdivision regulations state that any preliminary plat not
receiving final plat approval within (1) year shall be null and void. The Technical
Advisory Committee reviewed the plat at their February 23, 2011 meeting and had the
following comments:
City of Owasso Engineering - Provide book and page number for the drainage
easement
Add 2 columns to the curve table showing cord length and bearings, look at providing
an easement along the west boundary so that adjoining lots will not be impacted in their
ability to extend utilities; may eliminate the 11' U/E along the south boundary
AT &T - Show adjoining easement to the east of the property along Larkin Bailey
Boulevard. Provide 4" Conduit from wall closet to the 17.5' U/E
ONG - Identify location of the gas meter
The applicant is required to address all TAC comments as well as those from the
Engineering department.
Sanitary sewer, police, fire, water, and EMS service will be provided by the City of
Owasso. The property will be subject to all payback fees, including Storm Siren fees
of $35 per acre. The applicant will have one (1) year to submit a final plat for the
project from the date of Planning Commission Approval. Staff recommends the
Planning Commission approve the preliminary plat for Bailey Medical Campus subject to
addressing all TAC and Engineering Department comments.

SUBJECT: Unified Sign Plan- OUSP 11-01 (Tulsa Technology Center)

BACKGROUND:
The City of Owasso has received a request for consideration and appropriate action related to
the review and acceptance of the Tulsa Technology Center Unified Sign Plan.
LOCATION:
The property is located 'A mile north of East 106th Street North east of the Highway 169. (10800 N.
140th East Ave.)
SURROUNDING LAND USE:
North: CS (Commercial Shopping) - City of Owasso
South: AG (Agricultural) -Tulsa County
East: RS- 3 /OPUD 01-03- (Single Family Residential) - City of Owasso
West: AG (Agricultural) - City of Owasso

UNIFIED SIGN PLAN REVIEW PROCESS:
A unified sign plan (USP) is an application requesting approval of a comprehensive sign permit
establishing the size, location and design of signage on property being developed as a unit. The
purpose of a USP is to provide for the establishment of signage criteria that is tailored to a
specific development or location and which may vary from the provisions of this Code. The
intent of the USP section is to provide for some flexibility in the sign criteria of this Code that
promotes superior design through architectural integration of the site, buildings and signs.
National or international franchises shall be given reasonable consideration with respect to
company standard logos and lettering styles that are an integral part of the franchise image
and identity. The consideration shall not be without restriction and shall be within the boundaries
of sound zoning practice and planning and in harmony with the general purpose and intent of
the unified signage plan.
All unified sign plans are subject to the following restrictions:
(1) All unified sign plans shall include the location, size, height, construction material, color, type
of illumination and orientation of all proposed signs.
(2) All unified sign plans shall be reviewed by the City of Owasso Planning Commission and shall
conform to all conditions imposed by said Commission prior to the issuance of a sign permit.
(3) Unified Sign Plans shall include all signage to be located within the perimeters of the subject
site whether in excess of the provisions of the current sign code or not.
(4) Unified Sign Plans may not propose a total sign square footage exceeding three (3) square
feet of signage per every one (1) linear foot of street frontage of the subject property.
(5) Unified Sign Plans may not include any prohibited sign.
ANALYSIS:
The applicant is requesting a Unified Sign Plan to allow for the display of up to 8 signs on the Tulsa
Technology Center site.
Tulsa Technology Center USP includes the following signs:
1. One LED two sided billboard 35' in height and 48' wide with 672 Sq. Ft. of display area
per side. Located on the west side of the property along 140th East Ave. It should be
noted that the billboard pole was grandfathered into the City in February 2000 when
the property was annexed into the City Limits.
2. One two sided LED sign 23' in height 10' wide with 130 Sq. Ft. of display area per side.
Located on the west side of the property along 1401h East Ave.
3. One (2) two -sided back lit sign 20' in height and 10' wide with approximately 60 Sq.
Ft. of display area per side located on the west side of the property along 140th East
Ave (frontage road along US -169).
4. One (2) sided sign 14' in height with 60 Sq. Ft. of display area per side located on the
east side of the property along 145th East Avenue.
5. Four (4) wall mounted signs located on the east, south and west side of the building
totaling 256 Sq. Ft. of display area. (64 Sq. Ft. per sign)
All of the proposed sign locations are along existing roadways and to ensure that the signs pose
no conflict with technical aspects of the site development, the application was reviewed by the
Owasso Technical Advisory Committee (TAC) on February 23, 2011.
The unified sign plan includes the location, size, height, construction materials, type of
illumination, and orientation of all the proposed signs. The requested number of signs shown in
the unified sign plan does not propose a total sign square footage in excess of the (3) square
feet of signage for every (1) linear foot of street frontage of the subject property. The total
square footage of signage requested in the unified sign permit is 2,100 square feet. The Tulsa
Technology Center possesses 1,820 ft. of frontage along 1401h East Ave.
Considering that a large residential area exists across the street, staff had concerns about the
sign along 1451h East Avenue. Staff recommended the applicant reduce the height to 14 feet as
opposed to 20 feet to help mitigate any negative impacts to the adjoining neighborhood. This
was discussed at the TAC meeting. The revised sign package indicates this change.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed the unified sign plan for TTC at their regularly
scheduled February 23, 2011 meeting and made the following comments.
1. All ground signage must be out of any utility easement. The sign plan shall show the
location of the utility easements relative to sign locations.
2. The sign along 145th E. Avenue should be reduced in height to 14', to make it more
compatible with the nearby neighborhoods.
Each of the comments has been addressed.
RECOMMENDATION:
Staff recommends approval of the unified sign plan for the Tulsa Technology Center

Background:
The City of Owasso received a request for the detachment of a 20.05 acre tract located
approximately '/z mile north of 116th Street North on the east side of North Mingo Road. On
January 13, 2003 the Planning Commission approved the annexation for the subject tract.
Subsequent to the annexation the owners commenced with rezoning the property to RS -3 with a
PUD overlay. On May 10, 2004 the Planning Commission approved OPUD 04 -02 for the property.
At that time the applicant intended to develop the property with single family homes, but no
final plat was ever submitted.
Recently, a property transaction occurred and new owners took possession of the property,
John and Judy Dix. Staff has been informed that they desire to use the property as it was prior to
the annexation, which was primarily for grazing of horses and have no intention developing the
property with single family homes. Therefore, a request for detachment the property has been
submitted by the current owners.
Analysis:
As stated above, the new owners of the property have no plans to develop it in a similar fashion
as was approved with OPUD 04 -02 and recently purchased the land for agriculture related uses
(raising of horses). The location of the property is somewhat isolated in terms of its proximity to
other adjacent parcels within the City Limits or to those developed at an urban density. The
property does not share a contiguous boundary with any other property within the City Limits.
Whenever parcels are annexed, the City of Owasso becomes responsible for providing Police,
fire and EMS services. If annexed properties are scattered throughout the region, they become
fragmented as opposed to being part of more contiguous portions of the City. This has the
effect of making it more expensive to provide services to these areas and may cause logistic
issues with respect to providing timely emergency service.
Typically the City of Owasso prefers to not detach property, as it hampers the City's ability to
provide orderly and well planned growth. This particular tract, however, is not within what might
be considered a critical growth corridor, as it is somewhat removed from the main body of the
City. When making a decision to detach property all of the aforementioned factors must be
weighed.
Annexation Committee
On March 30, 2011 the annexation committee met, discussed the request in depth, and voted
to send the recommendation to the Planning Commission. Attached is a copy of the minutes
from the meeting.
Recommendation:
Staff recommends approval of the request to detach the property from the corporate limits of
the City of Owasso.

Per our conversation at your office prior to the holidays, we have now closed on the 20
acres of land just South of our farm.
The former owners, Noble Sokolosky & Tom Kimball, had planned to develop that
property into 95'starter homes' and to facilitate that development asked to be annexed
into the City of Owasso and be zoned R53 which was approved by the Planning
Commission at that time. They never filed a final plat so that property was never
developed. We have now purchased that property from them.
As we have no plans to develop that property in that manner, we request the Planning
Commission detach the property from within the City Limit boundaries, but remain
within the fenceline for the Owasso school district. In other words, allow us to put it
back like it was.
If we are notified of the date and time this would be heard by the Planning Commission,
I would be happy to appear and answer any questions about this request the
co issioners might have.

WHEREAS, notice of the presentation of said Petition was given by the Petitioner by
publication in the Owasso Reporter, a newspaper of general circulation published in the City of
Owasso, Oklahoma, and notice was given that said Petition would be considered by the City
Council of the City of Owasso, at a meeting to be held on March 18, 2003 at 6:30 PM at the
Community Center, Owasso, Oklahoma; and
WHEREAS, on the 18' day of March, 2003, said Petition was duly considered by the City
Council and was determined to have complied with the provisions of Title 11, Section 21 -103, et
seq., of the Oklahoma Statutes, and further, that proper legal notice of presentation of said
petition had been given; and

and territory described in Section 1 hereof shall be a part of the City of Owasso, Oklahoma, and
in Ward One thereof, and all persons residing therein, and all property situated thereon, shall be
and are hereby declared to be subject to the jurisdiction, control, laws, and ordinances of the City
of Owasso, Oklahoma, in all respects and particulars.
Section 3. That there be filed in the office of the County Clerk of Tulsa County,
Oklahoma, a true and correct copy of this Ordinance, together with an accurate map of the
territory hereby annexed.

The meeting began at 5.06 PM
• David Vines — Question the method by which we were processing the request. Felt it should be
something initiated through Tulsa County and not Owasso. Asked if there was a way to
accomplish the property owner's desire through a special exception or variance request. Also
voiced a concern as to what kind of message this sends to others who want to detach; does it
set a negative precedent.
• Dany Yancy — Responded to David's concerns by stating that raising and grazing livestock on City
property is actually a criminal offence so that using a variance as a tool would not work.
Expressed a concern that it may appear selective if we make special provisions for the applicant
and may even be construed as a violation of the annexation ordinance. Would like to see some
kind of a detachment policy that establishes some criteria.
• Roger Stevens — Explained that site is very difficult to develop. Cannot make the drainage work
very easily as there is not very much grade change. A sewer upgrade would be required to
develop the property under the density that was allowed under the PUD. This is also a
significant cost issue. The Mayor asked Roger about water and sewer taps if the present owner
just develops the property with a few home sites. Roger sais yes tap fees would be charged as
well as any extension requirements of infrastructure. Mentioned that the property will never
develop to the density envisioned under the PUD.
• Julie Lombardi — Expressed some concerns over the lack of a policy or minimal criteria for
detachment requests. Otherwise, saw no real issues with the legalities of the current way we
are processing the request.
• Brad Clark —State that the property is not in the Owasso response area, but is in Collinsville.
Expressed no concerns regarding the request.
• Karl Frtischen — mentioned we could look into establishing some kind of basic criteria that could
be used to help make decision regarding future detachment requests, such as a common
boundary of so many linear feet with other contiguous parcels inside the City Limits. Explained
that this parcel was not in a strategic corridor vital for economic development and growth and
that it is somewhat removed, is surrounded by low density residential, and is not bordered at all
with any tracts inside the City Limits.
• Mayor Bonebrake —Asked if the property could be rezoned to an AG zoning district and allow
the individual to raise horses. Dan Yancy replied that there would still be the issue of raising
farm animals on City property. Dan Yancy also explained that allowing animals inside the City
raises nuisance issues that would have to be addressed.
A motion was made by Dan Yancy to forward the request to the Planning Commission and was seconded
by Roger Stevens. The vote was unanimous to forward the recommendation to the Commission.
A motion was made by Mayor Bonebrake to adjourn the meeting and seconded by David Vines. The
vote was unanimous to adjourn the meeting.

The City of Owasso received for review and approval a conditional final plat (final plat) for Lake
Valley IV Extended. This plat is described as an extension to Lake Valley IV due to the fact it is
creating a new lot, where none existed before.

PROPERTY CHARACTERISTICS:
The subject property is 0.61 acres in size and comprised of 3 lots which are part of the entire Lake
Valley IV Development. The request will involve the closure of right of way, which will be
conducted as a separate action. The property is served water by Washington County Rural
Water #3, and Owasso, sanitary sewer, police, fire, and EMS service.
ANALYSIS:
The applicant is requesting the review and approval of the final plat consisting of 3 lots in one
block in order to develop one additional lot and modify two adjoining ones as part of the Lake
Valley IV development. The proposed change covers 0.6lacres and involves the closure of a
unimproved platted right -of -way, and the addition of a reserve area. The use of the property is
governed by PUD 08 -01, which allows single family homes. The property adjoins Ranch Acres
Estates II to the east, which is comprised of 2.5 acre home sites in Rogers County. The lots sizes in
Lake Valley IV are significantly smaller and average 5,500 to 6,000 SF.
The final plat for Lake Valley IV was filed in May 2010 and showed a stub street connection on
the east property line with East 1 101h Street North, which is designed to Roger County standards
and contains no curb and gutter. Initially, the concern of this re -plat, was compromising the
number of possible access points for emergency vehicles. However, after reviewing the entire
Lake Valley Development, it was discovered that this would not be an issue, as there are other
points of access that address this concern.
According to the applicant, the residents in Ranch Acres Estates opposed this connection,
which would have allowed some traffic to pass through their neighborhood. There is also a
large drainage feature between Lake Valley IV and Ranch Acres Estates II, which would have
required the construction of a bridge. The proposed final plat provides a 17 foot reserve area,
which will allow access to. utilities and the drainage feature in Reserve Area A. Additionally, this
Reserve Area may also serve to provide a future pedestrian connection. Considering the
aforementioned items, staff finds no issues with proposed plat.
Any development that occurs on the subject property must adhere to all subdivision, zoning,
and engineering requirements including but not limited to paved streets, landscaping, and
sidewalks. The property will be subject to all payback fees, including Storm Siren fees of $35 per
acre.
The proposed plat indicates a 17.5' utility easement along the east boundary of the site, a
recorded 20' utility easement between lots 2 and 3, and a 20' utility easement along the front of
lots 1,2, and 3. All of the newly configured lots meet all of the bulk area requirements of PUD 08-
01.
In a regional context, this proposed addition is in conformance with the Owasso 2015 Land Use
Master Plan, as the area is shown for residential uses.
Technical Advisory Committee:
The Final Plat for Lake Valley IV Extended was reviewed by the Owasso Technical Advisory
Committee at their regularly scheduled meeting held March 30, 2011. At that meeting, utility
providers and city staff were afforded the opportunity to comment on the application and
request any changes or modifications. The following comments were made.
Public Works - Check the legal description for closure.
PSO /AEP - No comments
ONG - No Comments
Rural Water - No Comments
Community Development - May need to prepare a separate action for closure of the
right -of -way. Should not hold up the platting process.
David Vines - Fencing needs to be the continuation of existing fencing.
RECOMMENDATION:
Staff recommends the Planning Commission approve the final plat for Lake Valley IV Extended
subject to addressing the TAC comments.
