The agenda for the meeting was posted in the Owasso City
Hall, 207 S. Cedar, on October 6, 1988.
1. CALL TO ORDER - Chairman Ray Haynes called the meeting to
order at 7:15 p. m.
2. ROLL CALL - Chairman Haynes declared that a quorum of three
members was present.
3. MINUTES OF JULY 21. 1988 - The Commission reviewed the Minutes
of July 21, 1988. Motion was made by Elwood Henry and seconded
by Pat Imbriano to approve those Minutes as written. A vote on
the motion was recorded as follows:

SUBDIVISION REVIEW
4. Lakerridge Third Addition ,(2014) - Capital Ventures Resources
Inc., property located at 91st Street North and 123rd East Ave-
nue, Final Plat
Richard Hall explained the proposed replat of the property
with the Planning Commission. The subdivision engineer Bill Lewis
was present and discussed the situation. The Planning Commission,
Bill Lewis and Richard Hail reviewed the following Technical
Advisory Committee and Staff recommendations:
Utility easements shall meet the approval of the utility
companies. Coordination will be required, particularly if an
underground facility is planned. Show additional easements
as required.
Paving and drainage plans shall be approved by the City of
Owasso.

Drainage system study, including the boundaries of the 100
year flood calculated on the basis of 100% or full upstream
urbanization, shall be approved by the City of Owasso.
Water and sewer plans shall be approved by the City of
Owasso.
A Corporation Commission letter or certificate of non -
development shall be submitted (or plugging records) for any
oil and /or gas wells before the final plat is released.
Access points (or access to the tract) shall be approved by
the City of Owasso and shown on the plat accordingly.
Restrictive covenants and deed of dedication shall be
submitted for review prior to release of final plat (City
Attorney shall review).
Street names shall be approved by the City of Owasso.
Adjacent streets and /or widths thereof should be shown on
final plat.
Complete dimensions shall be shown on all lots, streets,
building lines, easements, etc.
Complete curve data shall be shown on final plat where
applicable.
Key or location may shall be complete.
Bearings or true north and south shall be shown on perimeter
of land being included in the plat or other bearings as
directed.
Sewage disposal, the method and plans therefore, shall be
approved by the Tulsa City- County Health Department.
A topo map shall be submitted for review prior to review of
the final plat.
House numbers shall be shown on a copy of the final plat
prior to the recording of the plat.
Ali Subdivision Regulations shall be met, including
provisions of Appendix A and Ordinances 182 and 233, and all
other amendments prior to release of final plat.
Building pad elevations shall be placed on each lot on a
COPY of the final plat prior to recording the plat. Said

Show the location of all monuments.
Sidewalks shall be provided along both sides of all streets
in all zoning categories except industrial in accordance
with Ordinance number 182. Article III, Section 3.
Plat filing fees shall be paid to the Owasso City Clerk.
Erosion control plans must be approved by the City of
Owasso.
The subdivision must meet the requirements or the Zoning
District.
Subdivison must meet the requirements of the Fire Marshal.
Specific Conditions for Lakeridge Third Addition:
a. Show a perimeter off -site easements of 11' adjacent to an
existing easement or 22' not adjacent to an easement around
the unplatted area southeast of the plat and note Book and
Page numbers for all off -site easements.
b. Show a 11' easement northeast of L2 B5. Also show a 22'
easement southeast of L1 B3.
c. L2 B2 must meet Zoning Code bulk and area requirements.
d. Do not show unplatted areas with dotted lines for lots
and streets.
e. Check typographical errors in Deed of Dedication and
Restrictive Covenants
Motion was made by Elwood Henry and seconded by Pat Imbriano
to recommend approval of the Lakeridge Third Addition subdivision
plat subject to the above listed conditions. A vote on the motion
was recorded as follows:

SPECIAL ITEM
5. Discussion of legal issues pertaining to Planning Commission
Activities
City Attorney Ron Cates briefed the Commission concerning
various state laws and procedures. No vote was taken on the
matter.

SURROUNDING AREA: The Owasso Sr. High School campus is located
east of the tract while two churches, two small shopping
centers, two offices and a health center are located to the
south. An unplatted OL zoned tract is located west of the
property and a vacant RS -3 property is located to the north.
A stream is tangent to the tract on the northwest.
ZONING BACKGROUND:
OZ -11 A request in August of 1973 by D.M. Sokolosky to
rezone 460 acres located between 76th St. N. and 86th St. N.
west of 129th E. Ave. from AG to CG, RS -1. The staff recom-
mended modified approval but the Planning Commission and
City Council approved RS -2, CS and CG. (Ord. 161, Elm Creek
Additions).
OZ -16 A request in April of 1974 by John Sublett to rezone
309 acres located north of 86th St. N. and west of 129th E.
Ave. from AG to RS -1, RS -2, RM -2 and CS. The staff, Planning
Commission and City Council approved a modified zoning
proposal (Ord. 174, Lakeridge Additions).
OZ -35 A request in April of 1987 by Bland Pittman to rezone
13.06 acres of land located north of 86th St. N. and east if
117th E. Ave. from AG, OM and OP to CS. The staff, Planning
Commission and City Council concurred in approval of the
proposal (Ord. 245, Clark Plaza Fourth Addition).
OZ -43 A request in January of 1979 by Bland Pittman to
rezone a 59 acre tract located northwest of the NW /c of 86th
St. N. and 129th E. Ave. from RS -1, RS -2, RM -1 and OL to AG,
RS -3, RM -1 and OL. The Staff, Planning Commission and City
Council concurred in approval of a modification of the
request (Ord. 257)
OZ-46 A request in July of 1979 by the City of Owasso to
administratively rezone a 6 acre tract located north of the
NW /c of 86th St. N. and 129th E. Ave. from RM -1 to RS -3. The
Staff, Planning Commission and City Council concurred in
approval of the proposal (Ord. 267).
OZ-48 A request in October of 1979 by Canterbury Properties
to rezone a 308 acre tract located west of 129th E. Ave.
between 86th St. N. and 96th St N. to RS -3, RS -2, RM -1, RM-
2, OL, RD, CS and AG. The staff and Planning Commission
concurred in approval but the City Council denied the re-
quest. In April of 1980 the Council refused to reconsider
the decision and was sued. In July of 1980 the Council and
land owners agreed to a District Court journal entry judg-
ment that approved a compromise zoning pattern that approved
RS -3 zoning west of the High School.
OZ-67 A request by Owasso Lakeridge Terrace, Inc. to rezone
an irregular shaped 101 acre tract located west of 129th E.
Ave. at 91st St. N. from RS -2 to RS -3. The staff had no
recommendation but the Planning Commission and City Council
concurred in approval of RS -3 zoning on the property (Ord.
327).
ANALYSIS:
I have no disagreements concerning the basic design of
the PUD and its basic purpose - -to allow individual merchants
to own their own space in a shopping center setting. The
structures along 86th St. N. will block the visibility and
may harm the trade of the shops to the north, however.
The proposed site plan, or concept shown in the PUD
text, has little detail to allow me to make specific recom-
mendations. The project should, however, conform to Zoning
Code bulk and area requirements for the underlying CS zoning
district as well ad building and fire codes. Parking spaces
should be at least 10' x 20' and driving lanes should be at
least 24' wide. I question the need for 7 curb cuts, espe-
cially those on the major streets. One curb cut on each
major street frontage should be eliminated.
Page nine of the PUD text calls for a detailed site
plan review of the project. Such a review will be important
to insure compliance with city codes, especially regarding
fire codes, since two story buildings are proposed and
firefighting may be difficult in two story buildings in
Owasso.
TECHNICAL ADVISORY COMMITTEE SITE PLAN REVIEW:
The Owasso T.A.C. reviewed the PUD site plan with
applicant Tim Terral at its November 9, 1988 meeting. The
committee discussed the zoning of the land to the north and
it was determined that the property was zoned RS -3 and would
back to the CS zoning of the PUD. The Fire Marshall ques-
tioned the width of the driveway on the north side of the
proposed structure. It was determined that the 24' wide
drive was wide enough for fire trucks. The Committee dis-
cussed the GRDA poweriine easement on the east end of the
tract and how that easement would be addressed in the subdi-
vision plat of the tract. Finally, we discussed the elimina-
tion of some of the curb cuts shown on the site plan. The
applicant said that the center cut could be removed on 129th
E. Ave. but the Fire Marshall said that all cuts on 86th
were necessary for fire truck access.
STAFF RECOMMENDATION:
I recommend approval of OPUD-8 subject to the following
conditions:
1. That one curb cut be eliminated on 129th E. Ave.,
2. that no provisions of City Codes be waived,
3. that there be an overall detailed site plan review
of the development and
4. that the property be platted and covenants estab-
lished within the plat jurisdiction to ensure that the PUD
requirements are enforced.

CONDITIONS OF APPROVAL
This subdivision checklist, or a revised list, shall accompany a
Plat proposed for final release by the City Council of the City
of Owasso. All conditions noted shall be fulfilled before the
plat shall be considered for approval by the Owasso City Council.
It is the responsibility of the subdivider, developer and plat
engineer that all Owasso Subdivision regulations and the condi-
tions listed below are satisfied. Only the numbered conditions
pertain to this particular subdivision. Once the conditions are
satisfied, those that are noted with an "A" shall be initialed by
the City Engineer, those noted with a "B" shall be initialed by
the Building Inspector, those noted with a "C" shall be initialed
by the City Planner, and those noted with a "D" shall be ini-
tialed by other authorities as shown.

GRDA easement and move the East Building Line outside of the

SUBJECT: Site Plan for the Owasso Nursing Center, 8415 N. 123rd
East Avenue, Lot 1, Block 2 Elm Creek Condominiums Amended
DATE: November 11, 1988
BACKGROUND:
The subject tract is a portion of the Elm Creek Condominiums
Amended plat which was approved in August of 1985. The property
is zoned RM -1 and serves as a buffer between commercial zoning to
the north and a residential neighborhood to the south. The subdi-
vision began as a condominium project as the plat name implies.
That project was not completed, however, even though utilities
had been already completed on the tract in preparation for the
units. The First Bank of Owasso applied to the Board of Adjust-
ment in April of 1988 for a Special Exception to the Zoning Code
to allow the construction of a nursing home on the property. The
Board heard the case on May 25, 1988. Several neighbors of the
property were present and asked questions of the applicants about
the proposed use. The Board voted 3 -0 with one abstention to
approve the Special Exception use but stipulated that it wanted
to review a site plan of the nursing facility. The nursing home
architects submitted a site plan of the development on October
28, 1988.
The Owasso Technical Advisory Committee, which is composed
of local utility companies, city personnel, technicians and
engineers, reviewed the site plan at its November 9, 1988 meet-
ing. The T.A.C. made the following comments concerning the site
plan:
1. The Committee, while it has no jurisdiction over paving
standards on private property, recommended that driveway paving,
especially near trash dumpsters, be thickened to withstand the
weight and turning movements of heavy trash trucks.
2. The Fire Marshall requested that the turning radii of the
drives be adequate to accommodate fire trucks. He asked for a
complete set of building plans to determine fire protection
requirements. He also said that there may be a need for more fire
hydrants on the tract.
3. O.N.G. discussed the need for a natural gas line easement
on the west side of the lot along 123rd E. Ave. They decided to
stay in the street right-of-way, which according to state laws,
may accommodate utility easements.
4. The City Engineer discussed with the architect the need
for some type of storm water detention on the property.
5. The committee finally recommended that no portion of the
building be constructed over any public utility line.

I have informed the citizens that were present at the May
25, 1988 Board of Adjustment meeting that the Board will review
the proposed site plan at its November 16, 1988 meeting. I have
also scheduled the site plan to be reviewed by the Owasso Plan -
ning Commission at its November 17, 1988 meeting.
RECOMMENDATION:
I recommend approval of the proposed site plan subject to
the following conditions:
(1) That the turning radii of the drives be adequate to
accommodate fire trucks and that the building plans meet the
requirements of the Fire Marshall and Building Inspector,
(2) that the development meet the requirements of the City
Engineer regarding storm water detention on the property,
(3) that no portion of the building be constructed over any
public utility line,
(4) that a screening fence be built between the nursing home
and the residentially zoned neighborhood to the south,
(5) that one parking space per 500 sw. ft. be provided for a
total of 62 spaces at a size of 10' x 20' instead of the proposed
58 spaces which are 9' x 18' and
(6) that sidewalks be provided on the east side of 123rd E.
Ave.
