Monday, October 11, 2021
The Owasso Planning Commission met in regular session on Monday, October 11, 2021 at Old
Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side)
at 1 1:00am on October 7, 2021.

Regular Meeting.

ITEM 6. SUP 21 -05 - 9155 N. Owasso Expressway - Consideration and appropriate action
relating to the request for the review of a Specific Use Permit to allow an
automotive repair and maintenance facility within the US 169 Overlay
District. The subject property is located at 9155 North Owasso Expressway
and is approximately 1.49 acres. The property is zoned as CG
(Commercial General.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the September 15, 2021 meeting. Staff recommends
approval of the SUP request. A representative for the applicant was present to answer any
questions or address any concerns.

repair and maintenance facility within the US 169 Overlay District, subject to TAC and Staff
comments. A representative for the applicant was present to answer any questions or address
any concerns.

ITEM 7. Preliminary Plat - Smith Farm Village - Consideration and appropriate action
relating to the request for the review of a preliminary plat proposing sixty -
seven (67) lots in eleven (11) blocks on approximately 33.9651 acres. The
general location of the property is the southeast corner of the intersection
of North Garnett Road and East 961h Street North and is zoned CS
(Commercial Shopping) and RNX (Residential Neighborhood Mixed)
under PUD 21 -02.
Mr. Beemer presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the September 15, 2021 meeting. Staff recommends
approval of the Preliminary Plat request. A representative for the applicant was present to
answer any questions or address any concerns.
Dr. Loving moved, seconded by Ms. Moberly, to approve the Preliminary Plat request, subject to
TAC and Staff comments.
A vote on the motion was recorded as follows:

ITEM 8. Final Plat - Owasso Assisted Living - Consideration and appropriate action
Consideration and appropriate action relating to the request for the
review of a final plat proposing two (2) lots in one (1) block on
approximately 7.652 acres. The location of the property is the northwest
corner of the intersection of East 116th Street North and North 126th East
Avenue and is zoned CS (Commercial General) and RM (Residential Multi -
Family) under PUD 20 -01.
Mr. Fritschen presented the staff report. The location was described. The Technical Advisory
Committee reviewed this request at the August 18, 2021 meeting. Staff recommends approval
of the Final Plat request. A representative for the applicant was present to answer any questions
or address any concerns.
Ms. Moberly moved, seconded by Dr. Loving to approve the Final Plat for Owasso Assisted Living,
subject to TAC and Staff comments.

BACKGROUND:
The Community Development Department received a rezoning request for property located at
10927 East 106th Street North, located approximately 'Amile west of the northwest intersection of
East 1061h Street North and North Garnett Road. The subject property is approximately 10 acres in
size, and is zoned Agriculture (AG). The property was annexed into the City Limits in 2012, under
Ordinance 1120. The applicant is requesting a rezoning to Commercial Shopping (CS) on the
southern half of the property, and Residential Multi - Family (RM) on the northern half.

ANALYSIS:
The applicant is requesting a rezoning from the AG district designation to the CS and RM zoning
district designations; the southern 5.008 acres of the lot located at 10927 East 1061h Street North
would be rezoned to CS, and the northern 5.008 acres would be rezoned to RM. The subject
property is currently unplatted. The applicant desires to rezone the subject property for future
commercial and multi - family residential development.
Within the GrOwasso 2030 Land Use Master Plan document, the southern half of the subject
property is identified for future Commercial uses, while the northern half is identified for future
Transitional uses. Multi- family zoning is allowed in areas called out for future Transitional uses. As
such, assigning the subject property a zoning designation of CS to the southern portion and RM
to the northern portion would be in accordance with Land Use Master Plan, and thus in
accordance with the long -range vision for the subject property.
The City of Owasso will provide police, fire, ambulance, water and sanitary sewer services to the
subject property. Any development that occurs on the subject property must adhere to all
subdivision, zoning, and engineering requirements of the City of Owasso.
The Owasso Technical Advisory Committee (TAC) reviewed this rezoning request at their regular
meeting on October 20, 2021. No comments were made on this item.
RECOMMENDATION:
Staff recommends approval of rezoning request OZ 21 -07, rezoning the southern 5.008 acres from
Agriculture (AG) to Commercial Shopping (CS) and rezoning the northern 5.008 acres from
Agriculture (AG) to Residential Multi - Family (RM).
