ECONOMIC DEVELOPMENT STRATEGIC PLAN • ANNUAL REPORT FROM THE DIRECTOR OF ECONOMIC DEVELOPMENT Dr. Martin Luther Kingsaid, "You don t have to seethe whole staircase, just take the firststep. "Since COVID -19 came into our lives in 2020, we have all had to change the way we approach life. We learned that our vision for the future was reduced to walking it one day at a time. This pandemic changed the way we govern and operate business. Pivoting our economic development plans and programs to fit the needs of our Owasso businesses served them better and helped us get to know them on a different level. Together, we learned what worked and what did not Together, we appreciated the people who live, work, and play here. Our staff was able to open programs up to meet with businesses face-to-face, again. As many of our small businesses returned to their "normal" way of doing business, our BusinessTHRIVE program established a new way to measure success and struggle in our community. This has improved communication with businesses from surveys to results. Offering tools for free such as Size UP to our businesses helped them compare their performance with other industries in the area as well as view the national industry standard. One common concern across all industries revealed itself in the form of workforce. From healthcare to restaurants, businesses struggled to regain and retain employees. Through Workforce Owasso, industries found a place to discuss shortage and loss with area workforce partners and education industries to find some light ahead. COVID-19 put our lives and our wellbeing at risk but it forced us to spend more time with our families, think outside the box, and increase flexibility to pivot our plans amidst a pandemic. Owasso businesses remained resilient and supported each other. Together, we are stronger. Moving forward, the economic development efforts are focused on Owassos commercial real estate inventory and business attraction. Existing businesses are the number one priority and the number one reason why new businesses locate to a community. This marketing strategy is agroup effort between city development departments, the development community, and Owasso businesses. New investment and growth opportunities will diversify our local economy, opening doors for our future. The next fiscal year is upon us, and we have learned to be tolerant and flexible to whatever changes the future brings. Quality housing and robust retail growth have been a focus for community leaders. To sustain growth of retail and lifestyle amenities, it is important to intentionally work on a more developed community to accommodate opportunities for not only living and playing in Owasso, but also quality employment opportunities. Employment in basic industries- those industries that bring new wealth in a community by selling a product or service outside the region - pay higher wages for skilled workers. Basic industries located in Owasso increase daytime population so that more money is spent locally for retail, restaurants and local services. The purpose of this plan for Owasso economic development efforts is to strategically invest resources so that we sustain and perpetuate opportunities for Owasso citizens. By diversifying job opportunities, Owasso will suffer less negative impact from cyclical economic challenges. We also value how the community can be involved and informed in these efforts. Our vision is for all pieces to really work together- to communicate and collaborate. This plan is not a city government plan; it involves teams of committed partners making a positive impact for growing Owasso's economy collectively. STRATEGIC INITIATIVES The Owasso Economic Development Strategy encompasses nine strategic initiatives, organized into three related categories: [31 OWASSO ECONOMIC. DEVELOPMENT STRATEGIC PLAN • ANNUAL REPORT STRENGTHENING OWASSO'S VALUE PROPOSITION During the planning process, the Competitiveness Assessment and subsequent focus groups with local employers revealed gaps and liabilities in Owasso's asset offerings that are critical to Owasso's success in growing and attracting businesses in Owasso. If these issues are not addressed, the work of the other two strategic initiative categories will encounter more obstacles and waste resources. WORKFORCE OWASSO GOAL Network of employers, resources and service providers for recruiting and retaining a workforce of excellence in Owasso, Oklahoma. NU. IVIIINC Local employers provided resounding input on the critical factor of attracting and retaining skilled and unskilled candidates to work at their Owasso operations. By convening Workforce Owasso, it not only demonstrates proactive efforts for listening to employer needs, but also shows that Owasso is interested in acting on solutions that support employer needs. Nationally, talent is the leading driver for business growth and competitiveness through innovation. Communities that are focused on helping local employers access talent, as well as partner on upgrading skills, are growing through talent capacity. This strategy was completed in FY 2019. WHY IMPORTANT? Incentives can be a highly controversial topic for communities. Strategic communities utilize incentives as tools to close a deal - if it helps the community to achieve what economic growth they are trying to influence AND only if needed. The importance of this initiative is to thoughtfully consider how incentives will help Owasso advance efforts towards what the community needs to achieve - for the short and long -term. Because we have limited resources, we want to make smarter investments utilizing these limited resources for maximum return on investment. COMMERCIAL REAL ESTATE DEVELOPMENT GOAL Identify competitive sites ready for development and available buildings, all with complete information, to meet target prospect needs for industrial and office operations. WHY IMPORTANT? Businesses need a place to locate. They will locate expansions and new operations where they can meet their project timelines. This requires us to not only have complete information on available sites and buildings documented, we also need to have sites and buildings ready to meet their needs. By working on industrial and office parks proactivelywe will be better positioned to provide speedy client response and compete more effectively for investment and employment projects. 2020 -21 HIGHLIGHTS • Partnered with PSO to transition ChooseOwasso's online location analysis tool to Location One Information System (LOIS), providing cost -free service and improved demographics • Designed a property scoring system to conduct in -house development feasibility study of Owasso's commercial properties • Internal committee started Commercial Real Estate Feasibility Scoring process with plans to meetwith land owners and developers in FY 2021 -2022 FADITL014AWA GOAL Provide education and information about issues, policy, and laws affecting Owasso, Oklahoma. WHY IMPORTANT? Leadership across the community is concerned about the implications of policy for long -term economic health of Owasso and all Oklahoma cities. MEDICAL CLUSTER DEVELOPMENT AND EXPANSION GOAL Establish Owasso as a destination for medical treatments and R &D to grow high - paying, sustainable jobs in Owasso. Position Owasso as nationally- recognized medical cluster and increase specialized services. WHY IMPORTANT? Owasso already has a strong and growing medical cluster anchored by two major hospitals. The medical field will always be in demand and rely on skilled positions with higher- earning opportunities. Local schools have programs in place (and developing more programs) to train workers for medical- related positions. Many communities, notjust in the Tulsa region and throughout Oklahoma, but throughout the USA are targeting medical expansions as well. This initiative is Important to allocate thoughtful and dedicated efforts to make Owasso stand out as a location for exceptional medical business growth. Owasso benefits beyond economic growth with this initiative as residents will also have access to the expanding services and programs. 2020 -21 HIGHLIGHTS Maintained weekly communication with Bailey Medical Center and St. John Owasso regarding hospital capacity, staffing issues, and local COVID updates. Focused BusinessTHRIVE efforts on ancillary health care industry UNITED TOGETHER Added the development of a third hospital in Owasso AGAINST COVID -19 [ 61 OWASSO ECONOMIC DEVELOPMENT STRATEGIC PLAN , ANNUAL REPORT EXPAND AND ATTRACT BUSINESS GOAL Retain existing businesses and recruit diverse, high - growth companies of targeted basic industries (metal manufacturing, aircraft parts, office /headquarters, information technology, and medical) in order to grow wealth and increase daytime employment in Owasso. WHY IMPORTANT? Taking care of existing businesses is like a business taking care of existing customers. Not only does this ensure that recruitment of new businesses to Owasso builds on the current economic base, but also satisfied local businesses can be important advocates and proof to prospective businesses considering an Owasso location. The importance of proactively retaining and recruiting targeted businesses is essential to transforming and evolving the growth of Owasso's economy. We offer this platform to regional partners to assist communities like Owasso in staying engaged with and tracking local business, retention and expansion efforts aspart of our vision to support economic development in the region. [ 7 1 OWASSO ECONOMIC DEVELOPMENT STRATEGIC PLAN - ANNUAL REPORT ENTREPRENEURSHIP AND INCUBATION GOAL Develop and implement a structured program of entrepreneurship resources, including an incubator in the Redbud District, to foster start -up and fast - growing businesses in Owasso to stay here as they grow. Entrepreneurs start businesses where they want to live. There are many reasons why people want to live in Owasso and this resident - attraction strength is an opportunity to leverage for business development through entrepreneurship. Often, where a company starts is where they continue to have a presence for the long run... if they get the resources and assistance they need to expand and grow. The Competitiveness Assessment uncovered many entrepreneurship resources throughout the Tulsa region, but none of these resources are located in Owasso. There is a connection link that is needed to maximize the value of these resources for local businesses and entrepreneurs. 2020 -21 HIGHLIGHTS • Monitoring Redbud District revenue for incubator funding • Continuing to explore options for entrepreneurship program focus MARKETING OWASSO In the era of robust information and immense competition in economic development, Owasso must tell its story to get attention. And the story must be authentic and clear so that it is understood, believable and memorable to stand out in the chatter of overwhelming media. OWASSO IDENTITY GOAL Define consistent identity for Owasso supported with relevant message and facts. This goal was completed in FY 2018. WHY IMPORTANT? As a suburban community, it is valuable to leverage the known community of the region - Tulsa.Yet, there are many suburbs clamoring for attention. Owasso needs to define compelling, authentic and unique attributes to frame a cohesive and memorable identity for who Owasso is now and in the future. This goal was completed in FY 2019. WG11f�iTZ�]:if_1�YiA Owasso has no economic development- specific website and limited social media accounts and messaging. The leading marketing tool for economic development marketing is a website that presents relevant data, case studies of local businesses, maps and other points of interest that Influence business location decision- making. Not only is this the first place a business or site selector seeks information, it may be the only place information is gathered before a desktop screen of the community is made. No information available online may result in elimination of consideration. A website also serves as a place to house the most current information for staff to present to businesses and the community at- large. In turn, a website provides the information around the clock and saves time - for businesses, site selectors and staff. Regarding social media, increasingly businesses and site selectors are gathering news from these outlets. In addition, as a means to share information, relationships develop based on the value of that information and dialoguing. When a community is not participating in social media, there is a void that competitors can fill with news about their communities. Our Economic Strategy Plan has provided unity of purpose and clarity of vision for an city stakeholders on the 6tremly important business of economic development. It is a living and active plan developed by an expansive list of engaged and committed leaders in our community. It is because of this tremendous leadership that we are able to take on bold and critically important initiatives laid out in this plan. Owasso; OK 74055 City of Owasso Public Work Department STATUS REPORT November 11, 2021 • Garnett Road Widening (from E 96 St N to E 106 St N) - On September 3, 2019, ODOT approved the construction contract with Becco Construction. - Roadway construction commenced in February 2020, with completion scheduled by November 2021. - The contractor continues to focus on the decorative concrete medians and cleanup. • Garnett Road W!denina fE 106 St N to E 116 St N - Engineering design is 95% complete. - Right -of -way and easement acquisition are 99% complete. - Once right -of -way is secured, utility companies will be given a Notice to Proceed to start relocating their infrastructure. • Central Park / Lakeridae Stormwater Improvements - On April 20th, 2021, City Council approved the Stormwater improvement contract with Construction Enterprises, Inc. - Contractor has mobilized to the site with construction scheduled to be complete in November 2021. - Construction continues with re- alignment of the sanitary sewer line. In addition, the contractor is grading the channel in anticipation of the block installation. Mingo and E 116 St N Intersection /E 116 St N from Minao to Garnett Road Improvements - Engineering design is 95% complete. - Right -of -way and easement acquisition completed in July 2020. - Utility relocation commenced in March 2021, with completion expected by May 2022; followed by roadway construction. • E 116 St N and Garnett Intersection /E 116 St N from Garnett to N 129 E Ave Improvements - Engineering design for roadway is 95% complete - Right -of -way and easement acquisition completed in July 2020. - E 116 St N and Garnett Intersection bid advertisement commenced on October 1, 2021, with bid opening on November 7th, 2021. Construction is anticipated to begin in February 2022. - The utility relocation for E 116 St N from Garnett Rd to N 129 E Ave is expected to be complete by December 2021; followed by roadway construction. E 96 St N from approximateiv N 119 E Ave to N 129 E Ave Improvements - Engineering design is approximately 95% complete. - Land acquisition commenced in February 2020. Negotiations with property owners will extend acquisitions to at least December 2021; followed by utility relocation. • Wastewater Treatment Plant Expansion - In December 2020, OPWA approved the construction contract with Crossland Heavy Construction. - Construction commenced in March 2021, with completion scheduled for February 2023. - Construction continues with the wet well structure for the Main Plant Lift Station. - Contractor continues with bar installation and concrete pours on the floor of the aeration basin. In addition, the vertical walls are being prepared for concrete. • Coffee Creek Liff Station & Force Main Improvements - On April 20th, 2021 OPWA approved sanitary sewer contract with MSB Construction. - Construction commenced in June 2021, with completion by April 2022. - Bar installation and form placement continues in preparation for the next section of the wet well concrete structure. • E 106 St N and N 129 E Ave Intersection Improvements - Engineering design is approximately 70% complete. - Right -of -way documents are complete. - City staff is currently awaiting on the Tulsa County Board of Directors to approve the right -of -way agreement. Once approved, land acquisition is expected to commence soon after. • Owasso Market Sanitary Sewer Improvements - On February 16, 2021, OPWA awarded the construction contract to Jerry's Excavation, Inc. - Construction commenced in May 2021, with completion by November 2021. - The contractor is approximately 80% complete with the installation of the sanitary sewer line and manholes. • Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N - In October 2019, Owasso Public Works Authority approved an engineering agreement with Greely and Hansen, LLC. - Engineering design is approximately 90% complete. - Easement acquisition commenced in April 2021, with completion anticipated by December 2021; followed by construction. - Engineering design plans submitted to ODEQ in September 2021 for review and approval. In addition, the environmental review is ongoing. • FY 2021 Street Rehabilitation Project - The street rehab project is separated into the three phases as shown below: • E 106 St N Improvements from Mingo Rd to approximately US 169 - The asphalt roadway improvements have been completed along E 106 St N from Mingo Road to N 135 E Ave. • E 86 St N Improvements from N 119 E Ave to N 128 E Ave - The asphalt mill and overlay project has been scheduled to occur in April 2022. • Various street improvements in Original Town and Elm Creek subdivisions - Engineering design is approximately 95% complete, with bid advertisement expected in November 2021. • N 137th E Avenue Service Road Extension - On June 1, 2021 City Council awarded Paragon Contractors a contract to extend North 137th E Avenue north of E 116th St N. - Construction commenced in July 2021, with completion by November 2021. - Contractor has placed curb and gutter and are working on the concrete section of the roadway extension. - In addition, traffic signal improvements were completed on October 29th, 2021. - Weather permitting, Tulsa County is scheduled to begin the asphalt installation on November 8th, 2021.
