HomeMy WebLinkAbout2021.10.11_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, October 11, 2021 The Owasso Planning Commission met in regular session on Monday, October 11, 2021 at Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S. Main (west side) at 1 1:00am on October 7, 2021. ITEM 1. CALL TO ORDER Tim Miller called the meeting to order at 6:00 pm. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT ABSENT Dr. Loving Tim Miller Chad Balthrop David Vines Jeri Moberly A quorum was declared present. STAFF: Brian Dempster Karl Fritschen Julie Lombardi Daniel Dearing Alexa Beemer Marsha Hensley ITEM 4. Presentation of the Character Trait of the Month - Thoroughness ITEM 5. Approval of Minutes from September 13, 2021 Regular Meeting. The Commission reviewed the minutes. Dr. Loving moved, seconded by Ms. Moberly to approve the minutes from the September 13, 2021 Regular Meeting. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mr. Vines, Ms. Moberly, Mr. Balthrop, Mr. Miller NAY: None Motion carried 5 -0. ITEM 6. SUP 21 -05 - 9155 N. Owasso Expressway - Consideration and appropriate action relating to the request for the review of a Specific Use Permit to allow an automotive repair and maintenance facility within the US 169 Overlay District. The subject property is located at 9155 North Owasso Expressway and is approximately 1.49 acres. The property is zoned as CG (Commercial General). Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the September 15, 2021 meeting. Staff recommends approval of the SUP request. A representative for the applicant was present to answer any questions or address any concerns. OWASSO PLANNING COMMISSION October 11, 2021 Page No. 2 Mr. Miller moved, seconded by Mr. Balthrop, to approve the SUP request to allow an automotive repair and maintenance facility within the US 169 Overlay District, subject to TAC and Staff comments. A representative for the applicant was present to answer any questions or address any concerns. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mr. Vines, Mr. Balthrop, Ms. Moberly, Mr. Miller NAY: None Motion carried 5 -0. ITEM 7. Preliminary Plat- Smith Farm Village - Consideration and appropriate action relating to the request for the review of a preliminary plat proposing sixty - seven (67) lots in eleven (1 1) blocks on approximately 33.9651 acres. The general location of the property is the southeast corner of the intersection of North Garnett Road and East 96th Street North and is zoned CS (Commercial Shopping) and RNX (Residential Neighborhood Mixed) under PUD 21 -02. Mr. Beemer presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the September 15, 2021 meeting. Staff recommends approval of the Preliminary Plat request. A representative for the applicant was present to answer any questions or address any concerns. Dr. Loving moved, seconded by Ms. Moberly, to approve the Preliminary Plat request, subject to TAC and Staff comments. A vote on the motion was recorded as follows: YEA: Dr. Loving, Mr. Vines, Mr. Balthrop, Ms. Moberly, Mr. Miller NAY: None Motion carried 5 -0. ITEM 8. Final Plat - Owasso Assisted Living - Consideration and appropriate action Consideration and appropriate action relating to the request for the review of a final plat proposing two (2) lots in one (1) block on approximately 7.652 acres. The location of the property is the northwest corner of the intersection of East 116th Street North and North 126th East Avenue and is zoned CS (Commercial General) and RM (Residential Multi - Family) under PUD 20 -01. Mr. Fritschen presented the staff report. The location was described. The Technical Advisory Committee reviewed this request at the August 18, 2021 meeting. Staff recommends approval of the Final Plat request. A representative for the applicant was present to answer any questions or address any concerns. Ms. Moberly moved, seconded by Dr. Loving to approve the Final Plat for Owasso Assisted Living, subject to TAC and Staff comments.
