Mr Roberts presented the item. He said that in November of 1998 the surface agitation aeration system at the wastewater treatment plant failed due to electrical drive motor problems. The spare motor for the system was placed in use at that time, resulting in the need for the original motor to be repaired so that a standby motor is available. On Tuesday, January 19"a second refuse vehicles also began experiencing severe problems and staff believes that it should also be removed from service. Because the ability to remove refuse is hampered by the loss of these two collection vehicles, an immediate emergency to public safety exists, and the vehicles need to be repaired as quickly as possible. State Statutes allow the Trustees to declare an emergency in such a situation and authorize the expenditure of funds exceeding $7500 without public notice or competitive bids. Mr Wilken moved, seconded by Ms Voss, to declare that an emergency exists because of the loss of two refuse vehicles, and that an expenditure in an amount not to exceed $8000 be authorized for vehicle repair.
